CITY OF ROMULUS
Notice of Public Hearing and Proposed Projects
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
FY 2018/2019
Pursuant to Federal guidelines, the City of Romulus is announcing its objectives and possible uses
for developing projects using Community Development Block Grant (CDBG) funding and is sched-
uling a Public Hearing on
Monday, January 3, 2018 at 7:00 pm
for the purpose of receiving com-
ments or suggestions regarding projects for the fiscal year 2018/2019 COMMUNITY DEVELOP-
MENT BLOCK GRANT (CDBG) Program. The CITY OF ROMULUS expects to receive an ESTI-
MATED $151,065.
The primary objectives of the Federal HUD CDBG program are to assist low to mod-
erate income families directly or to provide benefits in areas where 51% of the residents are low to
moderate income, such as replacing the urban infrastructure of streets, preserving deteriorating hous-
ing, improving recreational facilities and programs and assisting in meeting special needs of the eld-
erly and physically disabled.
Pending actual funding availability, the City proposes to carry out the following eligi-
ble activities with the respective estimated amounts.
OBJECTIVES:
A. Benefitting Low and Moderate Income (LMI) Persons
B. Benefitting Low and Moderate Income Limited Clientele (LMC) Persons
C. Addressing Slums and Blight or Low and Moderate Income Housing Benefit
D. Meeting a particularly urgent community development need

The Michigan Philharmonic has
awarded a full year String Fellowship to
Rachel Browning, bassist with the
MichiganPhilharmonicYouthOrchestra.
Browning is a senior at PlymouthHigh
School andhas been studying andplaying
the double bass for seven years. She
joined the Michigan Philharmonic Youth
Sinfonia in 2012 and became the princi-
ple bassist for the Michigan
Philharmonic Youth Symphony in 2013.
She is also the principle bassist for the
Plymouth-Canton Educational Park
(PCEP) orchestra.
An accomplished musician, Browning
has received a number one rating for
three consecutive years at the Michigan
State Band and Orchestra Association
solo and ensemble state competition and
was selected as a member of the
Michigan Honors Orchestra for the
Michigan Youth Arts Festival in the
spring of 2017. To broaden her experi-
ence with the bass, she participates in
multiple pit orchestras and joined the
JohnColtrane JazzBand at PCEP.
Browning said she is excited about her
upcoming senior year in high school and
plans to continue to her study of music
and the double bass in college.
The Michigan Philharmonic String
Fellowship is an award given to an
advanced string player in the Michigan
Philharmonic Youth Orchestra. Winners
of the Fellowship have the opportunity to
performwith the Michigan Philharmonic
on several concerts per year and receive
a stipend for theirwork.
“We have never awarded the string fel-
lowship to a bass player before and we
are excited that Rachel is such an accom-
plished musician”, said Michigan
Philharmonic Youth Orchestra conductor
HektorQyteti.
The Michigan Philharmonic Youth
Orchestra was founded in 2003 and has
grown significantly since its inception.
Currently the youth orchestra consists of
more than 135 students in five different
ensembles - two levels of beginning and
intermediate strings, the ChamberWinds,
the Flute Choir and the full Youth
Symphony. Students have the opportuni-
ty to give two performances on a profes-
sional stage at the Village Theater in
Canton in addition to side-by-side per-
formances with the Michigan
Philharmonic for the two upper ensem-
bles.
The Michigan Philharmonic Youth
Orchestra will be hosting auditions for
2018 winter semester after the holidays.

Northville Public Schools have a new
director of operations.
District officials have hired Steven
Banchero for the position, replacing
Chris Gearns who announced his retire-
ment after 20 years at the helm of the
Maintenance
and
Operations
Department for the district.
During the two decades of his leader-
ship, Gearns oversaw building mainte-
nance during periods of significant
reductions in school funding, assisted
with the transition to contracting of trans-
portation and custodial services, and pro-
vided leadership in the implementation
of Sinking Fund dollars toward facility
needs, explained Superintendent of
SchoolsMaryKayGallagher.
She said that following a thorough
search and interview process, the district
selected Banchero for the director's posi-
tion.
Banchero comes to Northville Public
Schools with 18 years of experience as a
construction project manager for
McCarthy & Smith, Inc., in Farmington
Hills, specializing in the planning, budg-
eting, and construction of educational
facilities, Gallagher said. Banchero has a
bachelor's degree from Michigan
Technological University and a master's
degree fromEasternMichiganUniversity
in Civil Engineering and Construction
Management.
“Steve is a Northville community
member and school parent, who most
recently volunteered his time and expert-
ise in co-chairing the district Facility
Review/Bond Study Committee. His
expertise in facilities and construction
will be of great benefit to the district as
we move forward with the implementa-
tion of Bond 2017 projects, and in over-
seeing facility operations and mainte-
nance district-wide,”Gallagher said.
“As we welcome Steve to the
Northville Public Schools team, I also
want to take the opportunity to thank
Chris Gearns for his 20 years of service,
and his gracious offer to make himself
available as needed to support the transi-
tionprocess,” she concluded.
The
Plymouth
Recreation
Department is sponsoring the annual
SnowmanPhotoContest again this year.
To enter, city residents need to built a
snowman, dress himup and take a photo
of the end result which should be
dropped off at the City of Plymouth
Recreation Office. Photos can also be
sent bymail, email or fax.
Entries should include the child's
name, address, phone number and email
address of the person submitting the
photo.
Deadline for entries is 4 p.m. Friday,
March 2.
Judging will take place the week of
March 5 and the winner will announced
March 12.
