Following voters' approval of
two proposals for a new district
library, the project ismoving for-
ward.
Members of the library board
approved the hiring of a con-
struction manager and asked
architect Dan Whisler to pre-
pare specifications and requests
for proposals from bidders at
their first meeting following the
Nov. 8 vote. They also confirmed
the bond financial advisors for
sale of the bonds to help fund
the construction along with the
bond attorney. Land acquisition
consulting and contract review
will be performed by John Day,
the current attorney for the
library.
Whisler told the board mem-
bers that his architectural firm,
Daniels and Zermack, will be
starting on the final drawings
for the new building and that
changes could be made into the
final plans.
The board confirmed its
bond financial advisers for bond
sales and bond investment/asset
management, as well as the
bond attorney. Day will do con-
tract reviews and land acquisi-
tion consulting.
Whisler presented 15 recom-
mendations to the board mem-
bers, including environmental
assessment studies of vacant or
occupied parcels of land to be
acquired. The library building
committee members will meet
and consider options and deci-
sions to send on to the full
board.
John Juriga, a member of the
board, suggested that the con-
struction utilize as much local
labor as possible. Whisler said
that condition would require
written guidelines from the
board members as to the defini-
tion of local.
“It has to be thought through
and spelled out,”Whisler said.
The architect estimated that
a construction manager would
be in place by the end of the
year and that it would be 10-12
months before ground could be
broken on the new building,
estimated at about $10 million.
The construction will take 18-24
months,Whisler said.
Mary Jane Dawson, chair-
man of the marketing commit-
tee, made a motion that when
the ground is broken a list of
board members be invited to
take part in “digging the dirt
and cutting the ribbon.” Juriga
seconded the motion and it was
unanimously approved.
