4.Chairperson's Report
Mayor Pro-Tem Barden recognized the veterans for our freedom.
Councilman Wadsworth recognized the businesses and individuals who supported the annual Animal
Shelter Bowl-A-Thon fundraiser and a special thank you to the City DPW workers.

the IAFF Local 4126 which includes implementing 80/20 health care premium share for new hires

5. Mayor's Report:
Mayor Burcroff recognized VFW Post 9568 for the veterans service held at the
veteran's memorial in front of city hall. He also recognized City Clerk Ellen Craig-Bragg on earning
her Certified Master Municipal Clerk certification.

7. Public Comment:
Resident commented on man-hole covers that need repair at Carnegie and
Avalon Streets and recognized the good job city workers did repairing a storm drain in the same area.

Councilwoman Abdo informed that when residents need to report an ordi-
nance violation on holidays and weekends, they may call the non-emergency police department num-
ber - 734-941-8400.

ORDINANCE NO. 2014-003
ORDINANCE AMENDING CHAPTER 36 DIVISION 4 ENTITLED CONTROLLED SUB-
STANCES SECTIONS 36-269 of the CODE OF ORDINANCES FOR THE CITY OF ROMU-
LUS TO ESTABLISH THE AUTHORIZED ZONING DISTRICTS WHERE AQUALIFYING
PATIENT OR PRIMARY CAREGIVER MAY CULTIVATE MARIHUANA RELATED TO
MEDICAL MARIHUANA ACTIVITIES WITHIN THE CITY AND FOR TRANSPORTA-
TION OF MARIHUANA IN A MOTOR VEHICLE.
THE CITY OF ROMULUS ORDAINS:
Section 1.
Chapter 36 Division 4 entitled Controlled Substances Section 36-269 is amended to
read as follows:
Section 36-269. Possession or use of Marihuana.
A. It shall be unlawful for any person to knowingly or intentionally possess Marihuana
except as authorized by the provisions of Article 7 of the Public Health Code (MCL
333.7101 et seq.) and as set forth in this Section of the Code of Ordinances.
B. Cultivation of Marihuana by a Qualifying Patient as defined in MCL 333.26423 shall
be permitted only in RE, R-1A, R-1B, R-2, R-M or HRM Zoning Districts in single,
family detached dwellings which are owned or rented and occupied by the
Qualifying Patient for their residential use.
C. Cultivation of Marihuana by a Primary Caregiver as defined in MCL 333.26423
shall be permitted only in RE, R-1A, R-1B, R-2, R-M or HRM Zoning Districts in
single, family detached dwellings which are owned or rented and occupied by the
Primary Caregiver for their residential use or his/her Qualifying Patients, for their
residential use, to whom they are connected through registration with the Michigan
Department of Licensing and regulatory Affairs.
D. All of the above permitted cultivation of Marihuana plants shall be in compliance
with the applicable Building and Fire Codes, and shall not occupy more than 25% of
the dwelling excluding the basement square footage.
E. It shall be unlawful for any person, facility, or business located in the City of
Romulus to operate a provisionary center to sell Marihuana to (1) Qualified Patients,
(2) Caregivers, or to sell any Marihuana to any Person, facility, or business that oper-
ates a provisionary center that sells Marihuana to Qualified Patients or Caregivers
regardless of any State law that may permit such sales.
F. It shall be unlawful for any person to use Marihuana except as authorized by the pro-
visions of Article 7 of the Public Health Code (MCL 333.7101 et seq.)
G. A person shall not transport or possess usable Marihuana as defined in MCL
333.26423 in or upon a motor vehicle or any self-propelled vehicle designed for land
travel unless the usable Marihuana is one or more of the following:
(a) Enclosed in a case that is carried in the trunk of the vehicle;
(b) Enclosed in a case that is not readily accessible from the interior of the vehicle, if the
vehicle in which the person is travelling does not have a trunk.
Section 2.
Penalty.
A person who violates Section 1 shall be guilty of a misdemeanor, punishable by imprisonment
for not more than 90 days or a fine of not more than $500.00, or both.
Section 3.
Savings Clause.
Nothing in this Ordinance hereby adopted shall be construed to affect any just or legal right or
remedy of any chapter, nor shall any just or legal right or remedy of any chapter be lost, impaired or
affected by this Ordinance.
Section 4.
Severability.
The various parts, sections and clauses of this Ordinance are declared to be sever-
able. If any part, sentence, paragraph, section or clause is adjudged unconstitutional or invalid by a
court of competent jurisdiction, the remainder of the Ordinance shall not be affected.

of May, 2014.

Within forty-five (45) days after publication of any ordinance duly passed by the Council, a petition
may be presented to the Council protesting against such ordinance continuing in effect. Said petition
shall contain the text of such ordinance and shall be signed by not less than six percent (6%) of the
registered electors registered at the last preceding election at which a Mayor of the City was elected.
Said ordinance shall thereupon and thereby be suspended from operation and the Council shall imme-
diately reconsider such ordinance.

Champions
High school basketball teams
celebrate year of success, wins
Fire victim identified
They are nowpart of history at Romulus
HighSchool.
The varsity girls' basketball team per-
formed better than any team in school his-
tory and won the championship of the
WesternWayne Athletic Conference before
excelling in the Class A state tournament,
winning district and regional titles,
advancing all the way to the Elite Eight
and finishing 21-5.
Team coach Herb Buckley, assistant
coaches and players. Bianca Buckley,
Cierra Bond and Jayla Nichols earned all-
conference honors. Buckley and Bond
were named two of the top 25 players in
Michigan.
Three of the players have signed letters
of intent to extend their playing careers in
college. Bond, who also was a third-team
all-state selection, will attend South
Georgia Technological College. Buckley
and Taylor Wade will attend Mercyhurst
University inPennsylvania.
All of the girls and coaches were guests
at a Romulus City Council meeting recent-
ly, where Coach Buckley - who was All-
West of the Year - presented an auto-
graphedball to the city.
The boys varsity players joined in the
celebration after having another great sea-
son aswell.
As the defending Class A champions
that lost talented players to graduation, the
boys went 8-0 to win the conference title
under Coach Jerret Smith.
They won district and regional champi-
onships and then advanced in the state
tournament to the quarterfinals, where
they lost by one point.
Deonte Bell, Kris Clyburn, Tyron
Hamby and Jaylin Walker were named to
the all-conference team.
Themanwho lost his life in the apartment
fire at the Bellridge Apartments in Van
Buren Township has been identified at
JamirDavis, 20.
According to the office of the Wayne
County Medical Examiner, Davis died from
smoke and soot inhalation. An autopsy was
performed on Sunday, immediately following
the early-morning May 24 blaze. Davis was
positively identifiedby a familymember.
The cause of death has been ruled acci-
dental by themedical examiner's office.
The fire was reported at 3:55 a.m. May 24
to the Van Buren Public Safety Department
and firefighters were immediately dis-
patched to the apartment complex near
Independence and Haggerty roads. When
firefighters arrived, along with several police
patrol cars, a ground floor apartment was
“well involved with fire and the windows
were beginning to break out,” according to
FireChief DanBesson.
Davis was discovered in his bed in the
apartment by fire fighters working to sup-
press the flames and extinguish the blaze,
according toBesson.
Other residents of the complex were tem-
porarily evacuated but only one other family
was displacedby the fire.
Besson said the displaced family was
assisted by the Van Buren Department of
Public SafetyChaplinProgram.
Damage at the 12-unit complex was esti-
mated atmore than $75,000.

signing day for Romulus High School girls basketball
stars Bianca Buckley and Taylor Wade.
