Reaume responded by asking Villet, “Who
do youwork for?”
At the same time, Balow began pounding
forcefully on a table and shouting at Villet,
“You will not speak at this meeting,” and
association vice president Ted Barker and
another man began forcefully ushering
Villet to the door.
“Do you want me to call the officer from
outside?Balowshouted at Villett.
As Villet was being evicted, Balow contin-
ued shouting at one member of the audi-
encewho videotaped the incident.
Witnesses reported that a township
police car was, in fact, patrolling the parking
area during the scheduledmeeting.
Villett said later that he “just wanted to
ask a question. I couldn't even get three
words out before they grabbed at me. I was
shocked. I didn't do anythingwrong.”
According to several subdivision resi-
dents, the annual meetings are usually open
to the public and identification has never
been checked at the door of meetings since
the associationwas chartered in 1958.
This year, four of the six current board
members were positioned at the entry into
the meeting sitting at registration tables,
checking identifications and status of those
who entered. At least one man, who
explained that he was there to observe only
and listen to Reaume, was turned away by
Balow. Balow said at the beginning of the
meeting that he had turned away two people
at the door and asked that anyone who was
not a Lake Pointe resident in good standing
leave.
Reaume's statements regarding the level
of emergency medical and fire service were
challenged by Lake Pointe resident Susan
Bondy. She responded to Reaume's state-
ment that residents were “getting better pro-
tection now.” Bondy asked Reaume, “Are
you aware of how many missed calls there
are on the township records forHVA (Huron
ValleyAmbulance)?
Reaume said that he did not have the
answers, “…but our dispatchers cannot
answer questions for patients like HVA
can.”
The fire department reports of missed
calls has been obtained by Bondy who also
asked Reaume to discuss the 1-mill special
assessment to support the fire, emergency
medical and advance life support services
4,000 residents petitioned to have on a ballot
for a public vote.
“In essence, Mr. Reaume, you were in
court four times and when ordered by the
court to place the fire department services
on the ballot you changed the ballot lan-
guage to 10 mills. I just want everyone here
to know that,”Bondy said.

HEARING OFFICER'S FINDINGS
A public hearing was conducted on the above hearing dates in accordance with City
Ordinance 1472 relative to the City of Wayne's request to declare the subject property a
dangerous building and order such alterations, repairs, or rehabilitations or, in the alterna-
tive, the demolition and removal of dangerous building(s) located on the subject property.
A hearing was conducted on January 11. 2012 and continued on April 18, 2012
("Hearing"). Richard Immerfall and Joleen Immerfall attended the hearing. Results of the
inspection reports were presented to the Hearing Officer at the hearing. No written or oral
objections to the City's inspection reports were received.
Testimony having been presented by Keith Montresor, the Building Inspector for the City
of Wayne, wherein he testified that the following violations existed at the subject property:
VIOLATION NOTICE:
1. Structurally unsound roof, deck, and walls
2. Structural damage as described in Packer Engineering Report dated January 1, 2011
3. Broken windows and boarded doors
4. Water, gas, and electric turned off
5. Certificate of Occupancy required prior to occupancy
6. Ordinance 1472. Section 2. Subsections a, b, c, d, e, f, q, h, i, k
After personal inspections of the exterior and interior of the subject property by the
Hearing Officer, the Hearing Officer concurs with the above findings of the building offi-
cial, in addition to making his own observations that additional violations exist as follows:
EXTERIOR:
1. Roof: Heating/AC System removed from roof
2. North Wall: open, penetrations; open to weather and vermin: significant outward
bowing of upper block wall cracked, mortar, block and roof separations from
wall: large vertical crack north wall, comer around to roof deck.
3. East Wall: Open, penetrations in block and mortar
4. South and West walls: boarded up windows, missing glass with cracked mortar
INTERIOR:
1. Noticeable separation of the north supporting exterior wall and roof deck
2. Visible open penetrations of north wall
3. Visible movement of roof deck from supporting wall in crucial areas
4. Finished ceiling assembly missing
5. Broken glass, ceiling tiles, and other debris on floor
6. Several areas where structural integrity is in question at the roof and wall
connections
7. Utilities are off and disconnected.
ORDER
This matter having come on for hearing and the above findings being presented;
IT IS HEREBY ORDERED that all buildings (and accessory structures) located at
2951 S. Wayne Road, Wayne, Michigan are dangerous building/structures.
IT IS FURTHER ORDERED that the findings of the city Engineer are hereby sus-
tained;
IT IS FURTHER ORDERED that should the owner/interested person(s) fail to com-
ply with this Order, the City of Wayne is ordered to correct the violation by demolition
and charge to the owner/interested person(s) its cost in accordance with City Ordinances.
IT IS FURTHER ORDERED that a hearing shall be conducted before the
City of
Wayne's Appeal Board
on
June 18. 2012 at 7:00 p.m.
, (the third Monday of the month
following the expiration of 30 days from the date of this Order), which will be at
City
Hall, 3355 S. Wayne Road. Wayne, Michigan 48184
, for the purpose of affirming the
action herein. You may attend and show cause why this Order should not be affirmed by
the Appeal Board as the final order regarding the demolition of the property noted herein.

OPERATION AND MAINTENANCE OF EXISTING STREET LIGHTING
SYSTEMS IN THE CITY OF WAYNE
TO OWNERS OF LAND ADJACENT TO ALL LOCALAND MAJOR ROADS
IN THE CITY OFWAYNE THAT CURRENTLY HAVE STREET LIGHTING:
PLEASE TAKE NOTICE that the City Council of the City of Wayne desires to consider
the Report and recommendation of the City Manager concerning a special assessment to:
Maintain and operate the existing street lighting systems on local and major roads in the
City of Wayne and, for a ten year period, to assess the operation, maintenance, and admin-
istration costs of the existing systems, except the City's portion of the cost of the green
street lights in the Downtown area, to lots and parcels in the City of Wayne currently so
serviced.
TAKE FURTHER NOTICE, that the City Council will meet on the 15th day of May, 2012
at 7:00 pm at the Wayne Community Center, 4635 Howe Rd., Wayne, MI 48184, for the
purpose of hearing any person to be affected by the proposed assessment, and to deter-
mine whether to proceed towards making a special assessment.
Pursuant to Public Act 64 of 1989, an owner, party in interest, or his or her agent: (1) may
appear in person at the hearing to protest the special assessment; (2) may file an appear-
ance and protest by letter, at the hearing; or (3) may file an appearance and protest by let-
ter prior to the hearing, in the Office of the Wayne City Clerk, 3355 South Wayne Road,
Wayne, Michigan, during regular office hours. A written appeal may be filed with the
State Tax Tribunal within thirty (30) days after a final confirmation of a special assess-
ment roll, only if that assessment was protested at this hearing, or at a public hearing to
confirm the roll.
