Westland may refinance Taylor Towers building
Wayne police seeking leads in death
Former mayor’s son mourned
James Goolsby of Wayne is the
latest on a long list of those who
have been helped by a veterans
project supported by Ford Motor
Co. and theUnitedAutoWorkers.
He's as grateful as if he were
the first one the groups has ever
helped.
The program is part of a United
Way effort to assist disabled resi-
dents across the area and to date
volunteers have built more than
350 handicapped ramps at area
homes for those inneed.
Goolsby, who was with the U.S.
Army Special Forces in both
Korea and Vietnam, received a
ramp at his Wayne home on Jan. 3.
The ramp was constructed with
donated materials and volunteer
labor and according toBill Helwig,
the AFL-CIO community services
labor liaison for the United Way
organization, the cost would have
been about $6,000-$8,000.
“James is one of the many who
fall between the cracks and aren't
able to get the care they need,”
Helwig told members of the
Wayne City Council at a recent
meeting. The council honored the
volunteers and the programwith a
city resolution commending them
for the work they have done to
help local residents.
“It's great to get someone out
into the community,” Helwig said.
“They are jailed in their one
home. We had two people who
would have been trapped by fire
but were able to get out thanks to
the ramp,” he told the council
members.
The ramps can be built year
round and are constructed so that
they can bemovedwhen no longer
needed, Helwig said.
“Ford has expanded the pro-
gram into other states,” he said.
Those who may qualify and need
help can call 2-1-1 to reach United
Waywhichhas a 24/7 referral line.
Goolsby said the volunteers
showed up rain or shine at 8 in the
morning and didn't even stop for
coffee so they could keep up the
work.
The City of Westland may soon
refinance Taylor Towers in an
effort to create a fund for capital
improvements in the city.
According to Westland Mayor
William Wild, the city has no debt
against the senior apartment build-
ing which should appraise for
about $10 to $12 million. Wild cau-
tioned that there has been no real
estimate of how much the refi-
nance of the building would raise
for the city.
He said that the city council
members approved a resolution
allowing funds from the refinanc-
ing of the 266 unit building to be
placed in the capital improvement
project fund.
The Thomas Taylor Towers,
named for former Mayor Thomas
Taylor, was built in 1979. Recently,
the city completed more than $2
million in upgrades and repairs to
the building, including repair of
water leaks in a first-floor addition,
resurfacing and repair of the 31,000
square foot parking lot, replace-
ment of water service booster
pumps, new doors in the vestibules
with new frames and hardware
and an upgrade of the building fire
alarm. Also included in the project
were two new elevators and 600
new windows to provide more
energy efficiency,Wild said.
Wild said that the mortgage on
the building had been paid off for
two years. The city then put those
payments into an escrow account
used to fund the needed repairs
andupgrades to the building.
“My philosophy is that as a city-
owned building, it is the responsi-
bility of elected officials to pre-
serve the asset, and failure to reno-
vate the building would have led to
the inability to provide the proper
services to residents,”Wild said.
Occupancy at the Taylor Towers
is restricted to those 62 years of age
or older or those who are disabled.
The building offers a computer
room, game and exercise rooms for
residents.
Information is still being sought
in the investigation of the death of
a 69-year-oldman inWayne.
Wayne police officers went to
the home in the 3500 block of
Glenwood on Jan. 17. The man had
usually been seen in the area and
frequented local businesses,
according to police reports. When
he had not been seen, police were
notified and went to the home for a
"welfare check" police said.
Officers found the deceased
man in his living room and there
were obvious signs he had been the
victim of foul play, according to
police reports. It was determined
that he had been stabbed to death.
There was no immediate evidence
of any forced entry into the home,
officers reported.
Police have been unable to
determine an exact time of the
man's death, officers said, and have
little evidence to date in the inves-
tigation.

Leslie John Taylor, the son of
former Westland Mayor Tom
Taylor, diedFeb. 13.
Mr. Taylor, 50, was a Wayne
resident who grew up in
Westland. He was a long-time
FordMotor Co. employee.
Among his survivors are his
wife, Kathleen L. Becker
Taylor; his daughter, Sarah
Taylor; two sons, Michael A.
Taylor and Robert J. Taylor; his
parents, Phyllis and Thomas
Taylor; siblings, Cynthia
McBride, Raymond (Patricia)
Peterson, Thomas Taylor and
Tamara (Matthew) Matsui, and
a host of other relatives and
friends.
Mr. Taylor was preceded in
death by his brothers, Michael
Anthony Taylor and Zachary
Scott Taylor.
Funeral services were at the
Uht Funeral Home in Westland
withFr. JackBaker officiating.
Cremation rites were accord-
ed.
