Federal funding OK’d for repairs to bridge
Parkway to undergo $2 million renovation
Westland wins state award for new City Hall
Wayne County, the City of
Inkster and the City of Westland
will contract with the state for
repairs to the Henry Ruff bridge
and surrounding roadway.
The original HenryRuff Bridge
was constructed in 1947 between
Michigan Avenue and Palmer
Road. The proposed repairs are to
the damage that occurred during
the major storm in August of last
year, declared a disaster by
President BarrackObama.
The construction estimate for
repairs to the 68-year-old bridge is
$125,300, of which, $100,200will be
reimbursed through the Federal
Emergency Relief Funds (FHWA).
The project will cost the City of
Westland $25,100 and is a budget-
ed item, according to a statement
from the office of Mayor William
Wild.
Repairs to the bridge include
the removal of temporary repairs,
driving sheet piling along the
width of the south approach, back-
filling and placing a new, rein-
forced concrete approach slab.
Construction is anticipated to
begin next month and complete in
December. Due to the nature of
the repairs, a full road closurewill
be required and traffic will be
detoured along a signed route on
Michigan Avenue, Merriman
Road andPalmerRoad.
The agreement with the City of
Inkster will be for road repairs on
Annapolis Avenue in Westland
along the south side and in Inkster
along the north side. The project
will stretch from Henry Ruff to
Middlebelt and required the
removal and replacement of dam-
aged concrete pavement sections
and joint and crack cleaning and
sealing of the entire road length.
“These repairs will restore the
structural integrity of the pave-
ment which, in turn, will improve
the ride quality and safety of
vehicular traffic,” stated Hassan
Saab, deputy director of the
Westland Department of Public
Services.
“These two road projects are a
perfect example of the aging and
deteriorating transportation infra-
structure that we hear about
across our cities every day. The
repairs to the bridge are desper-
ately needed to maintain the
integrity of the structure and I am
pleased that MDOT will be work-
ing with us to make the necessary
repairs for the future safety our
residents,” saidWild.
Weather permitting, the
Annapolis Road repair project is
slated to start in early October and
complete byThanksgiving.
The total estimated cost includ-
ing engineering is approximately
$350,000. Inkster will pay 20 per-
cent of the cost and Westland will
pay the remaining 80 percent, as
themajority needed of the repairs
are on the Westland portion of the
road, according toWild.
Central City Parkway in
Westland will undergo more than
$2 million in upgrades following
approval of a contract with OHM
engineering by the Tax Increment
Finance Authority board mem-
bers earlier thismonth.
The rehabilitation work will
take place on the parkway
between Ford and Warren roads
and is scheduled to begin next
spring. A previous plan to include
a bike lane was rejected and the
areawill remain a two-lane boule-
vard.
The project will be completed
in two phases.
The first phase will include
sidewalk repairs while the exist-
ing roadway surface will be
removed and replaced with a
multi-life asphalt pavement.
Necessary repairs will also be
made to the existing curb and gut-
ter, road base, drainage structures
and other items in the roadway,
according to a prepared statement
from the city. The project will also
include the replacing broken or
settled areas of the existing side-
walks and upgrading Americans
with Disabilities Act ramps at
each intersection.
An additional pedestrian cross-
ing of Central City Parkwaywill be
constructednearElmwood.
The second phase will include
streetscape work and will include
improvements to the landscaping
along the roadway.
The total cost of the project is
between $2.3 and $2.5 million and
the city applied for and received a
$1.23 million Federal Surface
Transportation Program - Urban
(STP-U) grant to help fund it the
improvements. The remaining
project costs will be funded from
the Capital Improvement bonds
that were sold two years ago for
the building of the new city hall
andRalphSavini Fire Station.
"After meeting with the city
council and considering feedback
from residents in the area, the
decision was made to maintain
the current two-lane boulevard
configuration and the concept of
bike lanes was dropped," com-
mented Westland Mayor William
R.Wild.
Wild added that looking at a
citywide non-motorized pathway
plan is a better alternative to the
proposedbike lane.
The new city hall in Westland
has been named the winner of
the Michigan Municipal League
(MML) Community Excellence
Award, the most prestigious
award the organization presents
annually.
The "Big Box Retrofit" as the
project was called was chosen
over three other projects in area
communities for the honor and
includes presentation of a large
award trophy to the winning
community.
TheWestland project was first
selected as a finalist through a
public online vote and then
judged by members of the MML.
The four categories in which
projects could be entered were:
Funding for theFuture; Michigan
in Motion; Place for Talent and
Strength in Structure. There
were a total of 16 projects in the
semi-final round and one project
was chosen from each category.
Westland prevailed in the
Strength in Structure category
moving the project to the final
round as one of the final four.
"The city is honored to have
been chosen to receive this
award," said Mayor William R.
Wild. "This project resonated
with so many of the leaders
around the State of Michigan
who are seeking out opportuni-
ties to retrofit an abandoned
building or big box. They now
have Westland's blueprint as a
guide,"Wild added.
The award was presented to
representatives of Westland dur-
ing the MML conventions in
TraverseCity onSept. 18
