The Northville High School Drama Club

Asylum.

Van Buren Township will host the
Gordon Russ Spooky Monster Show at 3

The cost is $2 per person and those of all

magic with magician Gordon Russ. The
show is about 45minutes long.

The annual family-friendly Trunk or
Treat event is set for 6-7 p.m. Oct. 31 at the
Van Buren Township Recreation Center
parking lot.
Trunk or Treat is an alternative to door-
to-door trick or treating. Local business
representatives will gather and park their
decorated vehicles in the department park-
ing lot with their trunks filled with candy
and treats.
The event is free and open to all ages. No

NOTICE IS HEREBY GIVEN that an Election will be held in the City of Wayne, County
of Wayne, Michigan, on Tuesday, November 8, 2011, from 7:00 a.m. until 8:00 p.m., for
the purpose of electing a Mayor and three City Council members, and to consider two
Charter Amendments for the City of Wayne. The Clerk's Office will be open on Saturday,
November 5, 2011, from 8:00 a.m. until 2:00 p.m., for the purpose of receiving applica-
tions for absentee ballots.
All polling locations are accessible to persons with disabilities. Voting instructions are
also available in alternative formats, audio and Braille, at each polling location.
The following Charter Amendments shall be submitted to the qualified electors of the City
of Wayne, at the election to be held on Tuesday, November 8, 2011:
PROPOSAL NO. 1
PROPOSED AMENDMENT TO SECTION 12.1 (HAZARDS AND NUISANCES) OF
CHAPTER XII (SPECIALASSESSMENTS) OF THE WAYNE CITY CHARTER
This amendment deletes the provision for uncontrolled growing of noxious weeds to be
deemed a public hazard or nuisance by the City Council, in its discretion, subject to abate-
ment funded by special assessment against the property owner where the noxious weeds
are located. The City Council intends to regulate uncontrolled growing of noxious weeds
by ordinance instead.

PROPOSED AMENDMENT TO SECTION 19.7 (MEETINGS OF THE BOARD) OF
CHAPTER XIX (RETIREMENT SYSTEM) OF THE WAYNE CITY CHARTER
It is proposed that Section 19.7 of the City of Wayne City Charter be amended to delete
the requirement that the Pension Board of Trustees shall hold regular meetings at least
once in each quarter year, and instead provide that such meetings shall be held "as neces-
sary". With the 2008 adoption of the Municipal Employees Retirement System to admin-
ister the City's retirement system, it is no longer necessary for the Pension Board of
Trustees to hold quarterly meetings.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about October 28, 2011 the Charter Township of Canton will submit a request to the US Department of Housing and
Urban Development for the release of Community Development Block Grant funds under Title I of the Housing and Community
Development Act of 1974, as amended, to undertake the following projects: Housing Rehabilitation, $ 161,906.00 for the purpose of
repairing residential homes; Construction Contingency, $ 16,000.00, for the purpose of repairing residential homes; ADA Improvements
to Township Facilities, $25,000.00, for the purpose of meeting the needs and requirements of disabled residents. Canton Township will
perform a second tier environmental review on each specific property that is selected for the residential home repairs and this informa-
tion will be kept in a file for documentation purposes.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental
Policy Act requirements-- An Environmental Review Record (ERR) that documents the environmental determinations for this project is
on file at the Finance Department, 1150 Canton Center S, Canton MI 48188 where ERR can be examined. This document may be exam-
ined or copied weekdays between 9 A.M. and 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Finance Dept, 1150 Canton Center S.,
Canton MI 48188. All comments received by October 27, 2011 will be considered by Canton Township prior to authorizing submission
of a request for release of funds.
RELEASE OF FUNDS
The Charter Township of Canton certifies to HUD that Philip J. LaJoy in his capacity as Township Supervisor consents to
accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review
process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA
and related laws and authorities, and allows Canton Township to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and the Charter Township of Canton certification received by October
28, 2011 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the fol-
lowing bases: (a) the certification was not executed by the Certifying Officer of the Charter Township of Canton; (b) the Charter
Township of Canton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the
grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before
approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written find-
ing that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accor-
dance with the required procedures (24 CFR Part 58) and shall be addressed to HUD at McNamara Federal Building, 477 Michigan
Avenue, Detroit MI 48226. Potential objectors should contact HUD to verify the actual last day of the objection period.

NOTICE OF PUBLIC HEARING
The Zoning Board of Appeals of the City of Wayne, Michigan, will hold Public Hearings
on Thursday, November 10, 2011 at 7:30 p.m., in the Council Chambers of Wayne City
Hall, 3355 South Wayne Road, to consider the following requests:
1. Bratcher Electric has applied for the property owner at 35620 Richard Street, for
permission to construct a wind turbine. The property is located in the R-1C,
Single-Family Residential Zoning District. Section 1288.02 (g)(1) of the Planning
and Zoning Code requires accessory structures to be constructed not more than
15 feet in height.
The plans submitted to the Building Department indicate the height of the wind
turbine to be 39.6 feet, thereby requiring an 24.6 ft. variance.

mission to construct a wind turbine. The property is located in the R-1C, Single-
Family Residential Zoning District. Section 1244.05 of the Planning and Zoning

The plans submitted to the Building Department indicate the height of the wind
turbine to be 38.1 feet, thereby requiring an 8.1 ft. variance.

amount of $500,000, to be split evenly with Livonia for the purchase of interoperable radio equipment. I further move to approve the

Expenses Byrne JAG 207-301-50.743.0012 $500,000.00 Motion carried unanimously.

Motion by Bennett, supported by Anthony to authorize the application to the Michigan Council
for Arts and Cultural Affairs, Michigan Economic Development Corporation, 300 North Washington Square, Lansing, MI 48913, for a
grant for $7,500 towards the programming expenses for the FY 2012 African American History Through Artist Eyes Program, and fur-
ther authorize a $7,500 match be made. Motion carried unanimously.
OTHER:
There will be a study session on Tuesday, October 18,
2011 at 7:00 p.m. in the Administration Building, First Floor, Board Room, 1150 Canton Center S., Canton, MI. Trustee Anthony wished
to thank the Public Safety Department for their success in solving the High School situation so quickly. Supervisor LaJoy stated he
echoed those comments and expressed his appreciation for the great job they do everyday and last week was no exception. Clerk Bennett
stated there is a community election on Tuesday, November 8, 2011. This is a school election for board members for Plymouth-Canton
and Van Buren School Districts. Van Buren will also have a renewal of an existing millage. If you are in a building location where there
are multiple precincts; we are combining precincts as this tends to be a smaller election. You will attend your same voting location.
