CONTINUATION OF OPERATINGMILLAGE
The Romulus Community Schools (the District) is authorized by State law to levy a voter-approved hold harm-
less millage on principal residences, qualified agricultural property, qualified forest property, supportive housing
property, industrial personal property and commercial personal property. The district levied 5.1314 mills in 2011.
The authority to levy this millage expired with the 2011 tax levy. This proposal would renew the District's
authority to levy up to 5.1314 mills for an additional five years (2012-2016).
To provide operating funds for the Romulus Community Schools, Wayne County, Michigan, shall the limitation
on the taxes that may be levied upon principal residences, qualified agricultural property, qualified forest proper-
ty, supportive housing property, industrial personal property, and commercial personal property in the District be
increased by 5.1314 mills ($5.1314 per $1,000 of Taxable Value), for a period of five (5) years, 2012 through
2016 inclusive? The estimate of the revenue the District will collect from combined taxes authorized herein if
the millage is approved and levied in the 2012 calendar year is approximately $2,160,000.00.

PY2012 CDBGACTION PLAN
On May 2, 2012, at 2 p.m. in Meeting Room D, lower level, Administration Building, 1150 S. Canton Center Road, Canton, Michigan,
there will be a public hearing on the PY 2012 Community Development Block Grant (CDBG) project proposals. The purpose of the
Action Plan is to identify projects and project funding levels for the PY 2012 CDBG program. The initial funding requests are: First
Step, $20,832; Growth Works, $6,000; Neighborhood Legal Services Michigan, $8,000; Wayne-Metropolitan Community Action
Agency, $5,500; Canton Township Leisure Services Volunteer Coordination, $4,000; Summit Scholarships, $2,500; Affordable Housing
Activities (housing rehabilitation), $206,761; Program administration, $63,619. Not all project proposals are necessarily listed, and not
all projects will be approved or funded at the requested amounts. The PY 2012 CDBG allocation is approximately $318,094. Written

The reconstruction of Goddard
Road from Huron River Drive at
Five Points to Romaine Street in
Romulus is expected to get under
way very soon. The section of road-
way has been rated theworstmajor
road in the city, according to
Department of Public Works
Director TomWilson.
Wilson said the roadwork on
Goddard will alter traffic patterns
for months, but the end result will
be amuch-improved roadway.
The existing concrete on
Goddard will be removed and
replaced with 8 inches of asphalt
pavement with concrete curb and
gutter. The project also includes
the installation of new sidewalk
ramps and improvements to cross-
walks.
During construction, Goddard
will become a one-way-only road
with all traffic going in the south-
bound direction (“out of town”).
Goddard will be closed to all north-
bound traffic during the entirety of
the constructionproject.
The official posted detour will
send all northbound traffic east to
Olive Street and then north on
Olive to Goddard. At Goddard,
motorists may turn left to proceed
south on Goddard or turn right and
continue into the downtown area.
Southbound travel will be main-
tained for the duration of the proj-
ect, which will allow traffic to exit
the downtown area via Goddard to
the Huron River Drive/Five Points
intersection.
During construction of the west-
ern half of Goddard, southbound
trafficwill be shifted onto the oppo-
site side of the road into what
would be the traditional north-
bound lanes.
The local adjacent side streets
to Goddard (Ferndale, Porter,
Neville, Bibbins, Jones, Romaine)
will be closed at Goddard during
construction. Residents will be
able to utilize Ozga Road and Olive
Street for local access.
Wilson stressed that all busi-
nesses and residences within the
construction limits will maintain
local access throughout the con-
struction. Signs will be placed
along the detour route and within
the construction zone letting
motorists know businesses along
Goddard will remain open during
construction and informing them
onhow to access these businesses.
“This is themost important road
project to us,” Wilson said. “We are
concerned about the businesses in
the area and the accessibility. We
areworking very hard tomake sure
the public is aware that businesses
are open andhow to access them.”
To that end, city officials have
already met with business owners
to discuss traffic flow and potential
detours - andmore are planned.
“They understand the need for
the road improvement,” Wilson
said.
The cost of the project is esti-
mated at $1 million - of which the
city is responsible for paying 20
percent. City funds for the road
project are provided by state Act
51, commonly known as the “gas
tax.”

Romulus will become a popular
destination for road crews through-
out the year and into 2013. The
Michigan
Department
of
Transportation is repairing bridges
and improving signage on I-94 and
I-275, including sections of the free-
way passing throughRomulus.
Wayne County is overseeing the
spring road construction in both
directions of Wayne Road between
Van Born and Ecorse roads. The
project will feature an overlay over
the 1-mile stretch with some side-
walk improvements.
The Wayne Road project also is
estimated at $1 million. The
Federal Highway Administration
will fund 80 percent of the project
with Wayne County and the City of
Romulus each picking up 10 per-
cent of the cost.
The reconstruction of the
Ecorse and Merriman road inter-
section is also expected to begin
soon. The roadwork includes a por-
tion of Merriman Road to the
south. The projected cost to the city
is $80,000, which is 10 percent of
the estimated cost of the project.
Two water main replacement
projects are in the design phase.
One location is Middlebelt Road
between Ecorse and Wick roads.
Another is along Wickham Road
near a number of hotels in the city.
The Goddard Road water main
project is complete, with restora-
tion continuing in the spring
between Middlebelt and Inkster
roads.

Visteon complex is sold
Car shows win council OK
One of the most expensive pieces of real
estate in Van Buren Township has been sold
formore than $80million.
Visteon Corp. sold the Van Buren
Township headquarters, originally known as
Visteon Village when it originally opened in
2004, to SovereignPartners, LLC, aNewYork
real estate firm. The price has been reported
at $81.2million.
The sale, finalized last week, includes a
15-year lease for Visteon to continue to occu-
py about 527,000 square feet in what was
renamed the Grace Lake Corporate Center.
Sovereign will now manage and control the
remainder of the 10-building, 287-acre facili-
ty where major tenants are General Electric
and Dana Holding Corp. General Electric
currently leases about 285,000 square feet for
the Advanced Manufacturing and Software
Technology Center and Dana occupies about
67,500 square feet.
Employees were told last year that the
sale of the property, "would generate signifi-
cant cash that could be better deployed to
further our business objectives" by Jim
Sistek, theVisteon chief information officer.
The property was originally constructed
with a $15.4 million tax credit from the
Michigan Economic Development Corp.
Visteon had 3,000 employees at the site and
one time, but only about 1,200 after the com-
pany emerged from a 16-month bankruptcy
proceeding in 2010.

Driversmay be cruising downMainStreet
inBelleville every night this summer.
Members of the Belleville City Council
unanimously agreed to close part of Main
Street from 6-9 p.m. on Mondays from June 4
through Sept. 24 for a Cruisin' on the Bayou
car show.
Main Street will be closed from Fifth to
Third Street to accommodate the event
which organizer Dan Wilson said would
bring families to the city who would patron-
ize area businesses while visiting. Wilson
told council members that he expected to
attract people to the family event which will
feature cars valued at up to $30,000. He also
plans to have a disc jockey and some activi-
ties for children. Only vendors approved by
the citywill be allowed at the car show.
The organizers are to report to the city
after the first four Friday night events to
ensure that all concerns have been
addressed andno new issues have arisen.
