CITY OF ROMULUS REQUEST FOR PROPOSALS
RFP 17/18-12 DESIGN/BUILD - FIRE ALARM & SUPPRESSION SYSTEM
UPGRADES - CITY HALLAND LIBRARY
The City of Romulus, Michigan is seeking proposals from NICET Certified Technicians and
Licensed Fire Alarm Contractors (State of Michigan Bureau of Construction Codes Electrical Fire
Alarm Contractor License) for the design of and installation of all equipment required for any need-
ed upgrading or replacement of the existing fire alarm systems of the Romulus Library and Romulus
City Hall and from Licensed Fire Suppression Contractors as required by the Michigan Department
of Licensing and Regulatory Affairs, Bureau of Construction Codes for modifications/upgrades to
the existing fire suppression system at the Romulus Library and Romulus City Hall. All work shall
be compliant with all applicable International Fire Code (IFC) (2015,) State of Michigan Building
Code (MBC) (2015,) current National Fire Protection Association (NFPA) and Federal standards and
regulations. Contractors are invited to submit proposals on either project or both.
(1) Qualified individuals and firms wishing to submit a proposal
must use the forms provided by
the City
. Proposal forms and specifications may be obtained from the MITN Purchasing
Group page of BidNet Direct at
/. Copies of documents obtained from
any other source are not considered official copies. Proposals may be rejected unless made on
the forms included with the bidding documents.
(2) A mandatory pre-bid conference will be held at 1:00 PM, Friday, December 8, 2017, in the
Council Chambers of Romulus City Hall located at 11111 Wayne Road. In addition to pro-
vided clarifications to the bid documents, this will be the only opportunity for vendors to view
the existing buildings, equipment and existing conditions for both locations prior to submit-
ting a proposal.
(3) Any questions regarding the bid must be emailed to
and
received prior to the deadline for submitting questions, Friday, December 15, 2017 by 12:00
P.M., local time
(4) Clarifications, modifications, or amendments may be made to this solicitation at the discre-
tion of the City. Any and all addenda issued by the City will be posted on the MITN system.
All interested parties are instructed to view the MITN website regularly for any issued adden-
da. It is the responsibility of the bidder to obtain all issued addenda and acknowledge receipt
of said addenda by including a printed copy of each addendum as part of the required docu-
ments for this solicitation and to list the addendum and sign and date the "Acknowledgment
of Receipt Addenda Form: supplied in the RFP documents.
(5) A total of five (5) copies (One original and four marked "Copy") of the proposal must be sub-
mitted together in a sealed envelope or package and returned to the
City Clerk's Office

later than 2:30 P.M.,
January 4, 2018. The original proposal may be clipped but should
not be stapled or bound. Copies may be stapled and bound. The original and copies
should be identical, excluding the obvious difference in labeling.

One RFP pricing sheet must be sealed in a separate envelope and placed within the enve-
lope/package containing the copies of the proposals. This envelope should be clearly
marked "RFP 17/18-12 DESIGN/BUILD - FIRE ALARM & SUPPRESSION SYSTEM
UPGRADES - CITY HALL & LIBRARY - RFP PRICING SHEET." DO NOT
INCLUDE ANY PRICING OR FEES IN YOUR TECHNICAL PROPOSAL DOCU-
MENTS. Failure to submit pricing on the proposal form provided by the City of
Romulus may cause the bid to be considered non-responsive and ineligible for award.
Proposals should be addressed using the proposal label provided in the RFP documents.
(7) At approximately 2:45 p.m. local time following the deadline for submitting bids, all timely
received bids are to be publicly received.
(8) The successful Contractor will be required to enter into a contract with, and provide all bonds
and submit proof of all insurance required by the request for proposal documents and origi-
nals of all required endorsements acceptable to the City.
(9) The City reserves the right to postpone the opening without notification and also reserves the
right to reject all bids and proposals and to waive any minor informality or irregularity in pro-
posals received and to award the bid in whole or in part.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
FY 2018/2019
Pursuant to Federal guidelines, the City of Romulus is announcing its objectives and possible uses
for developing projects using Community Development Block Grant (CDBG) funding and is sched-
uling a Public Hearing on
Monday, December 11, 2017 at 7:00 pm
for the purpose of receiving com-
ments or suggestions regarding projects for the fiscal year 2018/2019 COMMUNITY DEVELOP-
MENT BLOCK GRANT (CDBG) Program. The CITY OF ROMULUS expects to receive an ESTI-
MATED $151,065.
The primary objectives of the Federal HUD CDBG program are to assist low to moderate income
families directly or to provide benefits in areas where 51% of the residents are low to moderate
income, such as replacing the urban infrastructure of streets, preserving deteriorating housing,
improving recreational facilities and programs and assisting in meeting special needs of the elderly
and physically disabled.
Pending actual funding availability, the City proposes to carry out the following eligible activities
with the respective estimated amounts.

Santa and Mrs. Claus will arrive in the
Belleville area during a lighted parade dur-
ing theWinterFest celebrationDec. 2.
Entries for the parade are now being
accepted at the Belleville Area Chamber of
Commerce, 248MainSt., Belleville, 48111.
Rules for parade entries require that the
vehicle must be decorated with working
lights. Vehicles with headlights that remain
should cover them during participation as
headlights distract other participants and
judges. Music, however, iswelcomed.
Each entry will be evaluated based on
theme and use of lights. Aminimumof 1000
lights is suggested. Any color or clear lights
is acceptable.
Chamber of commerce officials reserve
the right to reject any entry that is not in
good taste, inappropriate, or not in the best
interest of the parade. All entries should be
properly identified with signs or banners
with the name of the organization so spec-
tators and the announcer can identify the
entry.
Only one powered vehicle per entry will
be permitted.
Equestrian and animal units must pro-
vide their own accompanying clean up per-
sonnel and equipment. Those will a vehicle
or carriage, must have lights on it to go
through the parade
All parade participants are required to
conduct themselves in such a manner as
not to infringe on the rights of those people
living along the parade route.
No Santas or Mrs. Claus please as the
“real” Santa and Mrs. Claus have been
invited to join the event.
The parade will step off from Belleville
HighSchool at 6 p.m.
All participants in walking entries must
carry lights or have a trailer pulling them
with lights on it. Walkers could have flash-
lights or pins that light up on their clothing.
All generators for floats should be hid-
den from sight and confined to a small area
to eliminate noise. The individual operat-
ing the float should determine where that
wouldbe.
Santa Claus will be at the First United
Methodist Church after the parade to greet
children andhand out stockings.
Line up for parade participants will
begin at 3:30 p.m. on Davis Street behind
BellevilleHighSchool.

Scary stuff?
Romulus residents chose their favorite scarecrows among the entries in the annu-
al Downtown Scarecrow Contest this year. Taking first place was the Romulus
Fire Department with a straw firefighter rescuing a baby. Second-place winner
was the two figure entry from Boy Scout Troop 672 which had two Scouts roast-
ing marshmallows over a mock campfire. Third place honors went to the
Romulus Public Library which entered a cart-wheeling scarecrow.
Signing on
Romulus High School Senior Pierre Brown has accepted a scholarship offer from
Michigan State University to run track. Brown is a four-year varsity letter winner in
track, a three-year varsity letter winner in football, and a two-year varsity letter win-
ner in wrestling. He has a 3.0 career grade point average and plans to study den-
tistry, his goal is to open his own his own dental office. "My older brother is my
motivation, I always wanted to be better than him. Everything I do is for my mom,
she is my main supporter," said Brown. His athletic accomplishments include:
two-time All State Track sprinter, Junior Olympic Track National runner up, two-
time All League Football player, and a regional qualifier in wrestling.
TheCity of Northville has nowreceived
12 consecutive Distinguished Budget
Presentation Awards from the
Government FinanceOfficers Association.
The 12th award was presented for fis-
cal year 2017 to Sandi Wiktorowski last
month. Wiktorowski is the finance direc-
tor/treasurer in the city. She and several
department leaders worked to accomplish
the goal under the direction of City
Manager Pat Sullivan.
According to a prepared statement
from the Government Finance Officers
Association (GFOA), the award represents
a significant achievement that reflects the
commitment of the governing body and
staff to meeting the highest principles of
governmental budgeting. The City of
Northville met the nationally recognized
guidelines for effective budget presenta-
tion, which requires that a budget be
developed to serve in four categories: as a
policy document, financial plan, opera-
tions guide and communications device. A
panel of independent judges reviewed the
budgets to ensure they adhered to 27
nationally recognized guidelines within
those four categories, according to the pre-
pared release.
The GFOA professional association
serves nearly 19,000 appointed and elect-
ed government officials at the local, state
and provincial level, and other finance
practitioners, according to the website.
The organization noted that award recipi-
ents, 1,600 for budgets beginning in 2017,
have pioneered efforts to improve the
quality of budgeting and provide an excel-
lent example for other governments
throughoutNorthAmerica.
