The meeting was called to order at 7:30 p.m. by Mayor Pro-Tem LeRoy D. Burcroff. Present: John Barden, LeRoy Burcroff, Linda Choate, William Crova, Celeste Roscoe, William Wadsworth, Eva Webb.

Moved by Wadsworth, seconded by Webb to reject all bids for Bid 10/11-13, the Goddard Road Water Main Project, due to all bids exceeding the budgeted cost for the project and have the project re-let for bids. Moved by Crova, seconded by Webb to schedule a public hearing for Monday, August 22, 2011 at 7:00 p.m. for the purpose of taking testimony on the requested alley and road vacation in the Middlebelt Park Subdivision - lots 260 thru 282, alley between lots 261 to 275 (20 ft. wide), also south 43 ft. of Leroy Ave. beginning on east side of lot 262 to west side of Burton beginning at the south half of Leroy to the south side of lot 282. Charter Township of Canton Board Proceedings-July 26, 2011
A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, July 26, 2011 at 1150 Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag. Roll Call Members Present: Anthony, Bennett, LaJoy, McLaughlin, Taj, Williams Members Absent: Caccamo Staff Present: Director Bilbrey-Honsowetz, Director Eva, Director Faas, Director Nemecek Staff Absent: Audrey Robinson Adoption of Agenda Motion by Bennett, supported by Williams to approve the agenda as amended, deleting G-2 Consider Final Site Plan for the Hamptons Estates Condominiums. This item is rescheduled for August. Motion carried by all members present. Approval of Minutes Motion by Bennett, supported by Taj to approve the Board Minutes of July 12, 2011. Motion carried by all members present. Payment of Bills Motion by McLaughlin, supported by Anthony to approve payment of the bills as presented. Motion carried by all members present. CONSENT CALENDAR: Item 1. RESOLUTION APPROVING THE SENIOR ALLIANCE ANNUAL IMPLEMENTATION PLAN FOR AGING SERVICES. GENERAL CALENDAR: Item 1. CONSIDER MINOR PLANNED DEVELOPMENT AND AMENDED FINAL SITE PLAN FOR COLUMBIA SQUARE CON-DOMINIUMS. (MSD) Motion by Bennett, supported by McLaughlin to adopt the resolution for approval of the Minor PDD and Amended Final Site Plan for Columbia Square Condominiums. (FBD) Motion by Bennett, supported by Williams to approve the purchase of the web application firewall with 3 years support in the amount of $17,500. Further, I move to amend the budget as follows: Increase to Expense: 101-258.740 Operating Supplies $17,500 Increase to Revenues: 101-000.695 Fund balance appropriation $17,500. Motion carried by all members present. Item 5. TAX & ASSESSING SOFTWARE UPGRADES – COMPUTER WORKSTATIONS UPGRADES. (FBD) Motion by Bennett, supported by McLaughlin to approve the purchase of the BS&A Software Upgrade, Training & Support and Maintenance through 10/2012 for the amount of $47,160. I further move to approve the purchase of 42 Dell Computers off of the State of Michigan purchasing contract in the amount of $42,841. I further move to approve the following budget amendment to appropriate funds for these purchases Increase to Expenses: 101-258.740 Operating Supplies $47,160 Increase to Revenues: 101-000.695 Fund Balance Appropriation $47,160. Motion carried by all members present. Item 6. AUTHORIZE THE LEASE OF CARDIOVASCULAR FITNESS EQUIPMENT. (CLS) Motion by Bennett, supported by Taj to authorize the 3-year lease agreement for 9 pieces of cardiovascular fitness equipment with Direct Fitness Solutions, 600 Tower Road, Mundelein, IL 60060 in the amount of $42,803.07 (3 annual payments in advance - $14,267.69). Motion carried by all members present. ADDITIONAL PUBLIC COMMENT: David Steuer stated he was on the agenda as item G-1 Consider Minor Planned Development and Amended Final Site Plan for Columbia Square Condominiums and apologized for his delay due to traf-fic. Supervisor LaJoy stated G-1 was approved by the Board. Trustee Anthony inquired what price range are the condominiums. Mr. Steuer stated the price for the condominiums will be in the low $200,000. There maybe a teaser price of $199,000. Trustee Anthony inquired why Mr. Steuer thinks with the economy that these units will sell. Mr. Steuer stated they are coming in with a small amount of units and have a good price point. These are detached condominiums which are more popular. OTHER: Trustee Williams stated as a reminder the DDA has the Jazz Festivals every Friday night at selected parking lots on Ford Road. Supervisor LaJoy stated there are concerts in Heritage Park every Thursday night. Friday, July 29, 2011 is a furlough day for Canton Administration Building and the Building will be closed. WayneCounty Circuit Court JudgeWendy Baxter ruled July 29 that local ordinances in the City of Livonia regarding controlled
substances such as marijuana are preempt-ed by state law, which allows the drugwithin certain medical parameters. However, she ruled, the state law is preempted by the fed-eral Controlled Substance Act, which pro-hibits the sale, growing or use of the drug. That decision is being appealed by the American Civil Liberties Union, which rep-resented aMultiple Sclerosis victim seeking to usemarijuana to control pain.
Social Security offices, including the Inkster facility, will reduce office hours by 30 minutes each day and open from 9 a.m. until 3:30 p.m. Monday throughFriday. The change is effectiveAug. 15.
While agency employees will continue to work their regular hours, this shorter public window will allow them to complete face-to-face service with the visiting public without incurring the cost of overtime, according to a notice fromtheSocial Security office. Congress provided Social Security with nearly $1 billion less than the President
requested for the budget this fiscal year, which makes it impossible for the agency to provide the amount of overtime needed to handle service to the public as we have in the past, the release stated.
