exceed $11,750,000 to refund the Authority’s outstanding 2006 Tax Increment Recreation Center Bonds. The
refunding is being done to achieve debt service savings on the 2006 Bonds.

Refunding Bonds (Limited Tax General Obligation) to authorize the issuance of bonds in an amount
not to exceed $4,600,000 to refinance the City’s outstanding 2006 Capital Improvement Bonds which were orig-
inally issued for the purpose of paying the costs of improvements to the Water Supply and Sewage Disposal
System of the City, including water main replacements. The City has the ability to achieve interest cost savings
by refunding bonds to take advantage of lower interest rates in the bond market.

Gina Steward, Telegram Newspaper, spoke about Black History Month. A resident commented about an employ-
ee using city address for non-profit organization and also inquired about employees fringe benefits. A resident
asked if the employee’s name could be revealed who allegedly is using the city address for a non-profit organi-
zation. (Name not revealed). A resident commented on the funding for the RAC.

Councilwoman Abdo spoke about the Wolverine Pipeline information. Councilman Wadsworth commented that
there are no street lights at the corner of Ecorse and Ball Road.

30-foot side yard setback is required. The applicant is proposing the development of 5 industrial

Metro Detroit Signs (Travelodge). The public hearing will be held at the Romulus City Hall Council

The Board of Zoning Appeals has set the public hearing to consider the following:

Sign Area Variance.
Variances from Section 48-7 of the Sign Ordinance to allow two (2) 96.9-
sq. ft. (193.8 sq. ft. total) pylon signs. The Ordinance allows a pylon sign of up to 64 sq. ft. per
side (128 sq. ft. total area) in the RC, Regional Center District.
2.
Sign Height Variance.
Variances from Section 48-7 of the Sign Ordinance to allow a 39-foot
high pylon sign and a 28-foot high pylon sign. The Ordinance allows pylon signs up to 20 feet
in height in the RC District.
The existing Red Lion signs will be replaced with Travelodge signs.

Barth Elementary School students
demonstrated their developing leader-
ship skills to a crowd of visitors last week
during their annual LeadershipDay.
The event allows students to showcase
how being a “Leader in Me School” has
improved the overall learning environ-
ment, educators said. Throughout the day
students performed a musical act, hosted
tours for parents and shared their daily
responsibilities.
Educators at Barth have implemented
the Seven Habits of Highly Effective
Peoples created by Steven Covey, ideals,
and principles in the classrooms. The
habits are designed to prepare students
for success by developing their self-confi-
dence and teamwork skills. The habits
comprise timeless principles that help
individuals cultivate personal and inter-
personal effectiveness, administrators
said.
Barth Principal David Thompson said
he believes his staff and students have
rallied around the program and it has
created a positive atmosphere.
“Everyone has the ability to lead, for
some it just needs to be developed,” he
said.
The “Leader in Me” framework is also
designed to support national and state
academic standards. The process teaches
the skills needed for academic success in
any setting and provides a logical,
sequential and balanced procedure for
schools to design an ideal culture and a
vision.
“After visiting other Leader in Me
Schools I knew it was a perfect fit for our
students and what we are trying to
accomplish at Barth Elementary,”
Thompson said.
The City of Romulus will take delivery
of some new fire equipment without any
cost to taxpayers.
The city has received a $15,000 grant
fromAAAMichigan to purchase a Jaws of
Life system as well as three lifting airbags
touse at crash sites.
Deputy Fire Chief Kevin Krause said
the equipment was the best choice for the
community in both the short term and the
long term.
“We look at the most cost-effective pur-
chase, not only for the initial purchase but
also the futuremaintenance andwe factor
in those costs as well,” he said. “That's
how we decide what we're going to apply
for in the grant itself.”
The city waived the regular bidding
process in order to receive the grant, but
Krause said that the department
researched the gear, the best outfitters
and costs as part of the process of writing
the grant.
“You have to be very specific about
what you are writing the grant for; you
have to provide quotes for that system
and, upon the reward, that's what you
have to purchase,” he said.
The air bags will replace older equip-
ment that is no longer usable, he added.
The fire department also entered into
a one-year contract with HealthLink
Medical Transportation for private ambu-
lance services. HealthLink is the most
experienced of the three companies that
responded to the sealed bidding process,
and the fees were in line with the other
two. Technologywas also a factor.
The ambulance crews will be stationed
at Fire station III at Wayne and Ecorse
roads.
“It allows us to work in tandem with
them to cover both areas of the city,”
Krause said.
