The City of Romulus, Michigan is seeking bids from qualified companies for the above item/items
and/or services.
(1) Qualified individuals and firms wishing to submit a bid must use the forms provided by the City.
Official bid forms and specifications may be obtained from the MITN Purchasing Group page of
BidNet Direct (
/). Bids may be rejected unless made on the forms includ-
ed with the bidding documents. Copies of documents obtained from any other source are not con-
sidered official copies.
(2) Clarifications, modifications, or amendments may be made to this solicitation at the discretion of
the City. Any and all addenda issued by the City will be posted on the MITN Purchasing Group
page of BidNet Direct. All interested parties are instructed to view the MITN website regularly
for any issued addenda. It is the responsibility of the bidder to obtain all issued addenda and
acknowledge receipt of said addenda by including a printed copy of each addendum as part of
the required documents for this solicitation and to list the addendum and sign and date the
"Acknowledgment of Receipt Addenda Form: supplied in the bid documents.
(3) A total of three copies (one marked "Original" and two marked "Copy") of the bid must be sub-
mitted together in one sealed package/envelope and returned to the
City Clerk's Office

(4) At approximately 2:45 p.m., local time all timely received bids will be publicly opened and read.
(5) The successful Bidder will be required to submit proof of all bonds and insurance required by the
ITB documents and copies of all required endorsements.
(6) The City reserves the right to postpone the opening without notification and also reserves the
right to reject all bids and to waive any minor informality or irregularity in bids received and to
award the bid in whole or in part. No Bid may be withdrawn for a period of one hundred twen-
ty (120) calendar days after the scheduled closing time for receipt of the Bids. A contract may
ultimately be awarded to the lowest most responsive and responsible company, as determined in
the sole discretion of the City of Romulus or otherwise in a manner deemed by the City to be in
its own best interest.
(7) Neither the submission of nor acceptance of any bid shall constitute a contract between any bid-
der and the City of Romulus. No such contract shall exist without first being approved by a for-
mal action of the members of the Romulus City Council and only after all required bonds and
proof of insurances and copies of endorsements have been received by the City and the agree-
ment is signed by authorized representatives of the City of Romulus and the successful Bidder.

To the taxpayers of the City of Romulus: The Board of Review will meet in the Romulus City Hall,
Council Chambers, 11111 Wayne Road, Romulus, MI 48174 on the following dates and times by
APPOINTMENT ONLY
for the purpose of reviewing the assessment roll. Please come prepared,
as a ten (10) minute time limit before the Board will be strictly adhered to.

Junction Sub Crack Sealing & 2018 Road Maintenance Project Pricing
The City of Romulus, is requesting sealed bids for the maintenance needed for the Junction
Subdivision. The major items of work include crack sealing of the Junction Subdivision. The work
will include approximately 19,000 ft. of over band crack seal. The City additionally is accepting bids
for the surface treatments consisting of chip seal, double chip seal, slurry and fog seal to the area as
an alternate.
No pre-bid meeting is scheduled for this project.
Sealed bids will be received at the office of the City of Romulus Clerk until 2:00 PM local time, on

Plans for the Plymouth Arts
& Recreation Complex (PARC)
are advancing, with $5-6 million
of the $30 million fundraising
goal reached by Feb. 16, accord-
ing to PARC President Don
Soenen.
“We've got a lot more in the
hopper,” said Soenen, noting
financial commitments are sub-
ject to final approvals. A presen-
tation about the complex, the
former Central Middle School in
downtown Plymouth, will be
made Tuesday, Feb. 27, at the
meeting of the Plymouth
TownshipBoard of Trustees.

Soenen said that a presenta-
tion is also scheduled with the
members of the Plymouth City
Commission early nextmonth.
Ellen Elliott, executive direc-
tor of the Friends of the Penn
Theatre in Plymouth, said she is
a big supporter of plans to
repurpose the former school
into a community center with a
performance auditorium.
“I cannot overstate the
importance of this facility,” said
Elliott, who gave a local history
presentation at the meeting of
the Plymouth Noon Rotary club
last Friday. “As things change,
we have to think of what defines
us. I just want to keep thinking
about ways to bring people
here.”
Soenen has said the project
onMain Street at Church Street,
which he envisions as a campus
including the Miracle League of
Plymouth athletic field and the
Plymouth Cultural Center, will
require “modest” public tax
funding.
Elliott, in her Rotary presen-
tation, cited retail and business
shifts which Soenen has also
said will greatly impact the
future of the Plymouth commu-
nity.
“We've certainly had a lot of
support so far,” Soenen said of
the plan for the performing arts
center and renovation of the for-
mer school. “The idea is to raise
as much money in private funds
as we can. We're going to give it
all we've got.”
Previously, Soenen said the
public tax funding would be
“pretty minimal,” less than 1
mill. He explained that private
fundraising will affect the need
for support throughamillage.
A millage rate is assessed
based on each $1,000 of assessed
property value. Soenen has
acknowledged that there are sig-
nificant infrastructure issues at
the building and noted that he
and the other project leaders
now have the estimated costs
which can be included in dis-
cussions of the future at the
PARC.

“We must continue to monitor this-our
concern is the impact on our sewer and
water,”Heise said.
According to Salem Supervisor Gary
Whittaker, Schostak approached former
Plymouth Township Supervisor Richard
Reaume “a few years ago,” to cut a deal for
water and sewer usage. Whittaker said he
also met with Plymouth Township
Supervisor Shannon Price and Director of
Public Services Patrick Felrath and talked
with Northville Township Supervisor
Robert Nix to discuss the proposed water-
sewer plans long ago.
It is not known whether Schostak will
seek water directly from the Great Lakes
Water Authority. According to the latest
minutes of the Salem Board of Trustees
meeting, plans include the developer con-
structing a water tower and running a
sewer line to the Ypsilanti Community
Utilities Authority (YCUA) sewer.
Plymouth Township Trustee Chuck
Curmi and other boardmembers spoke out
after the meeting expressing their con-
cerns, saying they felt the grant was indica-
tive of the state funding urban sprawl.
“This is good example of why theMEDC
should be eliminated-they just select win-
ners and losers and use taxpayers' money
to subsidize thewinners,” Curmi said.
Plymouth Township Trustee Bob
Doroshwitz expressed his dismay at the
Schostak grant. He questioned the impact
on the school district and the additional
housing being introduced directly to the
townshipmarket.
“There are many uncertainties, like the
potential impact to our water systemcapac-
ity, and what happens to our police and fire
departments and Powell Road traffic,”
Doroshewitz said.
“It's disappointing the public money is
being used to subsidize this project.”
Plymouth Township Trustee Jack
Dempsey expressed his disappointment in
the actions of the Legislature to his fellow
boardmembers.
“I look forward to the state giving us $10
million toward our OPEG (Other Post
Employment Benefits) liability. Apparently
there'smoney to hand out,” he said.
