LUS ON MONDAY, AUGUST 5, 2014.
THE LAST DAY TO REGISTER FOR THE ELEC-
TION IS MONDAY, JULY 7, 2014 BY 4:00 p.m.
Persons residing in the City of Romulus regis-
tering after the deadline will not be eligible to vote at the election.
Voters may register by mail using a mail-in voter registration form or in person at a Secretary of State
Branch Office, Wayne County or the City of Romulus Clerk’s office.

APPROVAL OR DISAPPROVAL OF AMENDATORY ACT
TO REDUCE STATE USE TAX AND REPLACE WITH A LOCAL COMMUNITY
STABILIZATION SHARE TO MODERNIZE THE TAX SYSTEM
TO HELP SMALL BUSINESSES GROWAND CREATE JOBS
The amendatory act adopted by the Legislature would:
1. Reduce the state use tax and replace with a local community stabilization share of the tax for the
purpose of modernizing the tax system to help small businesses grow and create jobs in Michigan.
2. Require Local Community Stabilization Authority to provide revenue to local governments dedi-
cated for local purposes, including police safety, fire protection, and ambulance emergency services.
3. Increase portion of state use tax dedicated for aid to local school districts.
4. Prohibit Authority from increasing taxes.
5. Prohibit total use tax rate from exceeding existing constitutional 6% limitation. YES [ ] NO [ ]
COUNTY
WAYNE COUNTY TRANSIT AUTHORITY MILLAGE RENEWAL
If approved, this proposal will renew and increase the .59 mills formerly authorized to 1.0 mills for
the years 2014 through 2017, and will allow continued support to the Suburban Mobility Authority
for Regional Transportation (SMART) for a public transportation system serving the elderly, handi-
capped, and general public in Wayne County.
For the purpose of providing funds in support of public transportation serving the elderly, handi-
capped and general public, shall the millage be renewed and increased from .59 to 1.0 mills on all
taxable property located within the Wayne County Transportation Authority area, and be imposed for
a period of four (4) years, being years 2014 through 2017? It is estimated that if approved, this mill-
age would raise approximately $17,080,998 in the first year. YES [ ] NO [ ]
LOCAL SCHOOL DISTRICT
WOODHAVEN-BROWNSTOWN SCHOOL DISTRICT OPERATING MILLAGE RENEW-
AL PROPOSAL
This proposal will allow the school district to continue to levy the statutory rate of 18 mills on all
property, except principal residence and other property exempted by law, required for the school dis-
trict to receive its revenue per pupil foundation allowance.
Shall the limitation on the amount of taxes, which may be assessed against all property, except prin-
cipal residence and other property exempted by law, in Woodhaven-Brownstown School District,
Wayne County, Michigan, be increased by18.0078 mills ($18.0078 on each $1,000 of taxable valua-
tion) for a period of 9 years, 2015 to 2023, inclusive, to provide funds for operating purposes; the esti-
mate of the revenue the school district will collect if the millage is approved and levied in 2015 is
approximately $6,990,643 (this is a renewal of .3300 mill, which expired with the 2014 tax levy, and
17.6778 mills, which will expire with the 2015 tax levy)? YES [ ] NO [ ]

INTERMEDIATE SCHOOL DISTRICT
WAYNE COUNTY REGIONAL EDUCATIONAL SERVICE AGENCY REGIONAL
ENHANCEMENT MILLAGE PROPOSAL
Pursuant to state law, the revenue raised by the proposed enhancement millage will be collected by
the Wayne County Regional Educational Service Agency and distributed to local public school dis-
tricts within the boundaries of the Wayne County Regional Educational Service Agency based on
pupil membership count.
Shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in
the Wayne County Regional Educational Service Agency, Michigan, be increased by 2.00 mills ($2
per thousand dollars of taxable value) for a period of six (6) years, 2014-2019, inclusive, as new addi-
tional millage to provide operating funds to enhance other state and local funding for local school dis-
trict operating purposes? It is estimated that 2 mills would raise approximately $80,000,000 when
first levied in 2014.
The revenue from this millage will be disbursed to the following school districts: Allen Park Public
Schools, Crestwood School District, Dearborn City School District, Dearborn Heights School District
#7, School District of the City of Detroit, Ecorse Public School District, Flat Rock Community
Schools, School District of the City of Garden City, Gibraltar School District, Grosse Ile Township
Schools, The Grosse Point Public School System, Hamtramck Public Schools, City of Harper Woods
Schools, School District of the City of Highland Park, Huron School District, School District of the
City of Lincoln Park, Livonia Public Schools, Melvindale – Northern Allen Park Schools, Northville
Public Schools, Plymouth-Canton Community Schools, Redford Union School District, River Rouge

Notice is hereby given that the City of Romulus will hold a public hearing at
7:00 p.m. on Monday,
July 21, 2014
for the purpose of considering a Special Land Use proposal. The public hearing will
be held at the Romulus City Hall Council Chambers, 11111 Wayne Road, Romulus MI 48174-1485.
The Planning Commission has set the public hearing to consider a request for a proposed outdoor
storage yard for HD Supply located on a 17.28+/-acre parcels located at Jay Kay Drive. Parcel #’s 82
-80-021-99-0006-713 & 82-80-021-99-0006-716. Zoning: M-1 Light Industrial District and M-2
General Industrial District. Outdoor storage yards without a building are permitted in the M-1 Light
Industrial District and M-2 General Industrial District, subject to Special Land Use Approval. Copies
of the application are available for review at City Hall during regular business hours.
All interested parties are encouraged to attend and will be given an opportunity to comment on said

New Wayne McDonald’s
plans ‘carnival’ opening
Resignation leaves
vacancy on council
City leases school to
house outreach program
Local business owner Jim Thrower will
host an official carnival-themed grand open-
ing celebration of his newest McDonald's
restaurant located at 35111 Michigan Ave. in
Wayne from noon to 4 p.m. this Saturday,
June 28. The doors to the brand new store,
which took more than 2.5 months to con-
struct, will officially open to customers at 6
a.m. onFriday, June 27.
"As a McDonald's restaurant owner in
metro Detroit for more than 25 years, I am
thrilled to unveil a new, dynamic restaurant
in the Wayne community," said Thrower. "I
would like to invite the local community to
come in and enjoy a delicious meal while
helping us celebrate the official grand open-
ing of our newandmodern restaurant."
The carnival-themed event will feature
"Happy" theNewHappyMeal Character, raf-
fles and giveaways, DJ music, face painting,
a bounce house and games for children from
noon to 4 p.m. To commemorate the grand
opening celebration, Thrower will make a
donation to Ronald McDonald House
Charities and offer the first 100 guests in line
a complimentary McCafé Card providing
cardholders with freeMcCafé coffee through
Jan. 31, 2016.
Prizes during the family-friendly event
include McDonald's Arch Cards, an iPod
Shuffle and a brand new bike. During the
first week of business, June 27 - July 1, dine-
in customers will enjoy a free small McCafé
coffee for breakfast (limit one per customer).
The City of Wayne is now accepting let-
ters of interest from residents willing to
serve anunexpired termon the city council
The vacancy was created when James
Henley submitted his resignation effective
June 12 after serving only eight months of
his four-year termHenley, 38, was re-elected
to his second four-year term in November.
He said he resigned "for personal reasons."
He didnot return calls seeking comment.
Henley said he needed to spend more
timewithhis children, 11 and 8.
The city charter requires that within the
next 30 days, the current members of the
city council appoint a replacement to serve
until the next regularly scheduled election
which will be in November of 2015. The
term would be filled by voters for two years
and expire in 2017.
Wayne City Clerk Matt Miller recom-
mended that the council call for letters and
resumes and then establish a city council
vacancy subcommittee.
A schedule proposed by Miller would
have candidates for the vacancy inter-
viewed by current council members on July
14 and the appointment to council made
July 15.
City of Westland outreach programs will
now be headquartered in the unused
Jefferson-BarnsElementary School.
Members of the Wayne-Westland
Community Schools Board of Education and
the Westland City Council have agreed to a
$1 per year lease on the 71-year-old school,
which was closed by district officials three
years ago due to declining enrollment.
City programs currently headquartered in
the Dorsey Center and the Housing and
Community Development Department will
move into the former Norwayne elementary
school in early 2015, according to informa-
tion from the office of Mayor William Wild.
The city lease on the building is for a termof
50 years andwill expire in 2064.
“This agreement benefits the school dis-
trict and the city alike,” said Wild. “I'm excit-
ed to see our community outreach program
expand once it moves into this historic build-
ing in Westland's oldest All-American neigh-
borhood ofNorwayne.”
The city has also submitted a request for a
loan from the Department of Housing and
Urban Development (HUD) to help fund
required renovations, according to Westland
Housing and Community Development
Director Joanne Campbell. In addition, the
city is working with non-profits to create
more community-based activities, she said.
“Norwayne is going through an exciting
period of revitalization, and by partnering
with local community groups, we are on our
way to accomplishing our goal to return the
neighborhood to a 'community of choice',”
said Wild.
Homes inNorwayne were built in 1942 as
housing for workers at the Willow Run
Bomber Plant during World War II. During
its peak, the subdivision was home to more
than 20,000 residents.
TheNorwayne neighborhood is the oldest
subdivision in Westland. It was added to the
National Registry of Historic Places in July
of 2013.
