PUBLIC HEARING
The City of Romulus Council finding a need to maintain water control with a pump station in the Oakwood
Industrial Park Subdivision, the City of Romulus City Council has scheduled a public hearing to be held
Monday, October 1, 2012 at 6:30 pm, prevailing Eastern Time in the Romulus City Hall Council Chambers,
11111 Wayne Road, Romulus, Michigan 48174-1485. The purpose of the public hearing is to hear comments on
the proposed special assessment district and special assessment roll for a water control pump station in the
Oakwood Industrial Park Subdivision.
In accordance with the Romulus Code of Ordinances (31-3) states that "the notice of hearing shall include a
statement that appearance and protest at the hearing is required in order to appeal the amount of any special
assessment, and shall describe the manner of making any protest".
In accordance with Public Act 64 of 1989, "the owner or any person having an interest in the real property
may file a written appeal of the special assessment with the state tax tribunal within 30 days after the confir-
mation of the special assessment roll
if that special assessment was protested at the hearing held for the pur-
pose of confirming the roll".
You must either appear in person at the public hearing or notify the City Clerk's Office by mail no later than
12:00 noon, Monday, October 1, 2012 in order to reserve you right to protest the amount of the special assess-
ment.
The estimated special assessments for construction and annual operating costs are on file in the Assessor's
Office. The special assessment for continued maintenance and utilities for operating costs is an ongoing special
assessment and will be looked back at the estimates versus costs incurred with reserves every two years.
All interested citizens are encouraged to attend and will be given an opportunity to comment on said request.

Growth project
Eagle Scout leads troop
in clearing gardening area
The peoplewho are growing vegetables in
the community garden outside the Romulus
Senior Center have Colton Laginess and the
members of Boy Scout Troop 872 to thank.
Laginess, who turned 18 in July, earned
Eagle Scout status in June. His Eagle Scout
project was refurbishing and putting the fin-
ishing touches on the garden boxes that were
built a year earlier by the Scouts under the
guidance of CodyChamberlain.
This year, Laginess guided the project of
straightening up and cleaning the area out-
side the Senior Center, staining the garden
boxes and adding 26 yards of mulch to create
a walkway around garden boxes to keep gar-
deners fromhaving towalk in themud.
“It turned out good in the end,” Laginess
said. “It turned out very good.”
Laginess, who just began his senior year
at Romulus High School, has been involved
in scouting since first grade. His parents,
Wayne and Cathy, said scouting has been one
of his passions for the past 11 years. He par-
ticipates in all scouting activities and espe-
cially enjoys camping.
But while scouting comes naturally for
many boys and girls, Laginess had to face the
challenges that come with having autism, a
developmental disorder that affects a per-
son's ability to form social relationships and
communication skills.
Laginess' parents said that reaching Eagle
Scout status is just the latest in a long line of
achievements for their son.
“Colton is a prime example of what perse-
verance means,” Cathy Laginess said.
“Autism is what it is. Colton shows all people
the types of things that can be accomplished
regardless of any challenges. You don't have
to sit around and not participate. He's done a
lot of things.We're very proud of him”
Colton, a member of the Romulus High
School varsity bowling team, is a renowned
video game player. He belongs to a special
needs teen group and plays baseball in the
MiracleLeague inPlymouth.
The Eagle Scout recognition may be his
biggest achievement yet. Eagle Scout candi-
dates are required to lead fellow Scouts and
other volunteers in completing a significant
project. In improving the community garden,
Laginess oversaw a crew of about 30 volun-
teers.
“Colton showed good leadership and kept
people on task,” said his father, Wayne, who
is the Scoutmaster of Troop 872. “Autism is a
very unique thing. His mother and I believe
in and support Colton in all he does. This is a
big achievement for anybody.”
The Scouts raised money for the project
by selling pizza during Detroit Red Wings
games at Joe Louis Arena. They received
funding for the wood chips from the
Romulus Downtown Development Authority.
Gloves and weed-prevention fertilizer were
donated by Romulus Hardware. Ray James
donated the use of his tractor. Hot dogs, pop
and other snacks for the Scouts and other
volunteers were provided by Blue Sky Ice
CreamandHamburgers along with Laginess'
grandfather, William Herrera, and his great
aunt, JudieStrong.
Laginess thanked everyone who partici-
pated and donated. He hosted a cookout
near the garden outside the Senior Center to
showhis appreciation to the volunteers.
Wayne Laginess said now that Colton has
reached his goal of Eagle Scout, he will prob-
ably remain with the troop as an assistant
scoutmaster.
Mayor Alan R. Lambert and the members
of the Romulus City Council publicly
thanked Laginess for his good deeds
throughout the years.
“Colton is a fine young man, a nice person
and a great Scout,” Lambert said. “I thank
him, the other Boy Scouts and their leaders
for their contributions to the garden and
other projects in our city, such as Operation
Clean Sweep. They make a difference all the
time. Their involvement makes Romulus a
better community.”
Romulus elected officials thanked the
members of the Pumpkin Festival
Committee for their volunteerismduring the
regular city councilmeeting recently.
Committee members meet throughout
the year to plan and coordinate theRomulus
DowntownDevelopment Authority Pumpkin
Festival. This year, the festival is dedicated
to all of the volunteers who have served dur-
ing the 15-year history of the event.
Maria Lambert and Laurie James are co-
chairwomen of the 2012 committee. Some of
the other committee members are secretary
Merrie Druyor, treasurer Debra Hoffman,
entertainment coordinator Ellen Craig-
Bragg, games coordinator Kathy Lindroth,
vendor coordinator Rosalie Berlinn and
advertising coordinator JulyAllison.
Other members of the committee include
Mayor Alan R. Lambert, Julie Albert, David
Allison, Madeline Arkuski, Carol Bales,
Jazmine Bennett, Kay Bressler, Sheldon
Chandler, Lynn Conway, Robert Dickerson,

Committee members receive thanks
Cyclist dies in truck crash
A 42-year-old Ypsilanti man died of
injuries he suffered when the motorcycle
hewas riding crashed into a parked tractor
trailer inVanBurenTownship last week.
According to police reports of the inci-
dent, Van Buren police officers responded
to a report of the crash on Rawsonville
Road, north of Huron River Drive at about
1:35 p.m. Sept. 11. A tractor trailer was bro-
ken down in the northbound lane of
Rawsonville Road and the driver had
placed warning triangles behind the vehi-
cle and was on his cell phone calling for
road assistance when a motorcycle, also
traveling northbound, crashed into the
rear of the parked trailer. Police said the
motorcycle brakes had locked up just
before the cycle struck the rear of the trac-
tor trailer.
The operator of the motorcycle was
transported to St. JosephMercyHospital in
Ann Arbor were he expired from his
injuries.
Police said it is unknown if alcohol or
drugs were a contributing factor and the
crash remains under investigation. The
name of the deceased is being withheld
pending notification of the family.
There were no injuries reported to the
operator of the tractor-trailer.
