Santa and Mrs. Claus will arrive in the
Belleville area during a lighted parade
during theWinterFest celebrationDec. 2.
Entries for the parade are now being
accepted at the Belleville Area Chamber
of Commerce, 248 Main St., Belleville,
48111.
Rules for parade entries require that
the vehicle must be decorated with work-
ing lights. Vehicles with headlights that
remain should cover them during partici-
pation as headlights distract other partici-
pants and judges. Music, however, is wel-
comed.
Each entry will be evaluated based on
theme and use of lights. A minimum of
1000 lights is suggested. Any color or clear
lights are acceptable.
The Chamber of Commerce reserves
the right to reject any entry that is not in
good taste, inappropriate, or not in the best
interest of the parade. All entries should
be properly identified with signs or ban-
ners with the name of the organization so
spectators and the announcer can identify
the entry.
Only one powered vehicle per entrywill
be permitted.
Equestrian and animal units must pro-
vide their own accompanying clean up
personnel and equipment. Those will a
vehicle, or carriage, with must have lights
on it to go through the parade
All parade participants are required to
conduct themselves in such a manner as
not to infringe on the rights of those people
living along the parade route.
No Santas or Mrs. Claus, please, as the
“real” Santa and Mrs. Claus have been
invited to join the event.
The parade will step off from Belleville
HighSchool at 6 p.m.
All participants in walking entries must
carry lights or have a trailer pulling them
with lights on it. Walkers could have flash-
lights or pins that light up on their clothing.
All generators for floats should be hid-
den from sight and confined to a small
area to eliminate noise. The individual
operating the float should determine
where that wouldbe.
Santa Claus will be at the First United
Methodist Church after the parade to greet
the children andhand out stockings.
Line up for parade participants will
begin at 3:30 p.m. on Davis Street behind
BellevilleHighSchool.

A regular study session meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, October 3, 2017
at 1150 Canton Center S., Canton, Michigan. Supervisor Williams called the meeting to order at 6:00 p.m. and led the Pledge of
Allegiance to the Flag.

SION: TOPIC 1: County Drains and Assessments (MSD)
Municipal Services Director, Tim Faas, along with the Wayne
County DPS Representatives, presented a PowerPoint of Wayne County Drains and Assessments within Canton Township.
Copies of the PowerPoint presentation and documents distributed at the meeting are available at the Clerk’s office of the Charter
Township of Canton, 1150 S. Canton Center Rd, Canton, MI 48188, during regular business hours, or by contacting the Secretary
to the Clerk at 734-394-5120. The audience was informed of the process to handle repairs/maintenance of existing drains and
how residents can get involved. Resident Bob Cieslak, 42203 Greenwood, commented on the maintenance and conditions of the
Willow Creek and his property bordering it. It was explained to Mr. Cieslak to complete the paperwork to begin the process for
Wayne County review. Resident Vanwinkle, 42137 Tonquish Ct, questioned the definition of an “easement”. Mr. Vanwinkle also
commented on the conditions of the property surrounding the drain that borders his condominium complex. Resident Trame,
42206 Trotwood Ct, commented on the conditions of Willow Creek and the process of getting repairs done on this drain Resident
James Pappas, 42253 Hanford, commented on the conditions of a drain near his home and his attempts to get it repaired. Resident
Carl Fansel, 42133 Greenwood, commented on the condition of the Willow Creek and how to get large items removed that have
been disposed of in the drain. Resident Susan Munn, 7282 Green Meadow, asked how to compile the petitions. Ms. Steele agreed
to get that information to Ms. Munn. Ms. Steele agreed to get the information to her local drain managers to check out various

tydrains.htm or by calling 313-224-3620. Trustee Graham-Hudak inquired how the township can make sure development in the
future does not add to the drain problems. Mr. Velez explained the permitting process through Wayne County requires all the
reviews and recommendations for drainage be considered before a permit is issued. Director Faas explained the township works
closely with the county to ensure proper drainage of a new development. Treasurer Slavens questioned the calculation method to
determine the cost of the drain assessments. Mr. Velez explained the code is vague but there are several items that are taken into
consideration, including parcel size. Trustee Foster asked if there is a list of drains within the township and who has jurisdiction
over each of them. Ms. Steele explained on the list of 42, provided the board at this meeting, all are the jurisdiction of Wayne
County. Trustee Sneideman asked if the board would be faced with decisions, in the near future, regarding drains. Director Faas
explained there is nothing currently pending. Supervisor Williams explained they are looking for qualified members for the Board
of Determination. Trustee Anthony asked what is the make-up of the Drain Commission. Ms. Steele explained Wayne County
Drain Commission consists of a Drain Commissioner, who has jurisdiction over some drains; while other drains are under the
jurisdiction of a drainage board. This is defined by the drain code. Most of the drains in Canton are under the jurisdiction of the
Drain Commissioner. Trustee Anthony asked how many projects the drain commission has worked on in 2016-2017 and how
much they cost. Mr. Velez explained the most recent project in Wayne County had a cost of about $800,000. Trustee Anthony
asked how the recent reconfiguration of drains and assessments has affected the county budget and how the monies have been
spent. Clerk Siegrist asked when new development is presented to the township board how is the additional flow of water that
development will cause determined. Director Faas explained the runoff is determined by how much runoff the property produced
prior to development and that new development is held to this standard. Supervisor Williams explained the 2019 budget will be
effected by drains and the board will be asked to look at this and make financial decisions.

5 th in the boardroom.

Little super heroes, fairy princesses,
and other ghouls and goblins are invited
to Canton Leisure Services annual Trick
or Treat Parade from 5-8 p.m. Friday, Oct.
27.
The event will take place inside the
Summit on the Park, located at 46000
Summit Parkway, inCanton.
Children of all ages are encouraged to
attend this family-friendly event in cos-
tume and follow the not-so-scary trail from
room to room, each filled with special sur-
prises and little goodies. Parade partici-
pants will enjoy seeing the Summit all
decked out for this spooktacular event.
Younger trick-or-treaters will enjoy the
trail, as it passes a variety of themed-sta-
tions which will allow them to visit with
family-friendly characters, including:
Beauty and the Beast; Dora and Nemo;
American Gladiators; Moana from the
Polynesian islands; characters from Toy
Story and Dr. Seuss, plus some favorite
Disney villains.
For those who dare, a spooky Haunted
House will be available in the Summit
gymnasium, although organizerswarn that
is scarier than ever. This interactive expe-
rience may be too intense for small chil-
dren, they cautioned.
Tickets will only be sold in advance of
the event until Oct. 26. the cost is $5 per
child for Summit on the Park members
and $6 per child for Canton residents.
From Oct. 16-26, non-resident tickets will
be available for $10 per child. A limited
number of tickets for designated timeslots
will be available for purchase at the
Summit Front Desk, located at 46000
Summit Parkway; while supplies last.
Please note that all ticket sales will end at
10 p.m. Oct. 26.
Children of all ages planning to trick or
treat and collect goodies during the event
must have a ticket/collection bag. Proof of
residency will be required to purchase
tickets and there is a 10-ticket limit per
person.
“Canton's Trick or Treat Parade contin-
ues to be one of the most popular events
that we host each year,” said Laura
Mortier, recreation specialist for Canton
Leisure Services. “We are so proud of this
great family event that is perfect for chil-
dren of all ages. There's even a 'spookier
experience' for the older kids inside our
special Haunted House, where they'll
have plenty of chances for chills and
thrills if they dare to stroll through our
gymnasium.”

A costumed Monster Mutt Walk is
planned from1-3 p.m. Saturday, Oct. 21 in
downtownBelleville.
The event is being organized by the
Belleville Central Business Community
in partnership with Friends of Michigan
Animals Rescue. The event will take
place on the city sidewalks and only
FourthStreet will be closed for the event.
Registration will begin at 1 p.m. on
Fourth Street next to the Belleville Area
Museum. The fee to enter a dog is $10
plus a can of dog food and advance regis-
tration is encouraged, organizers said.
The walk will start of Fourth Street
and travel right onto Charles, left on
Roys, right onto High Street and right on
Main back to Fourth Street. Medals will
be awarded to first, second and third
place winners in three categories:
Scariest, Cutest and Best Mutt and
Family. For theMutt andFamily category,
the dog's family must also be dressed in
costumes.
Also on hand for visitors will be the
Friends of Michigan Animal Rescue
Kissing Booth. For $1, visitors can enjoy a
"poochie kiss."
Spectators are welcome and do not
need four-footed friends to attend.
