NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS
On or about September 4, 2017 the Charter Township of Canton will submit a request to the US Department of Housing and
Urban Development for the release of Community Development Block Grant funds under Title One of the Housing and
Community Development Act of 1974, as amended, to undertake the following projects: Project # 1 Housing Rehabilitations for
the purpose of repairing residential homes, $156,000 throughout Canton. Project # 2 ADAHandicap Door for the purpose of pro-
viding ADA compliant automatic doors, $20,000 at Summit on the Park Community Center. Project # 3 ADA Pathway for the
purpose of providing greater and safer travel to the I-275 pathway/trail, $75,000 at Cherry Hill Road and Lotz Road.
Project # 4 ADAAquatic Pool Lift for the purpose of providing greater and safer access to the Summit on the Park pool, $6,000
at Summit on the Park Community Center.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental
Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for
this project is on file at Finance Department, 1150 Canton Center S., Canton MI 48188 and may be examined or copied week-
days 9 A.M to 4 P.M.
NOTICE OF FONSI
The Charter Township of Canton gives notice that it has been determined that the release of funds for the above projects will not
constitute an action significantly affecting the quality of human environment and accordingly the Charter Township of Canton
has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA, 42
USC 4321).
The reasons for this decision not to prepare such statement are as follows: No serious environmental adverse impacts or hazards
were identified in the course of the environmental review.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Canton Finance Department, 1150 Canton
Center S., Canton MI 48188. All comments received by September 4th will be considered by Canton Township prior to author-
izing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Charter Township of Canton certifies to HUD that Pat Williams in his capacity as Supervisor consents to accept the juris-
diction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA
and related laws and authorities and allows the Charter Township of Canton to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the Charter Township of Canton's certification for a period of fifteen days
following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the
following bases: (a) the certification was not executed by the Certifying Officer of the Charter Township of Canton; (b) the
Charter Township of Canton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR
part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or under-
taken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency
acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of envi-
ronmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec.
58.76) and shall be addressed to HUD at McNamara Federal Building at 477 Michigan Avenue, Detroit MI 48226. Potential
objectors should contact HUD to verify the actual last day of the objection period.

Township may not be aware that
they receive an extra benefit
from the highly-rated fire protec-
tion services in the community.
Homeowners insurance rates
which are factored, inpart, on the
Insurance Services Office classi-
fication of local fire departments,
are markedly lower in the town-
ship due to the fire department
rating.
The Northville Township Fire
Department is rated in the top 1
percent of fire departments in
the State of Michigan according
to the latest independent classifi-
cation. There are only 29 depart-
ments in the state that rate a 3 on
a 10-point scale systemamong the
2,017 fire departments across the
state, according to a prepared
statement from township fire offi-
cials.
The Insurance Services Office
(ISO) is an advisory organization
that collects information useful to
the insurance industry. Through
the
Public
Protection
Classification (PPC™) program,
ISO representatives evaluate
municipal fire-protection efforts
in communities throughout the
United States. Community
investment in fire mitigation is a
proven and reliable predictor of
future fire losses, officials said.
Categories evaluated in deter-
mining a community rating
include the emergency communi-
cations system along with fire
department equipment, staffing,
training, and geographic deploy-
ment of fire companies, water
supply system and community
efforts to reduce the risk of fire.
Community efforts include fire
prevention codes and enforce-
ment, public fire safety educa-
tion, and fire investigation pro-
grams, officials said.
Residents of Northville

fire department services. The
program also provides fire
departments with a benchmark,
and is used by many departments
as a valuable tool when planning,
budgeting and justifying fire pro-
tection improvements.
Northville Township Director
of Public Safety Todd Mutchler
said that the township fire
department is committed to pro-
viding exceptional fire and
Advanced Life Support services
to the community.

Members of the Northville Planning
Commission have approved site plans for
two projects in the city.
The commission members were satis-
fied with the plans presented for a new
Italian restaurant to be located in an
existing building adjacent to Town
Square. The new eatery is named for the
location, 160 Main, and plans include a
full panel of windows on the front facing
Main Street and striped awnings over
windows on the west side of the building
facing Town Square where there will also
be a set of balcony doors.
The second floor of the building will be
renovated into a mezzanine level, with an
overlook onto the main floor dining area.
The restaurant will offer both dine-in and
carry-out service, according to proprietor
Brian Maiorana. The architect is Brian
Carpenter of A3 Studios, Architects PC, of
Troy.
The second project approved by the
commission during the Aug. 15 meeting is
a building addition to the library.
The project will convert 800 feet under
an overhang on the northeast side of the
lower level into an enclosed space for a
meeting roomand two group study rooms.
The architect is Merritt Cieslak Design,
PLC, of Farmington, according to plans
submitted to the commission.
Each project will require approval of
the proposed plans from members of the
Historic District Commission and mem-
bers of theNorthvilleCityCouncil.
