NOTICE OF DAY OF REVIEW OF DRAINAGE DISTRICT BOUNDARIES
AND REVIEW OF APPORTIONMENTS
Notice Is Hereby Given that on September 2, 2015, the Wayne County Drain
Commissioner will hold a Day of Review of Drainage District Boundaries and a Day
of Review of Apportionments from 9:00 a.m. until 5:00 p.m. at the Wayne County
Department of Public Services - Road Division, Central Maintenance Yard, 29900
Goddard Road Extension, Romulus, Michigan 48242.
The Day of Review is for the purpose of reviewing and revising the boundaries of
the Drainage Districts below. Maps depicting the proposed revisions to the bound-
aries of each Drainage District can be reviewed at:

The Day of Review of Drainage District Boundaries is an opportunity to review the
Drainage District boundaries with the Drain Commissioner or a member of his staff.
The Drain Commissioner, engineers and other staff members will be available to
assist individuals throughout the day, and make revisions where necessary. There is
no need to schedule an appointment for a specific time on the Day of Review. The
computation of costs for the Drain will also be available at the Day of Review.
The Day of Review of Apportionments is an opportunity to review the apportion-
ment with the Drain Commissioner or a member of his staff. The Drain
Commissioner and other staff members will be available to assist individuals
throughout the day, and make revisions where necessary. There is no need to sched-
ule an appointment for a specific time on the Day of Review. The computation of
costs for the Drains will also be available at the Day of Review.
Drain assessments will be collected in the same manner as property taxes. If the
assessment period is greater than one year, you may pay the assessments in full with
any interest to date at any time and thereby avoid further interest charges.
Persons with disabilities needing accommodations for effective participation in the
Day of Review should contact the Wayne County Drain Commissioner's Office at
(313) 749-8340 or through the Michigan Relay Center at 7-1-1 (TDD) at least 24
hours in advance of the Day of Review to request mobility, visual, hearing or other
assistance.
You may appeal the Drain Commissioner's decision to revise the district boundary to
the Wayne County Circuit Court within ten (10) days. You may appeal the Drain
Commissioner's determination of apportionments to the Wayne County Probate
Court within ten (10) days.
A general description of the lands by section number proposed to be added or deleted
from the Drainage Districts as recommended by a licensed professional engineer or
surveyor for each of the Drains is as follows:

For Cable Franchise And Peg Fee Audit Services And Authorize Township Supervisor To Sign Agreement. (MSD)
Motion
by Bennett, supported by Sneideman to award the bid for cable franchise and PEG fee audit services to Ashpaugh & Sculco,
CPAs, PLC, and authorize the Township Supervisor to sign an engagement agreement on behalf of Canton Township. Motion
carried unanimously. Motion by Bennett, supported by McLaughlin to approve the following budget amendment: Increase
Revenue: 230-000.695 Fund Balance Appropriation $36,000 Increase Expenditures: 230-250.801_0050 Professional Services
$36,000. Motion carried unanimously.
Item G-11. Consider Approval of a Revised Intergovernmental Agreement with
Wayne County for the Local Partnering Initiative for Township Roads. (MSD)
Motion by Bennett, supported by Williams
to approve the revised intergovernmental agreement with Wayne County for the Local Partnering Initiative for Township Roads
as provided in the model resolution and further authorize the Township Supervisor to sign the agreement on behalf of Canton
Township. Motion carried unanimously. Motion by , Support by , that
Whereas,
the Canton Township believes quality roads
are a vital part of any community, and
Whereas,
certain improvements are necessary to County Local Roads to increase traffic
safety, and
Whereas,
the County of Wayne has committed to Canton Township to assist financially during FY 14-15 and FY
15-16 in the improvements to local roads within the township limits, and
Whereas,
Wayne County will provide payment to the
Canton Township up to 80% or the capped amount of $ 1,500,000 per year as the COUNTY’s participation of the total Project
Costs; and
Whereas,
upon execution of this Agreement by the COUNTY
,
the COUNTY will provide a Working Capital
Advance to the TOWNSHIP in the amount of $375,000 as twenty five percent (25%) of the COUNTY’s participation of the FY
14-15 total Project Cost; and
Now, therefore be it resolved,
that the Charter Township of Canton Board of Trustees does here-
by approve the proposed Agreement between Canton Township and County of Wayne for the improvements of Local County

State of Michigan grant, Help America Vote Act, Section 261 Financial Assistance Voting Access Grant for 42 Boolee ADA com-
pliant voting booths from Election Source, 4615 Danvers Dr. SE, Grand Rapids, MI 49512 in the amount of $7,986.96 from
account number 101-191.970_0030 Capital Outlay, Machinery and Equipment. Motion carried unanimously.

Director Bilbrey-Honsowetz commented the summer concert series is wrapping up
this month, so please enjoy the last few of the year. Also, the Canton Lions Club is having its annual Corn Roast on August 22,
2015. The Michigan Shakespeare Festival is at the Village Theater until August 16, 2015. The Summit Annual Maintenance
Shut-Down will be from noon on September 7 th to 6:00 a.m. on September 12 th , with the exception of the Aquatics Center and
the surrounding areas which will be closed until 7:00 a.m. on October 11th some major renovations. The Beer, Brats, and Bands
at the Barn in Preservation Park put on by the Canton Historical Society is on Saturday, September 12 th .

Northville Board of Education
Vice President Scott Craig will
step down Sept. 1 as he is moving
toSouthfield.
The serving members of the
board will now appoint a trustee
to complete the remaining 16-
months on Craig's term within 30
days of the effective date of the
resignation or vacancy.
The appointee will serve
through Dec. 31, 2016, and may
choose to run for election to the
four-year term beginning in
January 2017, in the next regular
school board election on Nov. 8,
2016.

Board of Education members
will interview candidates at a
public meeting(s) to be scheduled
between Tuesday, Sept. 8, and
Tuesday, Sept. 15, with the indi-
vidual expected to take his or her
seat on the board on Tuesday,
Sept. 29. Specific dates, times and
locations for candidate inter-
views, which are open to the pub-
lic, will be announced as soon as
they are available, a district
spokesperson said.
“Scott has served as an advo-
cate for public education in his
role as a board member for near-
ly four years,” said Northville
Superintendent of Schools Mary
Kay Gallagher. “We appreciate
Scott's input into board decisions
and the perspective he brings as
an educator, andwish himwell in
his future endeavors.”
“We appreciate Scott's service
to the children and families of
Northville Public Schools, and
recognize the impact he has had
as a member of the board of edu-
cation,” said Board President
Cyndy Jankowski. “We welcome
applications from Northville
school district residents interest-
ed in serving on the Northville
Board of Education, and look for-
ward, as a board, to working in
partnership with district leaders,
school families, staff and commu-
nity members to serve the educa-
tional needs of all our students.”
Elected to the Northville
Board of Education in November
2011, Craig has served three
terms as a trustee and 8 months
as vice president. He also has
been the board liaison for the
Office of Instruction, the PTA
Legislative Action Network, and
the Wayne County Association of
School Boards.
The Kroger store on
Michigan Avenue in Wayne will
close at the end of the year to
make way for the expansion of
an adjacent business.
During a public hearing
recently, Wayne Industries
requested the city grant an
Industrial Development District
to facilitate expansion of their
steel distribution center.
Established in 1989, family-
owned Wayne Industries/Steel
Pro is a 600,000 square-foot
steel distribution center.
Steel/Pro is the largest integrat-
ed steel products warehouse in
theUnitedStates.
Wayne Industries owns
Wayne Commons, the 4.2 acre
strip center where Kroger is
currently located along with
another parcel of about the
same size at 36121 East
Michigan Ave. Wayne Industries
is currently located adjacent to
Wayne Commons on the west
side.
According to Paul Russo,
president of Wayne Industries,
Kroger notified his office that
the store would close at the end
of the year. He said that deci-
sion coincided with this first
stage of expansion of Steel/Pro
which has seen an increased
demand for aluminum.
Members of the Wayne City
Council approved the request
for the establishment of the
Industrial
Development
District, necessary for the appli-
cation for a tax abatement.
Steel/Pro, Wayne Industries, is
expected to request a 50 per-
cent tax abatement on the
investment in the expanded
facilities.
Primary transport of the alu-
minum and steel parts tomanu-
facturers and to Steel Pro is
accomplished by rail through
the DSX and Norfolk Southern
railroads, according to a compa-
ny official.
Inkster and Westland have each been
awarded federal funding to hire firefighters
in their communities.
Westland will receive $2.3 million in fed-
eral funding to hire 13 new firefighters for 2
years. Inkster will receive $1.8 million in
SAFER (Staffing for Adequate Fire and
Emergency Response) funding through the
federal department of Homeland Security.
Each community will receive funding for
the 2 year term, after which the city can pay
the firefighters' salaries or lay themen off.
In Westland, the 13 new firefighters will
bring the staff to 67, which is “where it
needs to be” according to officials. A union
spokesman said that there is a hiring list
with candidates in the city.
“I'd like to thank both Fire Chief
Michael Reddy and Lisa Nocerini, the
interim Wayne City Manager and manage-
ment consultant), for traveling to
Washington, D.C., with me to meet with our
Michigan (Congressional) delegation to
stress the importance of this grant to both
Westland and the surrounding cities that
we help every day with mutual aid,” said
WestlandMayorWilliamWild.
Wayne also applied for a SAFERgrant to
augment the 12 firefighter staff in the city.
Wayne and Westland combined fire opera-
tions last year but each community funds a
roster of firefighters independently.
Currently, Wayne is paying overtime to fire-
fighters tomeet daily staffing requirements.
Grant awards are still being announced by
theHomelandSecurity office.
This year, both junior and senior titles
in the Distinguished Young Women of
Wayne-Westland will be awarded to high
school students this year.
The scholarship program, previously
called America's Junior Miss, will host
an orientation meeting for those inter-
ested in participating in the pageant at 7
p.m. Sept. 21 at 37955 Glenwood in
Wayne.
Rehearsal and program dates will be
announced along with additional details
regarding the pageant and scholarships.
