State Rep. Robert L. Kosowski (D-
Westland) has been named as a recipient
of the Constellation Energy 2017 Energy
FreedomAward.
The award, presented by David Zuhlke,
was given to Kosowski for his support of
legislation enacted last session which will
preserve the current electric choice mar-
ket, increase the use of renewable energy,
and improve energy efficiency.
“It is extremely important that
Michigan continues to come up with inno-
vative energy solutions in the future,”
Kosowski said.
“The legislation I worked on last ses-
sion not only does this, it also preserves
the right for schools to continue buying
energy at a lower cost. As the minority
vice-chair of the Appropriations School
Aid budget this session, I know the money
schools will be saving on providing energy
can be put back into the classroom for the
benefit of all students. I can think of noth-
ing more important than investing in our
kids for Michigan's future,” Kosowski said.
“Receiving this award is a true honor, and
I am committed to continue working with
my colleagues on both sides of the aisle to
ensure Michigan has a comprehensive
plan for electric reliability moving for-
ward,” he concluded.

The City of Westland and
AFSCMELocal 1602 have negoti-
ated a six-year contract covering
58 general labor, public works,
housing specialists and clerical
support staff employees.
Key benefit enhancements in
the new agreement include cost-
of-living increases along with
changes in optical benefits com-
pensation and leave time.
Remaining in place are tiered
wage levels and other benefits
that will require more time for
new hires and employees with
less seniority to achieve.
Employee cost sharing toward
retirement and healthcare bene-
fits were implemented in 2013
and remain in place. Employees
hired after 2010 are in a defined
contribution retirement program
(similar to a 401(K) for private
sector employees) and receive no
healthcare in retirement.
A notable provision affecting
longer-serving employees previ-
ously also negotiated with other
unions, health insurance will be
discontinued once a retiree turns
65 years of age under the new
agreement. The retiree and
his/her spouse will instead
receive a Health Reimburse-
ment Account (HRA) monetary
stipend the retiree may use to
fund the cost of a Medicare
Advantage plan of their choosing
or this stipend may be used to
pay for other un-reimbursed
medical costs.
As with other city employee
groups, employee contributions
toward healthcare remain in
place in retirement and based
upon the contributions that exist
for active employees. These pro-
visions will positively impact the
city Other Post Employment
Benefit (OPEB) liability, reduc-
ing the liability to fund legacy
costs.
“Once again, the city was able
to work collaboratively with
AFSCME Local 1602. Several
union members are city resi-
dents and they understand the
economic pressures placed upon
the city and the valued services
to which our residents have
become accustomed,” comment-
edMayorWilliamWild.
“I ampleased we were able to
reach a new union contract that
continues tohonor the hardwork
these employees do and one that
will help the city reduce the lia-
bility of legacy costs yet continue
to offer competitive wages and
benefits that aid in employee
retention,” he concluded.
Parents in the Westland-area
have a new option available for
summer activities for their chil-
dren.
The City of Westland and
Livonia Family YMCA have part-
nered to provide 11 weeks of
summer day camp, offering a
variety of programs and activities
that stimulate both mind and
body.
“It's important for children to
be active and to continue learn-
ing new skills throughout the
summer months,” said Brian
Wolverton, executive director of
the Livonia Family YMCA. “Day
camp at the Y provides kids with
adventure, healthy fun, personal
growth and new friendships that
can create memory and relation-
ships that last long past the sum-
mer.”
The week-long themed day
camp sessions run June 19 to
Sept. 1, and are open to children
between the ages of 5 and 12.
Children must be 5-years-old as
of Sept. 1, to attend. The camps
will take place at Central City
Park, inside the Farmers Market
Pavilion and will take advantage
of the park amenities including
playscape and H20 splash pad, as
well as provide activities that
develop character and teach new
skills. Children will travel up to
three times a week to explore the
outdoors, participate in field trips
and go swimming, Wolverton
said.
“This is the first year that the
City of Westland and the Livonia
Family YMCA have partnered to
offer summer day camp,” said
Westland Mayor William Wild.
“We believe this is a great oppor-
tunity for families from Westland
and the surrounding areas to pro-
vide their children with a great
summer experience, in a safe
nurturing space.
“YMCA day camps provide a
welcoming environment for kids
where they can belong, build
friendships, develop character
and simply have fun. This is a
win-win partnership for both the
Yand theCity ofWestland.”
The YMCA supports all chil-
dren in the community and helps
them discover their potential,”
saidWolverton. “For familieswho
cannot afford camp, the YMCA
offers financial assistance pro-
grams so they can participate as
well.”
