Former mayor named to school board
search warrant at the Ford Road Bray's
Hamburgers on Ford Road in Westland dur-
ing the investigation andDuhanaj was arrest-
ed at his Troy home following a separate
search there and at another east side restau-
rant he owns. In the initial filing, federal
prosecutors said that Duhanaj was stopped
by Troy police in May and produced a sus-
pended license. That prompted a search of
his vehicle, according to the criminal com-
plaint, and officers found two checks, one
signed by Goci in the amount of $2,700.
Officers also found a record of payments on
loans Duhanaj allegedly extended later
determined to be at interest rates as high as
46 percent. Prosecutors claimed that Goci
borrowed $30,000 from Duhanaj at a usuri-
ous interest rate, an accusation Goci denied.
Duhanaj also allegedly donated $1,000 to
Goci's recent campaign forU.S. Congress.
Goci was charged, according to the com-
plaint, based on a taped phone conversation
he had with Duhanaj, the content of which
prosecutors said he denied to federal investi-
gatorswhenquestioned about the discussion.
Goci, who has served on the Wayne-
WestlandBoard of Education since 2009, said
that he did not borrowmoney fromDuhanaj,
who remains in federal custody facing depor-
tation. Authorities claimed that Duhanaj is in
the country illegally and that he preyed on
native Albanians with a loan sharking
scheme charging exorbitant amounts of
interest and using violence to collect on the
debts.
Those charges were also dropped at the
request of federal prosecutors who said they
neededmore time to prepare their case.
Goci, who had been free on a $10,000 per-
sonal bond, said earlier that he intended to
cooperate fully with the FBI investigators
and that he would continue to maintain his
innocence.
uted controlled substances outside the

Soliman billed Medicare for approximately
$4,155,565 in claims. The majority of the
claims were for physician home visits that
were purportedly provided when Soliman
was not present in the home, as required by
Medicare. Soliman is also charged with pro-
viding prescriptions for OxyContin, Vicodin,
and other pharmaceutical narcotics in
exchange for cash payments outside the
course of usual medical practice and for no
legitimate purpose.
“Medicare is intended to provide health
care funds for our most vulnerable citizens,”
McQuade said. “Doctors and other providers
who steal taxpayer money by cheating the
Medicare programwill be prosecuted.”
