& MANAGEMENT PROGRAM
The City of Romulus, Michigan by issuance of this request for proposals (RFP) is seeking the serv-
ices of an experienced and qualified company to provide the needed equipment and mainte-
nance/management services to provide better services to users of the City's existing copiers, print-
ers, and scanners while reducing current printing costs.
(1) Qualified individuals and firms wishing to submit a proposal must use the forms provided by
the City. Proposal forms and specifications may be obtained from the MITN system at

official copies. Proposals may be rejected unless made on the forms included with the bidding
documents.
(2) A mandatory pre-bid conference will be held at 10:00 am, August 18, 2017, in the Council
Chambers of Romulus City Hall located to 11111 Wayne Road. In addition to provided clari-
fications to the bid documents, this will be the only opportunity for vendors to view the City's
facilities, existing equipment, staffing and locations of equipment prior to submitting a bid.

(4) Clarifications, modifications, or amendments may be made to this solicitation at the discretion
of the City. Any and all addenda issued by the City will be posted on the MITN system. All

is the responsibility of the bidder to obtain all issued addenda and acknowledge receipt of said
addenda by including a printed copy of each addendum as part of the required documents for
this solicitation and to list the addendum and sign and date the "Acknowledgment of Receipt
Addenda Form: supplied in the RFP documents.
(5) A total of four copies (one marked "Original" and three marked "Copy") of the proposal must
be submitted in a sealed envelope and returned to the
City Clerk's Office
no later than 2:30
P.M., local time, Tuesday, August 29, 2017. Proposals should be addressed using the proposal
label provided in the RFP documents.
(6) At approximately 2:45 p.m. local time following the deadline for submitting bids, all timely
received will be acknowledged as being received.
(7) The City reserves the right to postpone the opening without notification and also reserves the
right to reject all bids and proposals and to waive any minor informality or irregularity in pro-
posals received.
(8) The City reserves the right to reject all proposals and to waive irregularities.
(9) The Proposal is the Company's offer to enter into a Contract pursuant to the terms and condi-
tions specified in the Request for Proposal, its Exhibits, and Addenda. The proposal may not be
withdrawn for and is binding on the Proposer for a period of ninety (90) calendar days after the
date for submitting bids/proposals.

PARKINGAREAASPHALT WORK - WEST SIDE HUNT STREET
The City of Romulus, Michigan is seeking bids from qualified contractors for the replacement of
approximately 6,864 square feet of the west side gravel area of 11120 Hunt Street, Romulus
Michigan with aggregate and MDOT 13A bituminous pavement as required by the bid documents.

make every effort to use local business firms and contract with small, minority-owned and/or
women-owned businesses in the procurement process.
(11) Contractors must include a completed and notarized copy of their "Certification Regarding
Debarment and Suspension for Wayne County Community Development Block Grant Program
along with their bid. The City cannot award the contract to any company suspended or debarred
or is otherwise excluded from or ineligible for participation in Federal assistance programs
under Executive Order 12549, Debarment & Suspension."

City must have received all insurances and bonds and copies of all endorsements required

The City of Romulus, is requesting sealed bids for the Fire Station Site development project (ITB
17/18-02). The firm fixed price contract shall include the removing and relocating the existing con-
crete drive at Goddard Road, construction of a 13,250 square foot asphalt parking lot with concrete
curb, concrete sidewalk, and bio-retention area. Solicitation of bids for this project in no way shall

The operator of a Tim
Horton's Cafe and Bake Shop in
Romulus has been accused of
violating federal law when he
refused to permit an employee
to wear a skirt instead of pants
in accordance with her religious
beliefs. Attorneys for the U.S.
Equal Employment Opportunity
Commission (EEOC) filed a fed-
eral lawsuit last week naming
Sleneem Enterprise, LLC as the
defendant.
In the suit, EEOC attorneys
charged that employee Amanda
Corley wore a skirt to work at
the Tim Horton's Romulus loca-
tion instead of the standard uni-
form pants. She did so pursuant
to her Pentecostal Apostolic
faith. When she attempted to
present a letter from her pastor
explaining why she could not
wear pants, management
refused to accept the letter and
informed her she was fired,
according to the court filings.
The conduct alleged violates
Title VII of the Civil Rights Act
of 1964 which requires employ-
ers to provide reasonable reli-
gious accommodations to
employees. The EEOC filed suit
(Case No. 2:17-cv-12337 in U.S.
District Court for the Eastern
District of Michigan) after first
attempting to reach a pre-litiga-
tion settlement through a concil-
iation process. The EEOC is
seeking injunctive relief pro-
hibiting Sleneem from discrimi-
nating against other employees
who need religious accommoda-
tions in the future as well as lost
wages, compensatory and puni-
tive damages and other affirma-
tive relief for Corley, according
to a prepared statement.
“Sleneem's refusal to accom-
modate Corley and the decision
to instead fire her were com-
pletely unjustified and unlaw-
ful,” said EEOC Indianapolis
Regional Attorney Kenneth
Bird, whose jurisdiction
includes Michigan. “It would
have been simple to allow Ms.
Corley towear a skirt, andwould
not have negatively impacted
the business in any way.
Employers have an obligation to
provide these types of reason-
able religious accommodations,
and when they fail to, the EEOC
will step in.”

District Office, which oversees
Michigan, Indiana, Kentucky
andparts of Ohio.
Michigan State Police inves-
tigators are asking anyone who
may have information about an
Aug. 3 homicide in Inkster to
come forward.
Second District Special
Investigation Section officers
are continuing their investiga-
tion into the fatal shooting
which occurred at approxi-
mately 6:30 p.m. Aug 3. at Fast
Frank's Party Store. on Inkster
Road near New York Street
Aug. 3.
Investigators said that the
preliminary investigation indi-
cated that the victim, Hassan
Ibrahim Tanana, 31, of Inkster,
was shot numerous times dur-
ing an altercation inside the
store with a man described by
witnesses
as
African
American.
"Hassan is very well known
in that neighborhood and espe-
cially to regular customers of
the party store," said State
Police First Lt. Michael Shaw.
"He suffered fromsomemental
disabilities and was known to
sit outside of the store and ask
for spare change to buy pop or
other items inside of the store."
The victim lived in a group
home near the store, located
on Inkster Road near New
York Street.
It is believed that the sus-
pect was involved in a verbal
altercation with Tanana, left
the store and returned later
confronting the victim in the
store and shooting him. The
victim was transported to
Beaumont Hospital Dearborn
where he later died of his
injuries.
The suspect fled the scene
after the shooting in a grey
Dodge Durango, according to
police reports.
"The suspect is also known
to be a regular customer at the
store," Shaw said. "We are hop-
ing that the public will help us
identify the suspect from the
surveillance tape, before he
hurts someone else."

recognizes the suspect, suspect
vehicle or witnessed the inci-
