Westland city officials
received a positive audit report
during the council study session
Jan. 23.
Auditors from Plante Moran
issued an unmodified opinion,
the highest available, stating that
the June 30, 2016 financial state-
ments are fairly presented and
accurately reflect the financial
position of the city.
The audit shows that the unas-
signed general fund balance has
grown from $6.0 million in June
of 2015 to more than $6.4 million
to end the fiscal year. The larger
fund balance can be attributed to
an increase in revenues, includ-
ing a significant increase in fed-
eral grant funding related to
SAFER and COPS grants which
are funding additional positions
and placing more police officers
and fire fighters on the streets of
Westland.
Westland also received $1.35
million in StateRevenue Sharing
funds, according to the financial
reports.
Nearly all city departments
reported expenses under budget
for the year, according to the
report.
The larger fund balance
reflects stable city finances and
an addition to the city rainy day
fund for unexpected emergency
expenditures or unanticipated
revenue shortfalls. It also
reflects ongoing, incremental
actions taken over the past sever-
al years to solidify the city's finan-
cial footing, officials said.
Auditors generally recom-
mend maintaining an amount
equal to 10-15 percent of expen-
ditures in unassigned fund bal-
ance. As of June 30, 2016, the City
of Westland has reached the 11
percent mark, according to finan-
cial reports.
The audit report also showed
a decrease in total outstanding
bonddebt of $2.7million.
“During the 2015-16 fiscal
year, the city was able to com-
plete $1.7 million in renovations
to the police department, put the
new Inkster Road pump station
into service, open the Jefferson
Barns Community Vitality Center
for services in the Norwayne
area, and undertake major capi-
tal improvements to the Mike
Modano Ice Arena including con-
struction of new locker andmeet-
ing rooms,” said Mayor William
Wild.
“All while improving our fund
balance position. We continue to
look ahead in our financial fore-
casting and make fiscally respon-
sible decisions for our city's resi-
dents andbusinesses.”
State Rep. Robert L. Kosowski
(D-Westland) has been appointed to
the House Appropriations
Committee for the 2017-2018 legisla-
tive session. The Appropriations
Committee is divided into 16 sub-
committees that set budget recom-
mendations for state departments
andprograms.
Kosowski was named as the
minority vice chair of the School Aid
and Department of Education budg-
et subcommittee. Having one of the
largest budgets in the state, it deals
with funding forK-12 education.

role,” Kosowski said. “I can think of
nothingmore important than to help
lead and evaluate discussions sur-
rounding funding for kids in
Michigan's schools. Our children
are our future. They are this state's
most valuable asset, and I am excit-
ed to begin discussions on how to
ensure Michigan educators are get-
ting the proper funding needed to
see our kids flourish.”
Additionally, Kosowski has been
assigned as the minority vice chair
of the state police subcommittee
and will also serve on the Health
andHumanServices subcommittee.
“For the past two sessions, I have
served on policy committees,”
Kosowski said. “Being a former city
administrator for the city of
Westland, I have a lot of experience
in dealing with budgets. I am look-
ing forward to this change andwork-
ing with the other members of the
Appropriations Committee through
this next legislative cycle.”
The
Wayne
County
Department of Health, Veterans
and Community Wellness joined
the United States Environmental
Protection Agency in recognizing
January as National Radon
Action Month by offering free
radon testing kits to Wayne
County residents.
Residents can obtain a radon
testing kit at no charge by visiting
the Wayne County Health
Administration Building, 33030
Van Born Road, Wayne, between
the hours of 8 a.m. and 4 p.m.
Monday through Friday. The
office is closed from 11:30 a.m. to
12:30 p.m. for lunch. Visitors
should enter the east wing of the
building from the Venoy Road
entrance.
“The only way to know
whether your home has elevated
radon levels is to test for it,” said
Dr. Mouhanad Hammami, direc-
tor of the Wayne County
Department of Health, Veterans
and Community Wellness
“Testing is best done in the win-
ter months, when windows and
doors are kept closed. If a high
radon level is detected in your
home, you can take corrective
action to protect your family.”
Radon is a naturally occurring
radioactive gas that is tasteless,
odorless and colorless. It comes
from the radioactive decay
(breakdown) of radium and ura-
nium in the earth. It enters
homes through openings in the
foundation floor or walls; wher-
ever the foundation is in contact
with the soil. These openings can
include sump crocks, crawl-
spaces, space around plumbing
or wiring, floor/wall joints,
cracks, or hollowblockwalls.
“Radon is the leading cause of
lung cancer in non-smokers,”
said Hammami. “The EPA esti-
mates that asmany as 21,000 lung
cancer deaths a year are caused
by radon. There is no “safe”
radon level. As a general rule,
the higher the radon level and
the longer the exposure, the
greater thehealth risk.”
