A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, May 12, 2015 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the
Flag.

RECOGNITION: Summit on the Park Staff Recognition
Motion by
Bennett, supported by Williams to approve the following three resolutions and enter them into the public record. Motion carried

Whereas,

acknowledgement of National Water Safety Awareness Month, the Leisure Services Department recognizes the importance of
trained lifeguard staff and their valuable service in upholding our mission of providing a safe environment for all guests.
Whereas,
on January 31, 2015, Lifeguard Collin Hurley observed a patron in the water of the lap pool not moving and in obvi-
ous distress. Collin immediately responded by blowing his whistle which activated the emergency action plan, then jumped into
the water to begin the rescue.
Whereas,
working cohesively together, the lifeguard team of Sorin Oprican, Jordan Anheuser,
Nathan Hall, Collin Hurley, Grant Kurili, Lilly Lepper, Levi Lowder, Alex Petrarca, and Elizabeth Wiessner dialed 911, assessed
the victim’s condition, evacuated all pools, provided emergency equipment, and performed two and a half cycles of CPR on the
victim who regained consciousness prior to Canton Fire EMS arriving on the scene.
Whereas,
because of this team’s quick
actions and ability to apply their lifesaving skills, the life of the Summit guest was saved.
NOW, THEREFORE, BE IT
RESOLVED,
that the Board of Trustees of the Charter Township of Canton upon recommendation of the Director of Leisure

2015, Lifeguard Lindsey Bessinger observed a patron in the water at the Summit Aquatics north river area who appeared to be
losing consciousness and in obvious distress. Lindsey immediately responded by blowing her whistle which activated the emer-
gency action plan, then jumped into the water to begin the rescue.
Whereas,
working cohesively together, the lifeguard team of
Sorin Oprican, Lindsey Bessinger, Kaylin Huber, John Kukulka, Connor Osborn, and Lisa Ryan simultaneously pulled the vic-
tim out of the water and dialed 911. They then assessed the victim’s condition and observed guest was breathing and had a pulse.
Additionally, they evacuated all pools and provided emergency equipment per established department protocol until the Canton
Fire EMS arrived and took over.
Whereas,
because of this team’s quick actions and ability to apply their lifesaving skills, the
Summit guest in need received the necessary care to prevent injury.
NOW, THEREFORE, BE IT RESOLVED,
that the Board
of Trustees of the Charter Township of Canton upon recommendation of the Director of Leisure Services, does hereby recognize
these Leisure Services employees for their outstanding service, life-saving actions and commendable contribution to the Canton

Whereas,
the
Leisure Services Department recognizes the importance of having trained staff to handle emergency situations and uphold our
mission of providing a safe environment for all guests.
Whereas,
on March 27, 2015, Summit Building Attendant Stephen Robb
responded to the Arts II Room for a guest in need of medical attention, and he initiated the emergency action plan. Simultaneously
a 911 call was made, lifeguard assistance was requested, and all pool areas were evacuated. Upon lifeguards’ arrival, the victim
was slumped over a table with no detectable pulse.
Whereas,
working cohesively together, the lifeguard team of Sorin Oprican,
Avalon Dewaele, Rachel Hughesdon, Charles Joyce, Hannah Maxam, David Rowe, and Lisa Ryan performed CPR and applied
the Automatic External Defibrillator, which indicated a shock was necessary. The shock was administered and CPR was resumed
until the victim began breathing on his own prior to the arrival of the Canton Fire EMS.
Whereas,
because of this team’s quick
actions, ability to assess the need for CPR and an AED, and performance of their lifesaving skills, the life of the Summit guest
was saved.
NOW, THEREFORE, BE IT RESOLVED,
that the Board of Trustees of the Charter Township of Canton upon
recommendation of the Director of Leisure Services, does hereby recognize these Leisure Services employees for their out-
standing service, life-saving actions and commendable contribution to the Canton Community.
Citizen’s Non-Agenda Item
Comments:
Trustee Williams stated there are no restrictions for children/minors to acquire the E-Cigarettes materials, vaporiz-
ers and 0-nicotine liquid. He feels the township should look into restricting these materials via ordinance. Supervisor LaJoy
agreed and will have our township attorney look into this.
Payment of Bills
: Motion by McLaughlin, supported by Sneideman
to approve payment of the bills as presented. Motion carried unanimously.
PUBLIC HEARING: Approval of 2015 CDBG
Program Year and Annual Action Plan. (FBD)
Motion by Bennett, supported by McLaughlin to open the public hearing open
at 7:15 p.m. to hear comment on the Advisory Council recommendations for the PY 2015 Community Development Block Grant
Program. There were no Board Comments or Public Comments. Motion by Bennett, supported by McLaughlin to close the pub-
lic hearing at 7:18 p.m. Motion carried unanimously. Motion by Bennett, supported by McLaughlin to accept the recommenda-
tions of the Canton CDBG Advisory Council for the PY 2015 Community Development Block Grant Program and to forward
the adopted program to the Department of H.U.D. as the Canton PY 2015 Final Statement: First Step - $15,000; Neighborhood
Legal Services- $13,000; Wayne-Metro CAA - $15,000; Growth Works - $1,500;Summit Scholarships - $1,500; Tutoring

Approval of an Intergovernmental Agreement with Wayne County for Road Improvements on Beck Road from Warren
to Joy Roads. (MSD)
Motion by Bennett, supported by McLaughlin to approve the intergovernmental agreement with Wayne
County for Road Improvements to Beck Road from Warren to Joy Road as provided in the model resolutions. Motion carried
unanimously. RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Motion by Bennett, Support
by McLaughlin, that
Whereas,
the Canton Township believes quality roads are a vital part of any community, and
Whereas,
certain improvements are necessary to Beck Road to increase traffic safety and to encourage economic development, and
Whereas,
the Canton Township has committed to the reconstruction of the road in an area generally described as Beck Road
from Warren to Ann Arbor Trail and that Canton Township will assist financially in the reconstruction of the road within its
TOWNSHIP limits, and
Whereas,
the Canton Township will provide payment to the County of Wayne in the estimated amount
of $50,192 (which will be adjusted to reflect actual costs), as Canton Township’s participation of Project Costs; and
Whereas,
upon execution of this Agreement by the TOWNSHIP
,
the Canton Township will provide a Working Capital Advance to the
County of Wayne in the amount of $ 25,096 as fifty percent (50%) of Canton Township’s participation (as found in Exhibit A to
this Agreement) of Project Cost; and
Now, therefore be it resolved,

hereby approve the proposed Agreement between the Canton Township and the County of Wayne for the reconstruction of Beck

ments to Beck Road from Warren to Ann Arbor Trail (CIP ID 30-276) and was included in the annual budget adopted by this

approval be, and is hereby, granted authorizing an Agreement between the County of Wayne, Canton Township, and Plymouth
Township to provide for cost sharing in the reconstruction of Beck Road from Warren to Ann Arbor Trail, as recommended by
the Chief Executive Officer, the costs for which are estimated at $7,327,346 (which will be adjusted to reflect actual costs), and
which shall be expended from Account 201.44908.818080, 201.44908.702000; and be it further
RESOLVED,
that the Canton
Township and Plymouth Township will provide payment to the County of Wayne in the amount of a combined total of $116,725
(which will be adjusted to reflect actual costs), which represents the estimated amount of the Canton Township and Plymouth
Township’s participation in the Project Costs (as found in Exhibit A to this Agreement) which shall be deposited in Account No.
201.44905.583340; and be it further
RESOLVED,
that the Michigan Department of Transportation will provide Federal Aid in
the amount of $5,768,497 (which will be adjusted to reflect actual costs), and the Chief Executive Officer is authorized to nego-
tiate and execute the appropriate agreement to facilitate this funding which shall be deposited in Account No. 201.44905.548100;
and be it further
RESOLVED,
that the Chief Executive Officer be, and is hereby duly authorized to execute the aforementioned
contract on behalf of the County of Wayne. Director Faas explained this covers Canton’s share of the sidewalk component of
this project. Treasurer McLaughlin asked if the sidewalks will be on both sides of Beck Road from Warren to Joy. Director Faas
replied the sidewalk will only be on the east side of Beck. There were questions regarding exactly where the sidewalk will stop
as it gets closer to Colony Swim Club and Plymouth High School, Director Faas agreed to verify the exact location of the side-
walk and get back to the board.
Item G-2. Consider First Reading Of Code Of Ordinance Amendments To Part II, Chapter
78 Entitled “BUILDINGAND BUILDING REGULATIONS”, Article IV Entitled “EXTERIOR CONCRETE”, Sections
78-91 to 78-96. (MSD)
Motion by Bennett, supported by McLaughlin to introduce for first reading an ordinance which amends
the Township Code of Ordinance, Part II, Chapter 78 Entitled “Buildings and Building Regulations”, Article IV entitled “Exterior
Concrete”, Sections78-91 to 78-96; and. Motion carried unanimously. Motion by Bennett, supported by McLaughlin to table for
consideration the proposed text amendment to the Township Code of Ordinance and schedule a second reading on May 26, 2015.
Motion carried unanimously. Copies of the complete text of this Ordinance are available at the Clerk’s Office of the Charter

Approval of 2015 Fees for the Municipal Services and Clerk’s Department. (MSD)
Motion by Bennett, supported by
McLaughlin to approve the 2015 fee schedule for the Municipal Services/Clerk’s Department to be effective on/or before July 1,
2015. Motion carried unanimously.
Item G-4.Consider Increase Of Purchase Order No. 2014-2379 To Stantec Consulting
Inc. For Easement Drawing and Acquisition for the 2014 Ridge Road Water Main Extension Project. (MSD)
Motion by
Bennett, supported by Sneideman to increase P.O. 2014-2379 to Stantec Consulting Incorporated for the 2014 Ridge Road Water
Main Project to Stantec Consulting Inc. in the amount of $22,100 for a total not-to-exceed $83,700. Motion carried unanimous-
ly.
Item G-5.Consider Approval of a General Fund Budget Amendment to Engineering Right-Of-Way Maintenance.

Motion by Bennett, supported by Williams to approve the following budget amendment to the General Fund: Increase
Revenues: #101-000.695_0001 (Fund Balance Appropriation) $75,192; Increase Expenditures: #101-447-03.930_0050
(Maintenance & Repair Infrastructure) $75,192. Motion carried unanimously.
Item G-6. Consider Bid Award For Exterior
Painting Of The Bartlett-Travis House. (CLS)
Motion by Bennett, supported by McLaughlin to approve the bid submitted
by MasterCraft Coatings, Inc., 31376 Industrial Road, Livonia, MI 48150 to paint the exterior of the Bartlett-Travis House in the
amount of $15,840 to be paid from Account #101-740.930_0020. Motion carried unanimously.
Item G-7.Consider Award Of
Contract For State Government Lobby Services. (Supv)
Motion by Bennett, supported by Yack to award the contract for State
Government Lobby Services to Capitol Services, Inc. and authorize the Township Supervisor and Legal Manager to negotiate an
agreement with Capitol Services and upon negotiation of that agreement, for the Township Supervisor to sign on behalf of Canton
Township, in an amount not to exceed $36,000/year. Motion carried unanimously. Motion by Bennett, supported by McLaughlin
to approve the following budget amendment: Increase fund balance appropriation (101-000.695) for $21,000. Increase profes-
sional fees expense (101-200.801_0010) for $21,000. Motion carried unanimously.

Director Bilbrey-Honsowetz reminded the board of the Bark-in-the-Park Event on May 17 from 11:00 a.m. –
1:00 p.m. Also, the Farmers Market kicks off its season on May 17 from 9:00 a.m. – 1:00 p.m. (every Sunday rain or shine) at
Preservation Park. On Sunday, May 31 the Second Community Volunteer Day for the Partnership for the Arts and Humanities
at the cleaning up the property at the corner of Cherry Hill and Ridge. Treasurer McLaughlin commented River Day is Saturday,
May 30.

Coffee With A Cop served
Lifesavers are honored
On the job
Canton Township Deputy Fire Chief Chris Stoecklein, left, welcomed new fire-
fighter/paramedics Samuel Wieland and Gregory Derby to the department after
they took their oaths of office from Township Clerk Terry Bennett last week. Fire
Chief Josh Meier, right, congratulated the new firefighters who be required to
successfully complete three months of mentored orientation and training prior
to being on an assigned shift. The new firefighters will be on probation for one
year while they complete an extensive training program, Stoecklein said.
Canton Township residents can enjoy
Coffee with a Cop from 10 a.m. until noon
June 5 at Sky Zone Indoor Trampoline
Park.
The Coffee with a Cop sessions are
open to the public and provide a unique
opportunity for community members to
ask questions and questions and learn
more about the police department work
in Canton neighborhoods and business
districts.
The majority of contacts law enforce-
ment has with the public happen during
emergencies or stressful situations and
those are not the most effective times for
relationship building, a spokesperson
said. Coffee with a Cop breaks down bar-
riers and allows for relaxed one-on-one
interaction, he added.
The Canton Police Department will
host multiple sessions throughout the
community this year. Any business or
organization interested in hosting a 2-
hour session of Coffee with a Cop contact
the police department at (734) 394-5401.
Requirements to host a session of
Coffee with a Cop include having a
Canton location that is open to the public
and providing coffee for those who
attend.
Sky Zone is located at 42550 Executive
Dr. Childrenwill be permitted to jump on
the trampolines under staff supervision
during the event for $5.
The Canton Board of Trustees recog-
nized several Canton Leisure Services
staff members at the May 12 board meet-
ing for their recent life-saving rescues at
theSummit on thePark.
Canton Supervisor Phil LaJoy pre-
sented 20 Canton Leisure Services staff
with official board resolutions that recog-
nized their dedication to duty, outstand-
ing service, life-saving actions and com-
mendable contribution to the Canton
community.
Three groups of responders were hon-
