- DDA HOLOPHANE LIGHT REPLACEMENT PARTS
The City of Romulus, Michigan is seeking two year fixed pricing for replacement parts for the 52
large Holophane light poles and 41 twelve foot tall Holophane light poles located in the Romulus
Downtown Development Authority District.
(1) Qualified individuals and firms wishing to submit a bid must use the forms provided by the
City. Bid forms and specifications may be obtained from the MITN Purchasing Group page
of BidNet Direct at
/. Bids may be rejected unless made on the forms
included with the bidding documents. Copies of documents obtained from any other source
are not considered official copies.
(2) Clarifications, modifications, or amendments may be made to this solicitation at the discre-
tion of the City. Any and all addenda issued by the City will be posted on the MITN
Purchasing Group page of BidNet Direct. All interested parties are instructed to view the
MITN website regularly for any issued addenda. It is the responsibility of the bidder to obtain
all issued addenda and acknowledge receipt of said addenda below and by including a print-
ed copy of each addendum as part of the required documents for this solicitation and to list
the addendum and sign and date in the area provided in the bid documents.
(3) A total of two copies (one marked "Original" and one marked "Copy") of the bid must be sub-
mitted together in one sealed package/envelope and returned to the City Clerk's Office no later
than 2:30 P.M., Thursday, 5/10/2018. Bids should be addressed using the Bid package label
provided in the ITB documents.
(4) At approximately 2:45 p.m., local time all timely received bids are to be publicly opened and
read.
(5) The City reserves the right to postpone the opening without notification and also reserves the
right to reject all bids and to waive any minor informality or irregularity in bids received and
to award the bid in whole or in part. No Bid may be withdrawn for a period of ninety (90)
calendar days after the scheduled closing time for receipt of the Bids.
(6) Neither the submission of nor acceptance of any bid shall constitute a contract between any
bidder and the City of Romulus. No such contract shall exist without first being approved by
a formal action of the members of the Romulus City Council.

Participants in the recent
Wayne Westland Distinguished
Young Woman program were
awarded $8,600 in scholarship
funding. The 13 high school jun-
iors included Alanha Rudd from
John Glenn High School who was
chosen as the 2019 Distinguished
Young Woman of Wayne Westland.
Rudd was awarded $2,700 in
scholarship funding.
Fatima Herrera was named
2019 Distinguished Young Woman
of Wayne. The Wayne Memorial
High School student was awarded
$1,600 in scholarship funding.
The 2019 Distinguished Young
Woman of Westland was Leah
Kennedy, a John Glenn High
School student who was awarded
$1,000 in scholarships.
Other scholarships were
awarded toKiara Steward of John
Glenn High School; Michelle
Ferrell also of John Glenn; Astou
Dia of Wayne Memorial High
School; Cheyenne Herrera of
John Glenn High School, Kayla
Mylex also of John Glenn and
Shamiya Carter of Wayne
Memorial HighSchool.
The scholarships were award-
ed in various amounts in cate-
gories included interview, talent,
self-expression fitness and essay.
An innovative approach to the
flooding caused by rainstorms at
the Jefferson Barns Community
Vitality Center in Westland has
paid off for the community.
The city installed a state-of-
the-art infiltration enhancement
technology from Parjana
Distribution to capture storm
water and to accelerate ground-
water recharge. The result has
been a reduction of standing
water on city roads and other
property, ultimately improving
public safety, officials reported.
Parjana, a Detroit, Michigan-
based groundwater management
company has created a paradigm
shift inwatermanagement.
“Our technology mediates the
variances between drought and
flood events,” said Greg
McPartlin, co-founder of Parjana.
“Not eliminating thembut simply
mitigating the variances between
the peaks and the flows.”
“We are very pleased that
Parjana's 'green technology' solu-
tion is in line with our green ini-
tiatives in the city,” said Mayor
William R. Wild. “Their solution
to reduce standing water and
storm water runoff is very inno-
vative and we are among munici-
palities worldwide installing the
same technology.”
“Mayor Wild understands
what Albert Einstein appropri-
ately noted that 'we cannot solve
our problems with the same
thinking we used when we creat-
ed them',” said Ramzi El-Gharib,
P.E., director of Westland
Department of Public Service.
“That's why he decided to pilot
this innovative approach last fall.
Parjana's technology was like no
otherwe had seen.”
The Parjana proprietary and
environmentally friendly system,
that mitigates the need for exten-
sive drainage tunneling and
infrastructure, allows for rain
water to flow through a series of
EGRP (energy groundwater
recharge product) devices buried
below the surface designed to re-
distribute the water throughout
the ground soils in an expedient
manner.
“Mayor Wild believes in the
potential of Parjana and is fol-
lowing the lead of the City of
Chicago and a global software
company headquartered in
Redmond, Washington,” said
McPartlin. “Visionaries like
Mayor Wild are looking to the
future and imagining how storm
water could be managed in the
future, not just how it is being
managed today.
“The technology presents an
opportunity to re-imagine how
stormwater can bemanaged on a
holistic basis by treating rain as
an asset and re-imagining how
communities, like Westland, can
evolve and create a new future,”
he concluded.
