A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, August 23, 2016 at 1150 Canton
Center S., Canton, Michigan.
6:00 P.M. PRESENTATION: FUTURE PARTICIPATION IN THE ROUGE VALLEY
SEWAGE DISPOSAL SYSTEM (RVSDS)
The meeting opened with a presentation regarding Canton Township’s future par-
ticipation in the Rouge Valley Sewage Disposal System. Aaron Sprague WTUA Director of Operations presented a PowerPoint
to the Board outlining the history of wastewater services provided through Canton’s participation in the Wayne County Rouge
Valley Sewage Disposal System (RVSDS) for wastewater flows treated at the GLWA (formerly DWSD) wastewater treatment
plant dating back to 1938. It contrasted those services with that provided by the Ypsilanti Community Utilities Authority (YCUA)
wastewater treatment plant since 1994. It included an explanation of wastewater treatment capacity figures will also be provid-
ed. An analysis of specific required capital improvements developed through a Master Plan process over the past 18 months by
WTUA was presented. These improvements support the recommendation being presented for information to the Board. A com-
plete copy of the PowerPoint presentation is available in the Township Clerk’s Office, 1150 S. Canton Center Road, Canton MI
48188 during regular business hours. At the conclusion of the presentation the Regular Meeting was called to order by Supervisor
LaJoy at 7:00 p.m. At the conclusion of the presentation Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the
Pledge of Allegiance to the Flag.

Service Local Franchise Agreement with AT&T Michigan, and authorize the Township Clerk to sign on behalf of Canton
Township. Motion carried unanimously.
Item G-9. Consider Increase of Blanket Purchase Order for Patrick Watson for
Summer Sports Camps. (CLS)
Motion by Bennett, supported by Sneideman to increase purchase order #2065 for Patrick
Watson, 46146 Gunnery Dr., Canton, MI 48187 for summer sports camps in the amount of $822.40 from Account # 101-755-
50.801_0050, CSC Professional & Contractual Services. Motion carried unanimously.
Item G-10. Consider Approval of
Consulting Services for Development of Strategic Plan. (CLS)
Motion by Bennett, supported by Williams to award the CLS
strategic plan project to Pros Consulting Inc., 201 S. Capitol Avenue, Suite 505, Indianapolis, IN 46225 for consulting services
to develop a Strategic Plan in an amount not to exceed $25,430 to be taken from Budget Account # 101-750-801_0050. Motion
carried unanimously.
Item G-11. 2016 Budget Adjustments. (FBD)
Motion by Bennett, supported by McLaughlin approve the
listing of budget adjustments to the 2016 budget. Motion carried unanimously. Director Trumbull stated due to the increase in
building and permits issued in the township we are reducing what is budgeted to use from fund balance. Originally the budget
expected to use about $2.2 million however, we are actually going to use about $1.8 million. With property tax revenues are also
up about $400,000 this will reduce the amount used from the general fund for Police and Fire. This is an all-around good story.
ADDITIONAL PUBLIC COMMENT:
George Miller, 1946 Briarfield, inquired when the drainage ditch for Sheldon Estates
would be completed along Sheldon Road. He inquired about a water main break in Franklin-Palmer Estates. He also asked how
many gallons of water was lost at a water main break at Beck and Michigan Avenue. Lastly, he asked when construction will start
on Forest Brook Subdivision.
OTHER:
Trustee Yack complimented Supervisor LaJoy on all his efforts to get Lotz Road paved.
It is a great asset to the residents south of Ford Road. It was a very important piece of road to be paved. It has been a good year
for roads in Canton: Cherry Hill – 3 lanes from Beck to Canton Center; Beck Road – 3 lanes from Warren to Joy Road; Overlay
on Morton-Taylor; Overlay on Lilley Road south of Warren; Overlay on Sheldon Road south of Palmer; plus the work being done
on various subdivisions throughout Canton should also be finished this year. What a difference! Trustee Yack also thanked
Shannon Price at the county level. Treasurer McLaughlin inquired about pending projects: Warren Road between Canton Center
and Beck resurfacing; Denton/Geddes Road Intersection; and Canton Center south of Geddes. Director Faas replied they are all
in the plan and should be completed by spring of 2017.

Charles James Cahill, 49, the
man accused of killing a 12-year-
old girl while driving drunk, was
remanded to the Wayne County
Jail by Chief Judge Tina Brooks
Green who revoked his original
$1 million bond during a proba-
ble causehearingAug. 17.
Green said she revoked the
bond after the victim died of her
injuries.
Cahill faces charges of sec-
ond-degree murder, operating
while intoxicated causing death,
operating while intoxicated-
third degree, driving while
license suspended causing death
and driving with open intoxicant
in vehicle. The second-degree
murder charge is punishable by
up to life inprison.
At his arraignment on the
increased charges, the judge
noted that his Cahill’s blood-
alchohol content of .203 within
seven years of a conviction for
drunk driving is punishable by a
maximum of 20 years in prison.
He also faces a high blood-alco-
hol content misdemeanor
charge.
The charges resulted from a
crash at the corner of Willis and
Martinsville roads at about 8:18
p.m. July 27. Cahill was driving
northbound on Martinsville
allegedly at more than 80 miles
per hour when his vehicle collid-
ed with a minivan in which
Victoria Mack was a back-seat
passenger. Sumpter Township
firefighters had to remove the
child from the wreckage and she
was immediately airlifted to
Mott Children's Hospital in Ann
Arbor. She died of her injuries
July 30.
Nine of her family members
were in the courtroom at Cahill's
hearing. Two adult women and
two girls, ages 2 and 3, were also
in the vehicle Cahill struck, but
were not injured.
Cahill is considered a habitu-
al offender, according to court
records. His driver's license was
revoked in 1990, although he
apparently continued to drive.
He has 10 past convictions for
operatingwhile intoxicated.
He was scheduled to be back
at 34thDistrict Court inRomulus
for a preliminary examination
on the charges yesterday.

next to these homes have just been watch-
ing themdecline even further.”
Under the agreement, Realty
Transitions would purchase the homes
and renovate them. Dan Stockrahm of
Realty Transitions said the company
would pay all back taxes and pay the taxes
going forward-until the houses were sold.
He said the companywouldworkwith any
residents currently living in the homes to
find other homes while the foreclosed
homes were being renovated and offer
them back to purchase or assist them in
finding a home that otherwise meets their
budgets. The company has never forceful-
ly evicted anyone, he said.
“We're trying to take these properties
and actually raise them up,” Keyes said.
“We want to take properties that are
among the worst in the neighborhood and
make them one of the best. It creates new
housing opportunities, but it also creates
higher values in those neighborhoods.”
Council President John Barden said he
liked the concept.
“There is no cost to the city; that's very
important,” he said. “I'd rather see these
houses occupied, and paying taxes to the
city.”
Romulus residents can enjoy playing
bingo and helping a good cause during the
Annual RomulusDDAPumpkinFestival.
The annual festival is planned for Sept.
16, 17 and 18 this year and bingo games
will be available at the Romulus Senior
Center, 36525 Bibbins Road from 6-11 p.m.
Friday, from 2-11 p.m. on Saturday and
from 1-6 p.m. on Sunday. The bingo games
are sponsoredby St. Aloysius Church.
