The Wayne County Drain Commissioner will meet on the above date, time and location to receive con-
struction bids for the Post Drain. Bids will then be opened and publicly announced.
A pre-bid conference will be held at 2:00 p.m. on September 6, 2016, at the Wayne County
Department of Public Services Road Division Central Maintenance Yard, 29900 Goddard Road
Extension, Romulus, Michigan.
Representatives of the Drain Commissioner and Spicer Group, Inc.
will be present to discuss the Project.
Bidders are encouraged to attend and participate in the con-
ference.
Spicer Group, Inc. will transmit to all prospective Bidders of record such Addenda, as Spicer
Group, Inc. considers necessary in response to questions arising at the conference. Oral statements may
not be relied upon and will not be binding or legally effective.
The Post Drain will be let in two sections(s) as follows, each section having the length, average depth
and width as set forth: All stations are 100 feet apart. Section 1, Station 7+01 to Station 23+76, consists
of an open channel approximately 4,025 feet in length with of an average depth of 5 feet and 4-foot
drain bottom. Section 2 Station 38+16 to Station 80+21, consists of an open channel approximately
1,675 feet in length with of an average depth of 4 feet and 4-foot drain bottom. The following items will

This Notice of Letting, the plans, specifications and bid proposal shall be considered a part of the
Contract. The Contract will be let in accordance with the Contract Documents now on file at the Wayne
County Drain Commissioner's Office at the Downriver Wastewater Treatment Facility, 797 Central Ave,
Wyandotte, MI 48912 and Spicer Group, Inc., 125 Helle Blvd, Suite 2, Dundee, MI 48131, and avail-
able to interested parties. Bids will be made and received in accordance with these documents. Bidding
Documents, including plans and specifications, may be obtained at no charge at the following locations:

A security deposit in the form of a cashier's check, money order, certified check or bidders bond shall be
submitted with any bids. No cash will be permitted. The security deposits of all unsuccessful bidders
shall be returned after the Contract is awarded.
The Contract will be awarded to the lowest responsive and responsible bidder giving adequate security
for the performance of the work and meeting all conditions represented in the Instructions to Bidders.
The Contract completion date and the terms of payment will be announced at the time and place of let-
ting. If no satisfactory bids are received, we reserve the right to reject any and all bids and to adjourn to
a time and location as we shall announce.

The Wayne County Drain Commissioner will hold a Day of Review of Apportionments on the above
date, time and location. The Day of Review of Apportionments is an opportunity to review the tentative
apportionment of benefit for each parcel and municipality within the Drainage District.
The Drain Commissioner, engineers and/or other staff members will be available to assist individuals
throughout the day, and make revisions where necessary. There is no need to schedule an appointment
for a specific time on the Day of Review. The computation of cost for the Drain will also be available at
the Day of Review. Drain assessments are collected in the same manner as property taxes and will
appear on your winter tax bill. If drain assessments are being collected for more than one (1) year, you
may pay the assessment in full with any interest to date at any time and avoid further interest charges.
Persons with disabilities needing accommodations for effective participation in the Day of Review
should contact the Drain Commissioner's Office at the number noted above (voice) or through the
Michigan Relay Center at 7-1-1 (TDD) at least 24 hours in advance of the Day of Review to request
mobility, visual, hearing or other assistance.
You may appeal the Drain Commissioner's determination of apportionments to the Wayne County
Probate Court within ten (10) days.
The following is a description of the several tracts or parcels of lands constituting the Special
Assessment District of the Post Drain, as well as a list of any county, township, city, village to be
assessed at large:
Post Drain consists of lands situated in Sections 7-8 and 18 of City of Romulus, T.3S.-R.9E., in Wayne
County, Michigan.
In Section 7 - The South ½ of the Section.
In Section 8 - The Southwest ¼ of the Section.
In Section 18 - The North ½ of the North ½ of the Northeast ¼ and the Northeast ¼ of the Northwest ¼
of the Section.

Tour D’Ville set
for Sept. 24
Momentum is building
among bicyclists from novice to
expert for the Rotary Club of
Northville third annual Tour de
Ville bicycle tour on Saturday,
Sept. 24
The Tour de Ville bike ride is
a family-oriented event, not a
race, with all routes beginning
and ending in historic down-
town Northville at The Village
Workshop, 455 East Cady.
Routes include 10, 30 or 40-mile
rides that travel exclusively
along the historic EdwardHines
Drive. There also is a 75-mile
loop for seasoned riders that
starts in Northville and travels
to Grosse Ile and returns. New
this year is a 13.1-mile mountain
bike ride from Northville to
Maybury State Park. All routes
are clearly marked with direc-
tion indicators at essential cor-
ners and route maps are provid-
ed in registrationpackets.
The rider entry fee is $40 for
riders who register by midnight
on Saturday, Sept. 17. The regis-
tration fee is $55 on the day of
the event. Childrenunder 12 can
participate for $10, but will not
receive a t-shirt or tote bag.
Families comprised of two
adults and one or more children
will receive a $5 family discount
for each rider.
The Northville Rotary Club
has been serving the community
and promoting harmony and
goodwill throughout the world
for 90 years. The third annual
2016 Tour de Ville bicycle tour is
the organization's major fund
raising event for the year.
During the past two years, the
event has attracted more than
900 riders and raised more than
$30,000 for charities and causes
such as the Rotary International
Foundation, local scholarships,
student exchange programs,
Little Free Libraries, Shelter
Box, Life Remodeled and local
food banks. Part of the proceeds
also benefit the Kids Against
Hunger initiative, which each
year allows Northville Public
Schools and inner-city Detroit
elementary students to work
side-by-side packaging meals for
hungry people locally and
around theworld.

Salem
Township
in
Washtenaw County borders
Northville Township on the east,
which is in Oakland County.
Arbor Hills Landfill in Oakland
County has been located at Six
Mile and Napier roads for more
than 60 years and has more than
10 years of landfill space remain-
ing before reaching ultimate
capacity, accord-
ing to people
familiar with the
operations. The
landfill is the
only source of
revenue in Salem
Township and
subsequent l y
there are no
property tax pay-
ments required of Salem
Township residents.
Northville Township residents
have described an odor emanat-
ing from the landfill as “poignant-
ly offensive” and their complaints
prompted a formal complaint
about the smell from the
Michigan Department of
Environmental Quality (MDEQ).
In April theMDEQ issued a viola-
tion notice to Advanced Disposal-
Arbor Hills and waste hauler
Republic Services for offsite nui-
sance odor. Both entities respond-
ed to the MDEQ violation notices.
Republic described the problem
as complex in its response and
called for better co-operation
between the two companies to
prevent the odors. Advanced stat-
ed Republic is the party responsi-
ble for adjusting and improving
the systemto control odors.
Advanced owners say they are
also responding to residents' con-
cerns and requests from
Northville Township officials.
Solutions offered include resur-
facing Five Mile Road, increasing
dust control on dirt roads near
the area, and directing trucks to
use only a designated route in
and out of the landfill to help ease
traffic congestion. Five and Six
Mile roads are the currently pop-
ular routes for haulers coming
fromthe east.
Last week Northville Public
Schools Board of Education
members also approved a resolu-
tion regarding the Advanced
ArborHills Landfill.
The resolution was addressed
to the Solid Waste Planning
Committee and cited complaints
from parents regarding odors,
traffic and noise the Ridge Wood
Elementary School which is
located a half mile east of the
landfill.
“Any expansion or increase in
the use, operations of volume of
the landfill or any new landfill
will exacerbate the problems
with odor, traffic and noise at
Ridge Wood Elementary School
and negatively impact it's 600 plus
students.”
Salem Township Supervisor
Gary Whittaker is a member of
the township controlled Solid
Waste Planning Committee.
Whittaker who said he had no
knowledge of the Northville
School District
complaint and
r e s o l u t i o n ,
described the
odor as “horri-
ble,” adding, how-
ever, that it has
now subsided.
Whittaker said
Republic owned
the gas well and
they have almost fixed the prob-
lem. As for the expansion of the
landfill, Whittaker said he is nei-
ther for nor against it, adding, “I
want to know how our people
feel. Salem residents can use the
landfill free of charge.”
Northville Township Manager
Chip Snider described the recent
unrest and citizen complaints as
“the perfect storm” and said a
great portion of the increased
truck traffic is due the construc-
tion projects on Six Mile Road
and the complete re-construction
of I-275 between Five Mile Road
and I-696. Snider said the majori-
ty of the increased truck traffic is
headed to a concrete crushing
facility in the area of the landfill.
Snider admits Northville
Township has no enforcement
ability over Advanced or its sub-
sidiaries should they decide to
proceed and expand. Snider said
he feels Advanced is a “company
with character,…and theyweren't
just going to walk away with this,”
referring to their recent with-
drawal of the solid waste expan-
sion plan with the Washtenaw
County Solid Waste Planning
Committee.
The landfill consists of two
waste collection areas. The first,
Arbor Hills East, stopped accept-
ing new waste in 1989 and was
certified as closed by the MDEQ
in 1990. The second, Arbor Hills
West, is active and has been
accepting waste since the late
1980s. In 2009 Advanced obtained
permission from local Salem
Township andWashtenawCounty
officials to increase the vertical
limit of the landfill by 16 stories or
168 feet and to reduce the setback
from Six Mile Road for waste
placement from 500 feet to 100
feet.
