New deputy director of public service named
Annual St. Mary’s auction set
Award nominations are sought
Dr. Hassan Saab has been
named as the new Deputy
Director of the Department of
Public Service inWestland.
Mayor
William
Wild
announced Saab's hiring last
month, noting that Saab is a pro-
fessional civil engineer who
holds a PhD in structural engi-
neering with more than 20 years
experience in the field.
Most recently, Wild said, Saab
was employed with the Wayne
County Department of Public
Services and theEnvironment.
Wild said that Saab's experi-
ence is extensive including the
areas of environmental facilities
management, parks and recre-
ation, land resource and water
qualitymanagement and roads.
“With Hassan's considerable
experience in civil engineering
and his knowledge of the
processes by which road and
other engineering projects are
funded and approved, the city
will benefit as it works to address
the community's aging infrastruc-
ture,”Wild said.
In addition to his PhD, Saab
earned a master's degree in Civil
Engineering, is a published
author and during his tenure
with Wayne County was involved
in a comprehensive reorganiza-
tion of the public services depart-
ment, including updating posi-
tion classifications and improv-
ing service delivery processes.
The reorganization included
development of information
technology systems for improving
upon data collection and online
monitoring of work flows, Wild
said.
Saab will be acting as the
engineer in charge of assessing
city infrastructure and oversee-
ing major road projects, bridges,
water and sewer and storm
water management. He will also
be responsible for maintenance
functions related to streets, pub-
lic rights of way and public facili-
ties. Some of these operations
include snow and ice control,
street repair and sweeping,
street signs, lights and landscape
maintenance.
“He will also be the technical
adviser to our consultants over-
seeing all engineeringwork, such
as design, bidding and inspec-
tions of all infrastructure
improvement projects, to ensure
compliance with city, state and
federal requirements,”Wild said.
“I am excited about joining
Mayor Wild's dynamic team and
look forward to applying my
expertise to help with all of the
great progress and projects
under way in Westland,” Saab
said.
Making the most of an educational
experience, bidders at the fourth annual
St. Mary Parish and school auction can
"learn" to be a television reporter or
radio personality.

City attorney Keith Madden disagreed
with Roberts and Sanders, however. He
said that his discussion
with the office of the
attorney general did not
solve the issue. He told
the council members
and the audience that
the issue must be
resolved by action of the
city council with an
amendment clarifying
the voting procedures.
Madden also said that
clarifying the language
on the ballot and the petitions was not
the responsibility of the city but fell to
Roberts.
Councilman Anthony Miller agreed
with Roberts and Sanders and said the
proposal to implement city-wide voting
for the council precincts violated the will
of the people.
“The citizens are yearning for a
change; I'm asking my colleagues to
reconsider,” Miller said. “People are
looking for leaders who make doors and
windows, not walls. This doesn't increase
the confidence level. The council needs
to dowhat thewill of the peoplewas.”
The council resolution came following
a recommendation from a committee
which included Roberts, council mem-
bers Skip Monit and John Rhaesa and
residents Buddy Shuh and Margaret
Harlow. Shuh said that without this reso-
lution, he would only be
allowed to vote for one
member of the city coun-
cil rather than all six
officials.
Councilman
Al
Damitio suggested for
the second time that the
council put the issue
before voters, rather
than make an arbitrary
decision. No action was
taken on his suggestion,
and Damitio joinedMonit and Rhaesa in
voting for the resolution allowing city-
wide voting for all council seats.
Councilwoman Susan Rowe, Miller
and David James cast no votes. Mayor
James Hawley, who voted against the
amendment at the previous vote, was
absent from the meeting. Rowe suggest-
ed a second committee, without partici-
pation from sitting council members, be
named to review the issue.
No action was taken on her sugges-
tion.
Nominations for the City of Wayne
Recreation Advisory Board James J.
Poplin Distinguished Service Award are
nowbeing accepted.
This award is presented to an individ-
ual who has been an outstanding recre-
ational supporter in the community. To
qualify for this award, the candidate must
have a minimum of five years of voluntary
service in the Parks and Recreation area.
Nomination forms are available at the
Wayne Community Center, Wayne City
Hall, Wayne Public Library and on the city
website, under recreation.
Nominations should include the name
of the nominator and the person being
nominated alongwith a brief and accurate
description of the individual's achieve-
ments in recreation.
Nominations can be mailed to Wayne

the city council later this year.
