The disappointing test reports
measuring performance of stu-
dents in the Van Buren Public
Schools were discussed adminis-
trators and board members at a
meeting earlier thismonth.
“Our students aren't perform-
ing where they need to be in this
metric,” said Van Buren Public
Schools CurriculumDirector Jeff
Moore during the Sept. 11 meet-
ing. Moore presented a report
detailing the results of the M-
Step testing for students in
grades 3 through 8 and the state
tests administered to students in
grades 9 through 11. Moore noted
that only 20 percent of third
grade students in the district test-
ed as proficient in reading. He
admitted the results were prob-
lematic for the entire district.
He said the teachers are now
focusing more on every day work
and assessments of students'
progress rather than the annual
testing. The scores he revealed to
the board members demonstrat-
ed that only Savage Elementary
School students tested over the
state average. All other grades
tested below the average state
scores.
Former school board trustee
Sherry Frazier spoke to the
board members from the audi-
ence at the end of the meeting.
Frazier said the state average
scores for students were low
enough to be considered an
“embarrassment” and that the
pressure on teachers is increas-
ing. She also claimed there is a
kindergarten classroom in the
district with 32 to 35 students.
School Superintendent Pete
Kudlak responded that the dis-
trict is hiring a teacher to correct
that situation. He added that
there was an unexpected
increase in the number of
kindergarten students this year
which he described as a good
thing. He said the increase in
student enrollment would help
the district budget with an
increase in the per pupil state
allotment.
Frazier insisted that the cur-
rent measures being employed
to increase student proficiency
and test scores are not working
and she urged the board mem-
bers to “think outside the box.”
Kudlak commented that the
development of teachers was the
strongest asset of the district and
Frazier said she agreed with that
statement.
A retired teacher in the audi-
ence commented that she would
like to see the scores from
Keystone Charter Academy
where many Van Buren students
are enrolled. She also said that if
she had written a test that so
many students could not pass,
shewould questionwhat she had
done wrong. “Who's examining
the test writers?” she said.
Several families were displaced after
fire broke out at the Barrington
Apartments on Diane Drive near Wayne
andWick roads inRomulus last Sunday.
Fire officials said that no injuries were
reported in the blaze which was reported
at about 6:30 p.m. Sept. 17 at the 36-unit
complex. Most of the units in the complex
were damaged, officials said.
According to reports from the scene,
R.J. Stockton, 11, and Freddie King, 10,
ran down hallways and knocked on apart-
ment doors urging people to evacuate the
building. King said the two boys were on
their way home from the park when they
noticed the smoke coming from the build-
ing.
The displaced residents are being
helped by workers from the Red Cross
whowere on the scene.
Officials said the cause of the fire was
still under investigation.

PART I. ARTICLE 8.00 – ESTABLISHMENT OF ZONING DISTRICTS AND MAP * * * Pursuant to Section 27.06 of
Appendix A – Zoning, the zoning map is hereby amended by changing the zoning of the subject area within Singh
Executive Park, Wayne County Subdivision Plan No. 568, from C-3, Regional commercial District to LI-R, Light
Industrial Research District, as shown on the attached zoning map. PART II. Severability.
Should any section, subdivision,
clause, or phrase of this Ordinance be declared by the courts to be invalid, the validity of the Ordinance as a whole, or in part,

Ordinances set forth in this Ordinance does not affect or impair any act done, offense committed, or right accruing, accrued, or
acquired, or liability, penalty, forfeiture or punishment, pending or incurred prior to the amendment of the Canton Code of
Ordinances set forth in this Ordinance.
PART IV. Repealer.
All other Ordinances or part of Ordinances in conflict herewith are
hereby repealed only to the extent to give this Ordinance full force and effect.
PART V. Publication.
The Clerk for the Charter
Township of Canton shall cause the ordinance to be published in the manner required by law.
Part VI. Effective Date.
A public
hearing having been held hereon pursuant to the provisions of Section 103 of Act 110 of the Public Acts of 2006, as amended,
the provisions of this Ordinance shall be published within fifteen (15) days of its adoption of publications of a notice in a news-
paper circulated in Canton Township stating the date of enactment and effective date, a brief statement as to its regulatory effect
and that a complete copy of the Ordinance is available for public purchase, use and inspection at the office of the Township Clerk
during the hours of 8:30 AM to 4:30 PM, Local Time. The provision of this Ordinance shall become effective seven (7) days after
its publication.
CERTIFICATION
The foregoing Ordinance was duly adopted by the Township Board of Trustees of the Charter
Township of Canton at its regular meeting called and held on the 12th day of September, 2017, and was ordered to be given pub-

WHEREAS,
the Planning Commission
reviewed the site plan and made a recommendation to approve the request for the variance and preliminary site plan approval;

the requested variance to the Condominium Ordinance meets the general criteria pursuant to Section 82-7 of the
Code of Ordinances, as provided in the background;
NOW THEREFORE BE IT RESOLVED,

Way Telecommunications permit to Verizon Access Transmission Service and authorize the Township Clerk to sign the permit

Item G-3. Consider Approval of Dedication of a
Portion of the Right-Of-Way on the West Side of Ridge Road, North of Ford Road. (MSD)
Motion by Siegrist, supported
by Sneideman to authorize the Township Supervisor to sign the quit claim deed for the transfer of the right-of-way on Ridge
Road, north of Ford Road on behalf of Canton Township. Motion carried by all members present.
Item G-4. Consider Approval
to Purchase Equipment for Outfitting the Public Works Trench Rescue Trailer. (MSD)
Motion by Siegrist, supported by
Sneideman to approve the purchase of necessary Trench Rescue equipment from First Due Fire Supply for an amount of
$11,732.59, and waive the purchase policy requirements for multiple bids since this is a sole-source provider. Motion carried by
all members present.
Item G-5. Consider Board Acceptance of Election Commission’s Approved Changes to Canton
Township Voting Precincts and Polling Locations. (Clerk)
Motion by Siegrist, supported by Sneideman to concur with the res-
olution of the Election Commission approving the division of Precinct 35, resulting in the creation of one (1) new voter precinct
(Precinct 10) in Canton Township, Wayne County, Michigan; the merging and elimination of Precincts 6, 10, and 34 into sur-
rounding precincts; the realignment of boundaries to listed precincts; and the renaming of Precinct 41 and 42. This division of
precincts will bring the total number of voting precincts in the Charter Township of Canton to forty (40). Motion carried by all
members present. Motion by Siegrist, supported by Slavens to designate Liberty Middle School and The Village Theater as the
Polling Locations for additional voter precincts and altering the polling places according to the attached plan. The establishment
of new Polling Places will bring to total number of locations in the Charter Township of Canton to nineteen (19). Motion carried
by all members present.
Item G-6. Consider Approval of a Blanket Purchase Order of $25,999.00 to Canon Solutions
America, Inc. for Two High Speed Scanners and One Canon I RADV400if Printer for Use in the Clerk’s Office for
Elections. (Clerk)
Motion by Siegrist, supported by Sneideman to approve the request for a Blanket Purchase Order to Canon
Solutions America, Inc. for the purchase of election equipment in the amount of $15,000 from account 101-191.970_0010.

Item G-7. Consider the Purchase of Two Sets of Hurst Extrication Equipment.

Item G-8. Consider Approving Phase II of
Consulting Services for Fire Station #2 Improvements and Associated Budget Amendment. (PSD)
Motion by Siegrist, sup-
ported by Sneideman to approve OHM Advisors proposal for phase II of the Fire Station #2 improvement study, consisting of a
Floodplain impact study, MDEQ permitting, and a preliminary site plan. Motion carried by all members present. Motion by
Siegrist, supported by Sneideman to approve an amendment to the 2017 Fire budget in the amount of $36,922 for this project.

Director Meier explained Michigan Task Force One – a statewide FEMA Type 3 Team
was activated to assist in Florida. The Township has 3 Firefighters who are assigned to that team. The township deployed the 3
firefighters to Florida on Sunday. They have been sent home as of Tuesday, September 12, 2017. Director Faas reminded the
board that next week they will be meeting at 5:00 p.m. at the Landfill – Lilley Road South for a one hour tour, then return to the
Administration Building for their Study Session. Supervisor Williams commented the Household Hazardous Waste Day was
wildly successful. This annual event was well attended and a great deal of waste was not placed in our landfill.

‘Hand up’ open in Romulus
Romulus residents in need will soon
have another resource for help.
Barbara Sanders, director of the Hand
Up nonprofit organization, is opening a
Hand Up Resource Center at 35661 Van
Born Road, which is just west of Wayne
Road inRomulus.
The 501(c)3 organization is funded by
donations as well as an Initiative Grant from
theWayneMetropolitanActionAgency.
“It's a non-profit, social service organiza-
tion,” said Sanders. “I work with the com-
munity where there are low income resi-
dents and I assist and direct them to other,
larger non-profits for services if they have
special needs.”
Councilman William Wadsworth wanted
to make sure the organization had regular
funding. He said it would be a good thing for
the city.
“It's wonderful, because we do have a
number of people in our town that need
help,” said Wadsworth. “I think you're doing
awonderful thing.”
