REGIONAL TRANSIT AUTHORITY OF SOUTHEAST MICHIGAN
A PROPOSALAUTHORIZING THE REGIONAL TRANSIT AUTHORITY OF SOUTH-
EAST MICHIGAN (RTA) TO LEVYAN ASSESSMENT
The proposal would authorize the Regional Transit Authority of Southeast Michigan (RTA) to levy
within Macomb, Oakland, Washtenaw, and Wayne counties a property tax assessment:
• at a rate of 1.2 mills ($1.20 per $1,000 of taxable value);
• for 20 years beginning in 2016 and ending in 2035;
• that may not be increased, renewed, or used for other purposes without direct voter approval; and
• to be used upon the affirmative vote of an RTA board member from each RTA member jurisdic-
tion for the purpose of construction and operation of a public transportation system connecting
Macomb, Oakland, Washtenaw, and Wayne counties, including rapid transit bus routes across coun-
ty lines, specialized service for senior citizens REGIONAL TRANSIT AUTHORITY OF SOUTH-
EAST MICHIGAN and people with disabilities, commuter rail, airport express service, and other
public transportation purposes permitted by law, consistent with RTA bylaws and subject to the lim-
itations of the Regional Transit Authority Act.
If this new additional assessment is approved and levied, revenue will be disbursed to the RTA. It
is estimated that $160,907,285 will be collected in the first year.

WAYNE RESA PROPOSAL
REGIONAL ENHANCEMENT MILLAGE PROPOSAL
Pursuant to state law, the revenue raised by the proposed enhancement millage will be collected by
the Wayne County Regional Educational Service Agency and distributed to local public school dis-
tricts within the boundaries of the Wayne County Regional Educational Service Agency based on
pupil membership count.
Shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property
in the Wayne County Regional Educational Service Agency, Michigan, be increased by 2.00 mills
($2.00 per thousand dollars of taxable value) for a period of six (6) years, 2016 to 2021, inclusive,
as new additional millage to provide operating funds to enhance other state and local funding for
local school district operating purposes? It is estimated that 2 mills would raise approximately
$80,000,000 when first levied in 2016.
The revenue from this millage will be disbursed to the following school districts:

Seventh Annual Community Art Show
planned forNov. 4-6 at theBellevilleYacht
Club (BYC), 831 E. Huron River Dr.,

The Community Art Show is open to
everyone, ages 6 and older in all medi-
ums.
Artwork will be judged by local judges
with a background in art and cash prizes
will be awarded. Artists may enter up to
three pieces of artwork each for ages 6
through 17. Young artist entry fees are $10
and adult entry fees are $15.
Entry fees are waived for members of
the Belleville Area Council for the Arts.

Hands-on education
Romulus High School students attended the first annual Construction Academy
at Eastern Market Oct. 18. Sachse Construction and Junior Achievement teamed
up to encourage students to explore careers in construction trades. The one-day
event featured training and demonstrations from subcontractors across the state.
Students were exposed to different careers and were able to interact with profes-
sionals. This unique learning experience allowed students to gain a hands-on
approach, which included subjects from fiber optics to masonry. Margaret Trimer-
Hartley, president of Junior Achievement, with students above, spoke to students
about the need for a younger skilled trade work force. "The average age of the
construction workforce is 55 years old. There will be many opportunities for high
school graduates to enter the skilled trades," said Trimer-Hartley. Junior
Achievement has been a strong partner of Romulus Community Schools provid-
ing programs that focus on financial responsibility, workforce readiness and
entrepreneurial thinking, a spokesman noted.
Wayne County Prosecutor Kym
Worthy has charged Aurelio R. Smith, 41,
and his girlfriend, Andrea A. Bracy, 21,
both of Inkster, in connection with the
death of Smith's 3-year-old son, Tyme
Smith.
According to reports from the prose-
cutor's office, Inkster police officers were
called to a local hospital at about 10:14
a.m. Oct. 13 in response to a report of sus-
pected child abuse. Smith and Bracy
were taken into custody at the hospital
and interviewedby detectives.
Worthy alleges in the charges that the
pair of defendants assaulted the boy, who
turned 3 in January, at about 2 a.m. Oct.
13 in an apartment located in the 1550
block of Inkster Road. The couple
allegedly then took the child to the hospi-
tal for treatment several hours later
when police were called by medical offi-
cials.
The child died in the hospital at about
11:10 a.m. the same day and an autopsy
performed Oct. 14 by the Wayne County
Medical Examiner ruled the death a
homicide. The autopsy revealed that the
child died from blunt force trauma to his
body.
Smith and Bracy were each arraigned
last week on charges of Felony Murder,
Torture, and Child Abuse First Degree
before Judge Sabrina Johnson at the
22ndDistrict Court in Inkster.
Smith was assigned a $1 million cash
bond and Bracy's bond was set at $1 mil-
lion cash or surety.
A preliminary examination on the
charges is set for Nov. 2 at the Inkster
court.
The Van Buren Community Schools
District has $350,000 that belongs to the
State ofMichigan officials hope to return.
During a report fromThomasM. Taylor
of Taylor andMorgan, the firm that acts as
the financial auditor for the school district
at the regular meeting of the board of edu-
cationmembers earlier this month, Taylor
said that while the district received the
highest level of assurance possible of the
accuracy of the financial reporting, he did
discover that some captured taxes were
not reported correctly by Van Buren
Township. The township erroneously sent
about $350,000 to the school district which
should have gone to the state for disburse-
ment to the schools. The state treasury
sent the same amount to the schools as a
due from the township tax capture, which
should have been sent to themrather than
directly to the school district.
School Finance Director Shareen
Barker said that Van Buren Township
Deputy Treasurer Sean Bellingham is
aware of the situation and she is con-
cerned that it is happening again during
the current fiscal year.
To correct the error, the state must now
invoice the township for the funds, which
Barker said can take time.
Auditors reported that the 2015-16 stu-
dent that population had dropped by 5,
030 students and is now at 4,868. The state
foundation per pupil allowance last year
was $7,554 while this year it is $7,667,
according to the auditor's report.
