A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, January 24, 2017 at 1150
Canton Center S., Canton, Michigan. Supervisor Williams called the meeting to order at 6:00 p.m. and led the Pledge of
Allegiance to the Flag.

Citizen’s Non-Agenda Item Comments:
Gina Wilson Steward, President of Western Wayne County NAACP, 10748 West
Jefferson, River Rouge, gave an overview of the function of her organization. She explained the WW-NAACP represents the 18
cities west of Detroit. Their monthly meetings are held on the second Monday of each month at 7:00 p.m. – normally at Christian
Faith Ministries in Garden City, however once a quarter they meet in one of the 18 cities they represent. The February meeting
will be held at St. Clemens Episcopal Church 4300 Harrison Road in Inkster. Follow them on Facebook: Western Wayne County
Branch NAACP. Her cell number is 313-949-3133. Supervisor Williams offered use of the township facilities in the
Administration Building lower level for one of their meetings. She introduced her intern, Ms. Angel Chantese Frierson, a Canton
resident and Precinct 33 - Democrat Delegate. Mike Schultz, 44580 Dionne, commented on Energy Savings potential for the
township. He feels the township could save money by having an energy audit done. Director Hohenberger explained the town-
ship about 3 ½ years into the first energy performance contract investing 3 million dollars and use the guaranteed savings we
would get by implementing new controls, lighting, etc. The Township will be issuing a Request for Proposals within the next few
weeks to potentially look at a Phase II. Kathy Filas, commented to the board regarding the Automated Recycling Program. She
presented the board copies of the 2013 survey, citing portions that differ from what was stated to the residents at the meeting on
January 10, 2017. The survey stated the residents would be willing to pay $35 for a 48 gallon container. The survey stated the
collection company would be investing in new collection trucks, not Canton buying the trucks. She presented tax comparisons
to the board of what homeowners pay in their township taxes based on their taxable value. Her figures showed owners of homes
valued over $200,000 had their township taxes lowered from the previous year after the implementation of the Solid Waste tax,
while owners of lesser valued homes had them raised. She added there is nothing the survey that speaks to an annual fee. Jim
Leddy, 6757 Brookshire, spoke in favor of continuing Wayne County Township Roads Initiative into 2017. They explained the
decision to continue this program would be made by the county, not the township. Supervisor Williams explained the final deci-
sion has not been made yet. Williams stated he has had two meetings with Mr. Warren Evans in the past. He has a meeting tomor-
row, as well as one Friday with Mr. Evans. The final decision rests with the county. Supervisor Williams and Director Faas
explained this program is through Wayne County for roads that are within their jurisdiction only. Mr. Leddy would like to see the
township initiate a road repair program of our own.

Item G-0C. Consideration of Approval of
Collective Bargaining Agreement between Canton Township and the Technical, Professional and Officeworkers
Association of Michigan with a Term Ending December 31, 2019.
Motion by Siegrist, supported by Sneideman to approve
the Collective Bargaining Agreement between the Charter Township of Canton and the Technical, Professional and
Officeworkers Association of Michigan (“TPOAM”) with a term ending December 31, 2019, and authorize the Township
Supervisor and Clerk to sign on behalf of Canton Township. Motion carried unanimously.

Resolution Authorizing the Execution of Certain Contracts Without the Need for Board Approval. (Supv.)
Motion by
Siegrist, supported by Foster to adopt the following resolution. Motion carried unanimously.
RESOLUTION OF BOARD OF
TRUSTEES CHARTER TOWNSHIPOF CANTON RESOLUTIONAUTHORIZINGTHE EXECUTION OF CERTAIN
CONTRACTS WITHOUT THE NEED FOR BOARD REVIEW R E C I T A T I O N S:
As a governmental entity, only the
elected Board of Trustees has the authority to contractually bind Canton Township. However, the Township enters into hundreds,
if not thousands, of contracts every year and having to take every contract to the Board for approval would take a significant
amount of time at the Board meetings. Very often, the contracts have no financial impact on the Township, such as grant agree-
ments where the Township is receiving grant funds for a specific purpose, or nominal financial impact, such as purchase or serv-
ice contracts where the cost to the Township is less than $10,000. Additionally, many of these contracts are time sensitive, and
need to be executed before they can be brought to the full Board for consideration. Furthermore, the Township’s Purchasing
Policy, which was updated by the Township Board in December 2015, already addresses the handling of purchases up to $10,000
without Board approval. In order to improve operational efficiencies and make better use of the Board meeting time, the
Supervisor is requesting the Board give him the authority to execute certain categories of contracts identified in this resolution.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. The Township Supervisor and/or Clerk, as appropriate, are hereby
authorized to execute all contracts falling in the enumerated categories, without the necessity of obtaining Township Board
approval: Grant Agreements, where the Township is the recipient of a grant. Purchase, lease, employment or service contracts
where the expenditure by the Township is less than $10,000. Contracts where the Township is acting as a fiduciary or “pass
through” for certain public projects. Stormwater maintenance agreements with property owners/developers where Canton is del-
egating certain maintenance obligations to a homeowners’ association, developer or property owner. Annual permit agreements
with Wayne County for pavement restoration work in the public right-of-way. Annual permit agreements with Wayne County for
utility work in the public right-of-way. Annual permit agreements with Wayne County for special events in the public right-of-
way. Annual permit agreements with MDOT for maintenance in the public right-of- way. Independent contractor agreements for
instructors. Rental Agreements for Township facilities and parks. Partner Agreements with arts and performance groups.
Agreements with artists for showings. Any contract otherwise exempt from Board review under the Purchasing Policy. Contracts
for healthcare plans for Township employees. 2. The provisions of the Township’s Purchasing Policy shall still apply, and both
this Resolution and the Purchasing Policy shall be deemed to apply to all Township purchases and contracts.

Item G-2. Consider Approval of Aspen
Ridge Preliminary Site Plan. (MSD)
Motion by Siegrist, supported by Sneideman to adopt the following resolution. Motion
carried unanimously.
RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Preliminary
Site Plan for Aspen Ridge Site Condominiums WHEREAS,
the Project Sponsor, Mr. Jon Goldman, has requested preliminary
site plan approval for Aspen Ridge Site Condominiums to be located on Saltz and Beck Roads, identified as tax EDP #068-99-
0013-702 and 068-99-0018-000; and,
WHEREAS,
the Planning Commission reviewed the site plan and made a recommenda-
tion to approve the request to grant preliminary site plan approval, as summarized in the attached written analysis and recom-
mendation.
NOWTHEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does
hereby approve the request of the petitioner, Mr. Jon Goldman, to approve the preliminary site plan for the proposed Aspen Ridge
Site Condominiums subject to any and all state and local development regulations and further subject to any conditions recom-
mended by the Planning Commission and staff, as described in the analysis and recommendation attached hereto and made a part
hereof.
Item G-3. Consider Approval of the Purchase of Vehicles for 2017. (MSD)
Motion by Siegrist, supported by
Sneideman to approve the purchase of twenty-two vehicles totaling $689,987. Motion carried unanimously. Copy of list of vehi-
cles is available in the Clerk’s Office during regular business hours.
Item G-4. Consider Authorization of Youth Sports
Agreement with Canton Soccer Club. (CLS)
Motion by Siegrist, supported by Sneideman to authorize the Youth Sports
Agreement with the Canton Soccer Club valid one year beginning January 1, 2017 through December 31, 2017 with the agree-
ment to be signed by the Supervisor. Motion carried unanimously.
Item G-5. Network Infrastructure Upgrade. (FBD)
Motion
by Siegrist, supported by Sneideman to waive the purchasing policy and purchase the Dell Networking Equipment and Services
in the amount not to exceed $83,300 through the Michigan MiDeal contract. Motion carried unanimously.
Item G-6.
Appointment to the Building Board of Appeals. (MSD)
Motion by Siegrist, supported by Sneideman to approve the appoint-
ment of John Palazollo to the Building Board of Appeals for a two-year term to expire on March 1, 2019. Motion failed by 3 to
4 vote.
Item G-7. Appointments to the Commission for Culture, Arts & Heritage. (CLS)
Motion by Siegrist, supported by
Sneideman to approve the re-appointment of Sue Dodson to the Commission for Culture, Arts & Heritage for a three-year term
to expire December 31, 2019. Motion carried by a vote of 5 to 2. Motion by Siegrist, supported by Sneideman approve the
appointment of Sommer Foster as the Canton Board of Trustees representative to the Canton Commission for Culture, Arts &
Heritage. Motion carried unanimously.
ADDITIONAL PUBLIC COMMENT:
Mr. Hassan Ahmad 50294 Black Horse Lane,
stated the third annual MLK Scholarship Essay Contest for Middle and High School students. The topic is Diversity. The schol-
arships range from $100 to $600 will awarded in May 2017. There will be an event on the 27 th of January at the Masque from
7-9 p.m. – check their website
for further details. Referring to Item G-3, resident Kathy Filas asked
why the 100,000 mile limit on vehicles. Supervisor Williams explained the cost of maintenance usually exceeds the cost of
replacement after this time. This limit has existed for at least 8 years.

The Cashore Marionettes will come to
life under the hand of master puppeteer
Joseph Cashore at performances planned
for 2 and 7 p.m. this Saturday, Feb. 4 at The
Village Theater at Cherry Hill. This inter-
nationally-acclaimed troupe returns to the
Village Theater to present two uniquely
different shows - a matinee for families of
all ages and an evening performance for
older children and adults.
“Simple Gifts” will be presented at 2
p.m. and includes 14 short pieces similar
to a concert with several stand-alone
vignettes. This family-friendly production
for all ages will include a series of scenes
and portrayals from everyday life set to
the music of Vivaldi, Strauss, Beethoven
and Copland. Through a combination of
puppetry, music and theatrical illusion,
the original vignettes presented in
“Simple Gifts” provide a vision of what it
is to be human. The performance explores
a range of emotions and actions with the
characters. Tickets to this performance
for all ages are $12.
In “Life in Motion,” presented at 7 p.m.
Cashore presents his collection of mari-
onette masterworks. This series of nine
vignettes runs the gamut of emotions from
high-spirited good humor to quiet reflec-
tion. This production is recommended for
adults and children ages 8 and older.
Tickets to this performance for all ages
are $15.
These productions have been
described by the Center for Puppetry Arts
of Atlanta as, “A wonderful world of
breath-taking magic that is created by one
man and his exquisite marionettes. The
range of movement truly has to be seen to
be believed.”
Cashore first became interested inmar-
ionettes at age 11, when he saw one hang-
ing in a shop window and asked the clerk
if he could try it out. When that wasn't
allowed, he decided to make one himself,
using blocks of wood, clothespins, and a
tin can. He experienced his first “magical
puppet moment” shortly thereafter while
giving a show for his family, but didn't
make another marionette until years later,
after he had graduated from the
University of Notre Dame, where he stud-
ied sculpture andportraiture.
These internationally acclaimed per-
formers have entertained audiences in
Europe, the Far East and North America
since 1990, including a stop at the
Kennedy Center. Cashore has received
numerous awards for his artistry, includ-
ing a 1995 Citation of Excellence from
Union Internationale de la Marionette
USA (UNIMA), the highest honor an
Americanpuppeteer can receive.

Needles are flying throughout the area as
quilters prepare their entries for the 21st
Annual Quilt Show at the Belleville Are
Museum.
The show, presented in cooperation with
the Western Wayne County Quilting Guild,
will take place during the entire month of
March which has been declared National
QuiltingMonth.
The show theme this year is Quilts
Around the World and is open to quilters
throughout the area. Expected entries may
include Asian, African, English and French
influenced quilts. A spokesman said they
expect they may see outer space, t-shirt and
vacation themed entries, too.
Volunteers will be needed at themuseum
to help collect the quilts, hand the displays
and act as docents during the exhibition.
The exhibition will be open from 3-7 p.m.
on Tuesdays and from noon until 4 p.m.

throughMarch 31.
A Viewer's Choice winner will be
announced at the end of the month and will
be awarded a gift basket filled with assorted
quilting supplies. Throughout the month,
the museum will feature "Bed Turnings,"
quilting demonstrations, and a Girl Scouts'
SewingWorkshop.

the museum during regular hours Feb. 7-11
and againFeb. 14-17.
