A regular meeting of the Board of Trustees of the Charter
Township of Canton was held Tuesday, January 13, 2015 at 1150 Canton Center S., Canton, Michigan. Supervisor LaJoy called
the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag.
Roll Call

Director Mutchler, Kristin Kolb. Adoption of Agenda: Motion by Bennett supported by Anthony to approve the Agenda. Motion
carried unanimously.
Approval of Minutes
: Motion by Bennett, supported by Sneideman to approve the Board Minutes of
December 9, 2014. Motion carried unanimously.

CONSENT CALENDAR: Item C-1
. Motion by Bennett, supported by McLaughlin to set the
public hearing for February 24, 2015, to consider the Industrial Facilities Exemption application for Greenfield Die and
Manufacturing real property at their facility located at 7295 Haggerty Road. Motion carried unanimously.

Motion by Bennett, supported by McLaughlin to authorize the Clerk to sign the Intergovernmental
Agreement between Wayne County and Canton Township for Improvements to Griffin and Freedom Parks and to authorize the
Finance Department to make necessary budget adjustments to record the Wayne County contribution. Motion carried unani-
mously.
Item C-4.
Motion by Bennett, supported by McLaughlin to re-appoint Greg Trombley, Joseph Philips and Bob Paciocco
to the Building Board of Appeals for a new term to expire January 31, 2016. Motion carried unanimously.
Item C-5.
Motion by
Bennett, supported by McLaughlin to approve Resolution 1; Permit A-15038 allowing for routine maintenance of sanitary sew-
ers and water mains including inspection and repair, along with dust palliative applications, sidewalk repair and replacement, to
authorize the Township Clerk as the designated officer to sign the 2015 Annual Permit for Wayne County Department of Public
Services. Motion carried unanimously. Motion by Bennett, supported by McLaughlin I move to approve Resolution 2; Permit
A-15093 allowing the township to occupy the right-of-way for pavement repair and restoration in 2015, and authorize the
Township Clerk as the designated officer to sign the 2015 Annual Permit for Wayne County Department of Public Services.
Motion carried unanimously. Motion by Bennett, supported by McLaughlin to approve resolution 3; Permit A-15081 allowing
the township to perform Special Events which temporarily occupy the Wayne County Road right-of-way in 2015, and authorize
the Township Clerk as the designated officer to sign the 2015 Annual Permit for Wayne County Department of Public Services.
Motion carried unanimously.
Item C-6.
Motion by Bennett, supported by McLaughlin move to waive the Finance Purchasing
Policy requiring formal bids as these items are supplied under a sole-source contract through ETNA Supplies. Motion carried
unanimously. Motion by Bennett, supported by McLaughlin to accept the quote from Etna Supply Company and approve a pur-
chase order not to exceed $464,634.50 and authorize the Public Works Division to purchase the necessary meter equipment and
supplies. Motion carried unanimously.
Item C-7.
Motion by Bennett, supported by McLaughlin to approve an extension of the
contract for the 2015 Tree Maintenance Project to Crimboli Nursery for a not to exceed amount of $8,000. Motion carried unan-
imously.
Item C-8.
Motion by Bennett, supported by McLaughlin to approve an extension of the contract for the 2015 Tree
Removal and Pruning Projects to Owen Tree Service for a not to exceed amount of $10,000... Motion carried unanimously.

Motion by Bennett, supported by McLaughlin to waive the bid process Motion carried unanimously. Motion by Bennett,
seconded by McLaughlin to award the purchase of 1,870 recycle bins to Rehrig Pacific Company, 1738 West 20th Street, Erie
PA for a not-to-exceed amount of $12,472.50. Motion carried unanimously.

McLaughlin to authorize the payment of the Township’s bills as normally scheduled, subject to prior review by the Clerk and
Treasurer, when no regular Board Meeting is scheduled. Motion carried unanimously.

Motion by Bennett, supported by McLaughlin to approve the following resolution:
RESOLUTION OF BOARD OF
TRUSTEES CHARTER TOWNSHIP OF CANTON Final Site Plan for Westridge Estates Site Condominium - Phase 1
WHEREAS,
the Project Sponsor, Toll Brothers, has requested final site plan approval for Phase 1 of Westridge Estates of Canton
Site Condominium to be located south of Ford Road between Ridge and Napier Roads on parcel no. 069-99-0009-000 and a por-
tion of parcel no. 069-99-0010-700; and,
WHEREAS,
the Planning Commission reviewed the site plan and made a recommen-
dation to approve the request to grant final site plan approval conditioned upon submission of all outstanding documents and
financial securities, as summarized in the attached written analysis and recommendation; and,
WHEREAS,
all of the conditions
for final site plan approval have been satisfied.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter
Township of Canton, Michigan does hereby approve the request of the petitioner to approve the final site plan for Phase 1 of
Westridge Estates of Canton Site Condominium, subject to any and all state and local development regulations and further sub-
ject to any conditions recommended by the Planning Commission and staff, as described in the analysis and recommendation
attached hereto and made a part hereof. Motion carried unanimously.

to approve the following resolution:
BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Final Site Plan for
Morton Taylor Estates WHEREAS,
the Project Sponsor, Mr. Nick Mancinelli, has requested site plan approval for Morton
Taylor Estates to be located on Morton Taylor Road between Palmer and Cherry Hill Roads, identified as tax EDP #091-99-0001-
712 and 091-99-0001- 713; and,
WHEREAS,
the Planning Commission reviewed the site plan and made a recommendation to
approve the request to grant final site plan approval, as summarized in the attached written analysis and recommendation.
NOW
THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does hereby approve
the request of the petitioner, Mr. Nick Mancinelli, to approve the final site plan for the proposed Morton Taylor Estates subject
to any and all state and local development regulations and further subject to any conditions recommended by the Planning
Commission and staff, as described in the analysis and recommendation attached hereto and made a part hereof. Motion carried

Commission reviewed the site plan and made a recommendation to approve the request to grant site plan approval, including con-

Board of Trustees of the Charter Township of Canton, Michigan does hereby approve the request of the petitioner Mr. Eric

Bennett, supported by Sneideman to introduce for first reading an ordinance which amends Chapter 18 of the Canton Township
Code of Ordinances, entitled “Businesses” by adding a new Article VI entitled “Smoking Lounges.”. Motion carried unani-
mously. Motion by Bennett, supported by McLaughlin to table for consideration the proposed text amendment to the Township
Code of Ordinances and schedule a second reading for February 10, 2015. Motion carried unanimously. Motion by Bennett,
supported by McLaughlin to introduce for first reading a text amendment to Appendix A of the Canton Township Code of
Ordinances, the Zoning Ordinance. Motion carried unanimously. Motion by Bennett, supported by McLaughlin to table for
consideration the proposed text amendment to the Township Code of Ordinances and schedule a second reading for February 10,
2015. Motion carried unanimously.
Item G-5:
Motion by Bennett, supported by McLaughlin to award Phase 2 of the Founders
Woods Detention Basin Restoration Project to PlantWise, LLC for a total amount not to exceed $28,000. Motion carried unan-
imously.
Item G-6:
Motion by Bennett, supported by McLaughlin to authorize the payment to Harris Computer Systems for the
CityView annual software maintenance fees, for a total cost not-to-exceed of $47,678.93. Funds are available in the 2015 Budget
in the accounts specified. Motion carried unanimously.
Item G-7:
Motion by Bennett, supported by Williams to approve a budg-
et amendment to increase the expense account #402-302.801_0040 Professional and Contracted Services by $37,995 and to
increase the revenue account #402-000.695 Fund Balance Appropriation by $37,995. Motion carried unanimously. Motion by
Bennett, supported by McLaughlin to award a contract for construction services for the replacement of the electrical equipment
at the Commerce Drive lift station to Rauhorn Electric in an amount not-to-exceed $37,995 which includes a ten percent contin-
gency; and further authorize the Township Supervisor and Clerk to sign the contract on behalf of the Township. Motion carried
unanimously.
Item G-8:
Motion by Bennett, supported by McLaughlin to approve the following $4,010 budget amendment:
Increase Revenues: Transfer from fund balance Account #101-000.695 by $4,010; and Increase Expenses: Capital Outlay
Vehicles Account #101-270-50.970_0040 by $4,010. Motion carried unanimously. Motion by Bennett, supported by
McLaughlin to approve the purchase of fourteen vehicles totaling $489,785 as depicted in the spreadsheet. Motion carried unan-
imously.
Item G-9:
Motion by Bennett, supported by Williams to award a contract for engineering consulting services for park-
ing lot paving projects at the Summit East lot, Administration Building lot, and the Tennis Courts to Mannik & Smith Group in
an amount of $47,420 plus a 10% contingency amount of $4,720 for a total not-to-exceed amount of $52,162. Motion carried
unanimously.
Item G-10:
Motion by Bennett, supported by McLaughlin to award a contract for engineering consulting services
for the parking lot paving project at the Summit West lot and the 2015 Sidewalk Gap Program to Northwest Consultants, Inc. in
an amount of $53,322.50 plus a 10% contingency amount of $5,332.25 for a total not-to-exceed amount of $58,654.75.. Motion
carried unanimously.
Item G-11:
Motion by Bennett, supported by Sneideman to authorize an extension of one year to the
Agreement of Sale of Petroleum Products between Canton Township and RKA Petroleum Companies for the purchase of unlead-
ed gas and diesel fuel for Parks and Golf Maintenance to RKA Petroleum Companies, 28340 Wick Road, Romulus, MI 48174
in the amount of $110,000 with funds to be paid from the Parks Budget Account #101-270-50.860/Transportation and the
Pheasant Run Golf Club Budget Account #584-756 75.860/Transportation. Motion carried unanimously.
Item G-12:
Motion by
Bennett, supported by Williams to approve the increase to the Election Inspector wage scale as follows: Precinct Chairperson -
$190.00; Precinct Vice-Chairperson - $180.00; and Election Inspector - $155.00 per day of work. The Training Class reimburse-
ment is $20.00 per required class. Usage of Personal Cell Phone - $20.00 for Election Day to the designated user in each precinct.
Motion carried unanimously. Motion by Bennett, supported by Williams to approve the following budget amendment Increase
Revenue (Reimbursement Miscellaneous 101-000.686_0004) by $47,000 Increase Expense (Part-Time Wages 101-
191.708_0015) by $15,000 Decrease Revenue (Fund Balance Appropriation 101-000.695) by $32,000... Motion carried unani-
mously.
ADDITIONAL PUBLIC COMMENT:

meeting. 2. Will Cothron spoke to the Board. He is working on his Eagle Scout designation. 3. Trustee Anthony recognized
Chief Mutchler. 4.Trustee Sneideman noted that there are two significant fund raising opportunities coming up. March 6 th ,
Partnership for the Arts, Steve King and the Dittlies concert, March 7,and a Community Foundation event at “The Henry Ford”.
5. Trustee Williams asked about Wayne County Road funding projects to the local HOA’s and planning a study session on recy-
cling with use of larger bins,and truck pick up 7.Director Honsowetz reminded the board of the Tribute to Martin Luther King
on Monday 1-19-2015.

A Dearborn Heights man has
been arrested and charged in the
assault of two Macy's employees
Dec. 19.
According to police reports,
23-year-old Xavier Parkes was
arraigned on charges of unarmed
robbery, retail fraud, aggravated
assault and assault and battery
on Jan. 17.
Parkes was captured after he
fled his Dearborn Heights resi-
dence on foot whenWestland offi-
cers went to question him about
the incident. He was captured
after a short foot chase, according
to police reports.
Parkes is accused of assaulting
two Macy's employees after he
had been detained in the store by
the two loss prevention officers
who accusedhimof shoplifting.
The two employees escorted
the suspect into an office in the
store at Westland Shopping
Center. While the two women
were attempting to handcuff the
suspect, they told Westland
police, the man began punching,
kicking, choking and pulling
away from them. He allegedly
knocked both women to the floor
during their attempts to restrain
him. The women told police that
the man stomped on the chest of
one of the women while she was
lying on the floor. The twowomen
attempted to pursue the suspect
as he fled the office but were
againpushed to the floor.
The women told police that
the man took one of the employ-
ee's cell phones as she was
attempting to call for help.
Both the women reported
injuries from the assault. One suf-
fered a concussion and a
sprained wrist while the other a
swollen knee and bruises and
contusions to her face and arms.
Jadie Settles has been named
Romulus Public Safety Director byMayor
LeRoyBurcroff.
Settles had been appointed to the posi-
tion on an interim basis in November, fol-
lowing the retirement of JohnLeacher.
Burcroff announced Settles new title
at a meeting of the Romulus City Council
members earlier thismonth.
“For the past several months working
in the city and for themany years prior as
a deputy chief with the Wayne County
Sheriff's Department, Jadie has always
shown outstanding leadership abilities,
professionalism, and a strong desire to
provide great services to citizens and I
am confident that he will work with our
existing police, fire, and ordinance per-
sonnel, as well as with our residents, to
continue to improve upon the great serv-
ices our public safety departments pro-
vide on a daily basis,” Burcroff said at the
meeting.
Settles, the first African American to
serve as Public Safety Director in
Romulus, came to the city last spring to
serve as the city ordinance director. “He
did an outstanding job in the Ordinance
Department and was able to duplicate
the outstanding performance while work-
ing as the Interim Public Safety Director
over the past few months, making the
decision to appoint him permanently
very easy,”Burcroff said.
Members of the Westland City Council
awarded a contract for architectural serv-
ices to move the Dorsey Center into a
Norwayne elementary school.
The contract, not to exceed $36,706,
was awarded to the low bidder on the
project, the Sidock Group, based in
Wyandotte. The same firm provided the
architectural design on the new city fire
station. The former Dorsey Center will
now be housed in the converted
Jefferson-Barns Elementary School,
closed in 2010 by the school district. Plans
include the move of the Community
Development Department, the Nankin
Transit Authority, the Norwayne Boxing
Club and a police mini-station into the
former school, which is much larger than
the former Dorsey Center. Other commu-
nity and non-profit groups could also be
housed in the new facility.
The Norwayne subdivision has been
listed on theNational Register of Historic
Places, the official federal list of cultural
resources worthy of preservation. The
homes were constructed in 1942 as hous-
ing for workers at the Willow Run
Bomber Plant during World War II. At
one time, the neighborhood was home to
20,000 residents.
Constructed in 1942, the Norwayne
neighborhood is Westland's oldest subdi-
vision. It was erected during World War
II.
