A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, October 28, 2014 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:02 p.m. and led the Pledge of Allegiance
to the Flag.

Ken Bhuva to the Commission for Culture, Arts & Heritage for three-year terms to expire December 31, 2017. Motion carried

Item C-2. Consider 2014 Meeting Dates for the Building Board of Appeals (MSD)
Motion by
McLaughlin, supported by Williams to establish the Canton Township’s Building Board of Appeals meeting schedule for the year
2015. Meetings will be scheduled as needed and will be held at the Charter Township of Canton Administration Building, 1150
S. Canton Center Road.

Item C-4. Consider 2015 Meeting Dates for the Zoning Board of
Appeals (MSD)
Motion by McLaughlin, supported by Williams establish the Canton Township Zoning Board of Appeals meet-
ing schedule for the year 2015 as follows: Second Thursday of each month at 7:00 p.m. to be held at the Charter Township of
Canton Administration Building, 1150 S. Canton Center Road. Motion carried by all members present.

RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Final Approval of the River
Hill Ridge Planned Development WHEREAS,
the Project Sponsor has requested final approval of the River Hill Ridge
Planned Development, located north of Proctor Road between Denton and Ridge Roads on parcel nos. 075-99-0004-003, 075-
99-0013-702, 076-99-0002-000, and 076-99- 0004-000; and,
WHEREAS,
the Planning Commission voted to recommend final
approval based on the findings that the proposed development plan is consistent with the goals and objectives of the
Comprehensive Plan; and,
WHEREAS,
the Board has reviewed the planned development and determines the proposal to be
consistent with the Zoning Ordinance regulations and development objectives subject to the conditions outlined in the Planning
Commission recommendation and recommendations attached hereto and made a part hereof.
NOW THEREFORE BE IT
RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does hereby approve the Final PDD for River
Hill Ridge, as the proposed development provides a compatible transition from Cherry Hill Village, preserves and protects the
Rouge River Corridor and provides a pedestrian bridge across the Rouge River and completes the path system to Proctor Road,
allowing a connection to Independence Park and the Hamlet.
Item G-2. Consider Approval of the Preliminary Site Plan for
Cherry Hill Village South Site Condominium (MSD)
Motion by McLaughlin, supported by Sneideman to approve the fol-
lowing resolution. Motion carried by all members present.
RESOLUTION OF BOARD OF TRUSTEES CHARTER
TOWNSHIP OF CANTON Preliminary Site Plan for Cherry Hill Village South Site Condominium WHEREAS,
the
Project Sponsor has requested preliminary approval for the site plan for Cherry Hill Village South Site Condominium, located
north of Proctor Road between Denton and Ridge Roads on tax parcel nos. 076-99-0002-000 and 076- 99-0004-000; and,
WHEREAS,
the Planning Commission voted to recommend approval conditioned upon revision of the landscape plan proposed
and based on the findings that the proposed development plan is consistent with the goals and objectives of the Comprehensive
Plan; and,
WHEREAS,
the Board has reviewed the planned development and determines the proposal to be consistent with the
Zoning Ordinance regulations and development objectives subject to the conditions described in the analysis and recommenda-
tions attached hereto and made a part hereof.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter
Township of Canton, Michigan does hereby approve the requested preliminary site plan for Cherry Hill Village South Site
Condominium subject to compliance with any conditions contained herein and all other regulations of the Township.

Consider Approval of the Final Site Plan for Garden Villas at Cherry Hill (MSD)

Sneideman to approve the following resolution. Motion carried by all members present.
RESOLUTION OF BOARD OF
TRUSTEES CHARTER TOWNSHIP OF CANTON Final Site Plan for Garden Villas at Cherry Hill WHEREAS,
the
Project Sponsor, Mr. Tim Loughrin of Robertson Brothers Homes, has requested final site plan approval for Garden Villas at
Cherry Hill to be located on Denton Road between Cherry Hill and Geddes Roads, identified as tax EDP #078- 99-0009-712;
and,
WHEREAS,
the Planning Commission reviewed the site plan and made a recommendation to approve the request to grant
final site plan approval conditioned upon submission of all outstanding documents and financial securities, as summarized in the
attached written analysis and recommendation.
NOWTHEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter
Township of Canton, Michigan does hereby approve the request of the petitioner, Mr. Tim Loughrin, to approve the final site plan
for the proposed Garden Villas at Cherry Hill subject to any and all state and local development regulations and further subject
to any conditions recommended by the Planning Commission and staff, as described in the analysis and recommendation attached
hereto and made a part hereof.
Item G-4. Consider Approval of the Site Plan for Little Flock Christian Fellowship (MSD)
Motion by McLaughlin, supported by Sneideman to approve the following resolution. Motion carried by all members present.

Item G-6. Consider Approval of an Agreement with Wayne County to Provide Winter Maintenance on 5.90 Miles
(10.12 Lane Miles) of County Roads (MSD)
Motion by McLaughlin, supported by Sneideman approve the agreement with
Wayne County to provide additional winter maintenance for 5.90 miles (10.12 lane miles) of County local roads and authorize
the payment of $18,364.25 from Account No. 101-447-03.801_0050 (Engineering ROW Maintenance, Professional &
Contractual Services) and authorize the Township Clerk to sign the agreement on behalf of Canton.to Motion carried by all mem-
bers present.
CERTIFICATION RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON
Agreement with Wayne County To Provide Winter Maintenance on 5.90 Miles Of County Roads

Waiving the Purchasing Policy and Authorize Installation of Two Flygt Non-clog Submersible Pumps for the Wildwood
Springs Sanitary Sewer Pump Station from Kennedy Industries (MSD)
Motion by McLaughlin, supported by Sneideman
to waive the purchasing policy requiring formal bids as the vendor is the sole-source distributor of Flygt pumps in lower
Michigan and authorize the purchase and replacement of two submersible pumps from Kennedy Industries, 52900 Grand River,
New Hudson MI 48165-0180 and approve a purchase order for a not-to-exceed amount of $21,230.

Authorization of Independent Contractor Agreement for Third Party Sponsor Sales (CLS)
Motion by McLaughlin, sup-
ported by Sneideman to award the Third Party Sponsorship Contract for three years to Advantage Marketing Solutions, 39500
Orchard Hill Place, Suite 155, Novi, MI 48375 in the amount of 40% of total sales that they collect for Canton Township. Motion
carried by all members present.
Item G-9. Consider Approval to Increase Blanket Purchase Order for Bulk Rock Salt
(CLS)
Motion by McLaughlin, supported by Sneideman to approve the increase to purchase order number 2014-55 for Bulk
Rock Salt from Wayne County, Division of Roads, 29900 Goddard Road, Detroit, MI 48242 in the amount of $31,362.00 for a
purchase order total of $51,362.00. Funds to be taken from account number 101-270- 50.930_0070 Maintenance and Repair of
Grounds. Motion carried by all members present.
Item G-10. Consider Approval of 3-Year Service Agreement for Toro
Irrigation Standard Tower Renewal (CLS)
Motion by McLaughlin, supported by Williams to authorize renewal of the three
year service agreement for Toro Irrigation Standard Tower for Pheasant Run Golf Club from Toro NSN, P.O. Box 3339, Abilene,
TX 79604 in the amount of $6,405 to be taken from accounts 584-756-57.801_0050 in the amount of $4,536 and account 584-
756-50.730 in the amount of $1,869. Motion carried by all members present.
Item G-11. Consider Authorization of Liberty
Fest Carnival Agreement (CLS)
Motion by McLaughlin, supported by Sneideman to authorize the five year contract with
Skerbeck Brothers Shows, Inc., PO Box 1062, Escanaba, MI, 49829 beginning with the 2016 Liberty Fest Carnival. Motion car-
ried by all members present.

OTHER:
Trustee Anthony reminded the Board of
the Townships Salute to Service on Veterans Day November 11, 2014 at 7:00 p.m. at the Village Theater. Supervisor LaJoy
explained he has approved an Emergency Purchase by Leisure Services. Director Bilbrey-Honsowetz explained the ponds in
front of the Summit and Pheasant Run Golf Course are drained. The pond levels were lowered because there was silt in the irri-
gation system at Pheasant Run. After lowering the pond levels numerous problems were discovered. Most significantly the man-
holes next to the ponds are failing causing erosion around the pipes. We will be solving several other problems. In the future, a
request for board action will be presented to the board for approval of a purchase order and the specific funds required. With the
winter weather fast approaching these repairs needed to be completed immediately.

Canton will once again honor
area servicemen and service-
women who have served and
who are currently serving in the
Armed Forces in a special Salute
to Service ceremony at 7 p.m.
Nov. 11 at The Village Theater at
CherryHill, located 50400Cherry
Hill Road inCanton.
This special Veterans Day cel-
ebration will recognize military
personnel currently in active
duty in theArmy, Navy, Air Force,
Marines, Coast Guard, National
Guard, and Reserves, as well as
veterans of the armed services
for their exceptional commit-
ment anddedication.
The free event, presented by
Canton Township, is open to the
public and doors to the theater
will open at 6 p.m. with an exhi-
bition of military memorabilia
and a cookie and punch pre-
showreception.
This year, the keynote speaker
is Alexander Jefferson, Lt. Col
(Ret.) of the Tuskegee Airmen,
Detroit Chapter. Jefferson
served as a P-51 fighter pilot with
the Red Tail, 332nd Fighter
Group, 301st Fighter Squadron in
Ramitelli, Italy. In the course of
providing protection from enemy
aircraft, he flew 18 long-range
escort missions for B-17 and B-24
bombers. On Aug 12, 1944, three
days prior to the invasion of
Southern France, he was shot
down by ground fire while straf-
ing radar stations on the coast.
Captured by German troops and
interned for nine months as a
Prisoner of War, he spent five
months in Stalag Luft III, 80
miles east of Berlin on the Odor
River. Jefferson was liberated by
American forces on 29th of April
1945 and was discharged from
active duty in 1947. He eventual-
ly retired from the reserves in
1969 with the rank of Lieutenant
Colonel. Following the war, he
became an elementary school
science teacher in the city of
Detroit. He retired as an assis-
tant principal in 1979. Jefferson
is one of the founders of the
Detroit Chapter of the Tuskegee
Airmen and is a member of the
Tuskegee Airmen Speakers
Bureau.
The program will feature
musical tributes sung by the
Workman Elementary School
Choir, under the direction of Keri
L. Mueller.
In addition to the formal pres-
entation, items for servicemen
and women will be collected by
the Michigan Military Moms,
including individual size or trav-
el size: beef jerky/slim jims; Q-
tips; disposable razors; dark
socks; foot and body powder;
hand and foot warmers; hot
chocolate; Michigan sports team
Memorabilia; puzzle books such
as crossword puzzles and
Sodouku books and decks of
cards/Uno.

Tipping Point Theater will present
The Rainmaker by N. Richard Nash, a
classic American story of love, faith, and
the notion that the power to be happy is
within ourselves.
At a time of devastating drought in the
West lays the story of “plain” Lizzie Curry
whose father and two brothers are wor-
ried as much about her potential future
as an old maid as they are about their
dying cattle.
The brothers try every possible
scheme tomarry her off - without success
- nor is there any sign of relief from the
dry heat. Suddenly, from out of nowhere,
a charming, sweet-talking man appears
with quite the sales pitch. He promises to
bring rain, while turning his magic on
Lizzie, and persuades her that she has a
very real beauty of her own.
The Tipping Point production will

The Rainmaker will continue at 8 p.m.
Thursdays through Saturdays, Nov. 13

Tipping Point is also planning a Home
for the Holidays New Years Eve event on
Dec. 31. Another special event is planned
for Jan. 11 when the theater will host
Chase Away the Winter Blues at a food

The Canton Goodfellows need a little
help this year.
According to President John Spencer,
439 children in the community need help
if they are to have a Christmas this year.
Last year, the CantonGoodfellows helped
157 families including 404 children. This
year, 171 families have requestedhelp, he
said.
Volunteers are need to buy gifts and
shop for clothing, toys and other items
the families and children need. Buyers
are still needed for gifts and wish-list
items for about 200 children in the
Canton area this year, according to volun-
teerNancyWilliams.
The Goodfellows provides Christmas
gifts for children up to 18 years old and
typically each child receives about four
items of clothing, one large toy or gift
priced at about $25 to $50, two medium-
sized toys or gifts costing about $15 to $25
and one small toy or gift costing about $5
to $15. Williams said that gift-buyers are
urged to buy within their own comfort
levels.
Residents, families, businesses or
groups willing to shop for a child or a
family can send an email with their con-
tact
information
to
goodfellowscanton@yahoo.com. Having a
group of people take on the holiday shop-
ping for one child helps with the cost to
individuals, Williams said. Participation
from office groups or other clubs has
helped in the past and allowed the
Goodfellows to ensure there would be
"No Child Without A Christmas," she
added.
Volunteer buyerswill receive the sizes,
gender and age of the child, along with
their "wish list" from the Goodfellows.
After the gifts have been purchased, they
can be taken to the lower level meeting
room at the Canton Administration
Building on Dec. 4-5. The gifts should not
be wrapped but should come in gift
boxes, with wrapping paper and tape
inside a brown paper leaf refuse bag, if
possible.
