A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, September 22, 2015 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance
to the Flag.

presented. Motion carried by all members present.
PUBLIC HEARING: PH-1: Public Hearing and Approval of Millage
Rates for December 1, 2015 Tax Levy. (FBD)
Motion by Bennett, supported by Yack to open the public hearing open at 7:14
p.m. to approve the millage rates for December 1, 2015 Tax Levy. There were no public comments. Motion by Bennett, sup-
ported by Anthony to close the public hearing at 7:18 p.m. Motion carried by all members present. Motion by Bennett, supported
by Williams to approve the millage rates to be levied by Canton Township on December 1, 2015 be set as follows: Charter Mills
(General Fund) 1.3660; Fire Protection Special Assessment 3.8580; Police Protection Special Assessment 5.6760 TOTAL:
10.9000. Motion carried by all members present.
CONSENT CALENDAR: Item C-1. Consider certification of an officer
delegate to serve at the 2015 MERS Annual Conference on October 8-9, 2015. (Supv)

Williams to approve and certify Kristin Kolb as the officer delegate for the 2015 MERS Annual Conference to be held October
8-9, 2015 in Grand Rapids, Michigan and authorize the Township Supervisor to sign the 2015 Officer and Employee Delegate
Certification Form. Motion carried by all members present.
Item C-2. Request to Increase Blanket Purchase Order for Legal
Services. (Supv)
Motion by Bennett, supported by Williams to approve increasing the blanket purchase order #1368 for the law
firm of Miller, Canfield, Paddock and Stone PLC, 150 West Jefferson, Suite 2500, Detroit, Michigan 48226 in an amount of
$5,000.00. Funds are available in account number 101.266.801_0020. Motion carried by all members present.

table for consideration the proposed text amendment to the Code of Ordinances, and to schedule a second reading for October

Resolution for Michigan’s DNR to Conduct a Public Hearing Regarding Additional Hunting Area Controls in Canton.

public hearing to inquire into the need for additional special hunting controls in the Charter Township of Canton. Motion car-

MICHIGAN DEPARTMENT OF NATURAL RESOURCES LAW ENFORCEMENT DIVI-
SION RESOLUTION HUNTING AREA CONTROL WHEREAS,
the Charter Township of Canton Board of Trustees, in
the County of Wayne, State of Michigan, has become aware that problems exist concerning hunting and the discharge of firearms
in the western half of the Charter Township of Canton, and
WHEREAS,
such hunting and discharge of firearms problems con-
sist of a welfare and safety concern for residents and visitors to Canton, and
WHEREAS,
Act 451 of the Public Acts of 1994,
Part 419, as amended, requires that the Department of Natural Resources conduct a public hearing and such investigations are
deemed necessary prior to recommending a local hunting area control on said problem area.
NOW, THEREFORE BE IT
RESOLVED,
that the Charter Township of Canton Board of Trustees does hereby request the Department of Natural Resources
to hold a public hearing to inquire into the need for additional special local hunting controls on the western half of the Charter

Little pirates, princesses,
monsters and mermaids are
invited to Canton Leisure
Services' 15th annual Trick or
Treat Parade from 4-7 p.m.
Friday, Oct. 30. This family-ori-
ented tradition will take place at
the Summit on the Park, located
at 46000 Summit Parkway, in
Canton.
Children ages 10 and younger
are encouraged to attend in cos-
tume and follow the spooktacular
trail from room to room, each
filled with special surprises and
little goodies. Parade partici-
pants will enjoy seeing the
Summit all decked out for ghoul-
ish fun and ghastly festivities.
Younger trick-or-treaters will
enjoy the trail that passes a vari-
ety of themed-stations that allows
them to visit with family-friendly
characters, including: Captain
America, the cast from Inside
Out, characters from the Wizard
of Oz, Frozen's Anna and Elsa
and more. For those who dare, a
spooky Haunted House will be
available in the Summit gymnasi-
um that is scarier than ever.
Organizers said this interactive
experience may be too intense
for small children.
Advance tickets are now on
sale at $5 for Summit members
and $6 for Canton residents and
$4 for members of Bartlett's Kids
Club. From Oct. 15-29, non-resi-
dent tickets will be available for
$10 per child. A limited number
of tickets for designated timeslots
will be available for purchase at
the Summit Front Desk while
supplies last. All ticket sales will
end at 10 p.m. Oct. 29. Children of
all ages (including infants and
toddlers) planning to trick or
treat and collect goodies during
the event must have a ticket/col-
lectionbag.
“Every year the Trick or Treat
Parade gets bigger and better,
and this year is no exception. It's
a great family event that is per-
fect for the little ones,” said
Laura Mortier, recreation spe-
cialist for Canton Leisure
Services. “This year our 'spookier
trail experience' for the older
kids will feature a special
Haunted House theme that we're
really excited to debut, so trick-
or-treaters can experience some
brand new scares if they dare to
stroll throughour gymnasium.”

Teens and youngsters who participated
in the Summer Reading Program at the
Romulus Library read for a combined 646
hours this summer.
A total of 260 readers participated in
the program this year, including 185 chil-
dren, 33 teens and 42 adults, according to
Library Director Patty Braden. In addi-
tion, she said, the youngsters completed
170 activities.
"Summer Reading is important to the
learning development of children/teens
because it keeps them engaged in reading
while school is not in session. Summer
Reading Programs are a significant factor
in improving reading skills and prevent
the loss of learning during the summer
months," Braden said.
According to schoollibraryjournal.com,
"…children who read at least six books
during the summer maintained or
improved their reading skills, while chil-
dren who didn't read any saw their skills
slip by as much as an entire grade level".
Studies show that children who partici-
pate in Summer Reading Programs also
have higher test scores than those who do
not participate, she added.
Performers at the library this summer
included: Storyteller Rosie Chapman;
Doug Scheer performed his "Superhero
Stunt Show; A2 Magic; Joel Tacey and his
Extreme Duct Tape Workshop; Bill and
Jessi from Warrior 3 Comics and Games;
Reptile, Inc., and Alex Thomas and his
Stop-MotionAnimationprogram.
Braden said that Skatin' Station and the
Chapatwala family (owners of several
local McDonald's) provided bookmarks
that allowed young readers a free Happy
Meal and a free skate. Emagine Movie
Theater, the Henry Ford, Warrior 3
Comics and Games, Wings Financial,
Midway Sports and Entertainment, and
Sportway each donated prizes for the
summer reading finales, Braden added.
Donations from the Romulus Rotary
Club and the Friends of the Library
helped fund the purchase of giveaways
andbring inperformers.
Braden said she also wanted to thank
the Romulus Police and Fire depart-
ments, the many volunteers who helped
make the Summer Reading Kickoff
Carnival a success, and the Romulus
AthleticCenter for hosting the finale party.
Canton Leisure Services will be open-
ing a Flu Shot Clinic to adults 18 years of
age and older from 9 a.m. until noon,
Tuesday, Oct. 6 in the Chestnut Room at
the Summit on the Park, located at 46000
Summit Parkway inCanton.
This is a single-day event and appoint-
ments are required. Reservations are now
being taken at (734) 394-5485. Light
refreshments will also be provided by the
Regency at Canton.
This Flu Clinic will accept most forms
of insurance and the flu shot will be
offered at no direct cost. Please bring
Medicare and/or insurance cards to
ensure that services are billed correctly to
providers. Patients may also pay inde-
pendently.

to their efforts and the reopening has been
welcomedbymany loyal bowlers.
Wagel grew up in Romulus and was a
teacher in the Romulus schools for 10
years beforemaking the decision to devote
herself full-time to restoring the bowling
alley and bar. She and her familymoved to
Ypsilanti a few years ago to have more
room to raise their few head of cattle and
some chickens. Her mother still has a
Romulus address while her father died in
2002, a year after the bowling alley was
sold.
Wagel said the liquor license at the bar
remains in court, because of the circum-
stances surrounding the return of the busi-
ness, but they hope to have that situation
inhand very soon.
“The bar is going back to my grandfa-
ther's name, it will beWalt'sBar,” she said.
“I have to say, the city has beenwonder-
ful to us, helping us get our permits and
get situated,” she said.
In addition to her mother, Wagel's son,
Matthew, is also working at the establish-
ment, acting as chief engineer, while her
two daughters remain in college, one pur-
suing a medical degree and the other
studying nursing, she said.
“My husband, Rob, is a nurse at St. Joe's
and he talks to so many people there who
have stories about bowling here or being
here,” she said. “It really is a part of the
history of the city.”
“We always say, the building may
belong to us, but it really is the communi-
ty's bowling alley,” she added.
“We've all made the decision, as a fami-
ly, to stay here and stick it out,” she said.
“We're going to make it work. After all,”
she said with a smile, “this is the oldest
bowling alley inRomulus.”
