Section 2.
The other classifications in effect in all other areas of the zoning map shall remain in full force and effect.
Section 3. Severability
. The various parts, sections and clauses of this Ordinance are hereby declared to be severable. If
any part, sentence, paragraph, section or clause is adjudged unconstitutional or invalid by a Court of competent jurisdiction, the
remainder of the Ordinance shall not be affected thereby.
Section 4. Repeal.
All other Ordinances or parts of Ordinances in conflict herewith are hereby repealed only to the extent
necessary to give this Ordinance full force and effect.
Section 5. Publication.
The City Clerk shall cause this Ordinance to be published in the manner required by law.
Section 6. Effective Date.
This Ordinance shall become effective immediately upon publication thereof.

Only 12.26 percent of the
61,024 voters in Westland cast
ballots in the primary election
last Tuesday to choose the slate
of candidates for the Nov. 7 city
council election.
Voters were asked to reduce
the field of 16 candidates to eight.
Those eight top voter choices will
face off for the four available
terms on the city council. The top
three candidates in November
will serve four-year terms and
the fourth finisher will serve a
two-year termon the council.
Voters favored the two incum-
bents on the primary ballot, with
Peter Herzberg garnering a total
of 3,158 votes and Michael A.
Kehrer receiving 3,076. Of those
totals, Herzberg received 2,359
absentee ballot votes and Kehrer
garnered 2,535 absentee votes.
The majority of votes in the
election were cast by 18,974
absentee ballot choices while
7,070 votes were cast at the polls.
Official records from the office of
City Clerk Richard LeBlanc indi-
cated that only 2,135 voters cast
their ballots in person while
5,346 voters opted to use absen-
tee ballots.
Following the incumbents'
totals, candidate Jim Hart
received 2,585 votes, Michael
Londeau followed with a total of
2,275 and Debra Fowlkes gar-
nered a total of 2,123. Those can-
didate vote totals were followed
by Tasha Green who received
1,875 votes, Meriem Kadi who
received 1,734 votes and Timothy
Gilbert with 1,564 votes.
Those eight candidates will
now appear on the general elec-
tionballot inNovember.
Removed from contention for
the city council terms were Steve
Boron with 1,510 votes, Joseph
Schaefer with 1,438 votes, Donna
Stottlemyer-Beaupre with 1,303
votes and Jody White who
received 1,038 votes. Candidate
Terry L. Martin received 772
votes, Jason S. Jackson received
738 votes, Felicia Miles-Clegg
received 628 votes and Jesse
Davey followedwith a total of 227
votes.
A Wayne man has been charged with
first-degree murder and first-degree child
abuse in the deathof his 2-year-old son.
Marc Minter, 30, is scheduled to appear
in 29th District Court inWayne Aug. 22 for
a preliminary examination on the
charges. His probable cause conference
on the charges took place before visiting
Judge Sabrina Johnson last week at the
Wayne court.
Minter was originally charged on July
28 with the death following what Wayne
police described as a lengthy investiga-
tion. The charges stemmed from the death
of the child which took place Oct. 19.
Police were called to the Wayne home
near Williams and Annapolis following a
report of a child who was not breathing.
The childwas transported to a local hospi-
tal wherehewas pronounceddead.
An autopsy by the office of the Wayne
County Medical

determined the
cause of death
as “blunt force
trauma to the
back.”
A sister of
the deceased
child, 7-months
old at the time
of the incident,
was suffering
from two broken legs at the time of the
October investigation.
No bond was set for Minter during his
arraignment on the charges and he
remains incarcerated at the Wayne
County Jail awaiting trial.
If convicted, he could face life in
prison.

boards and plans to incorporate new
media to the array of offerings currently
at the library. Higgins will complete an
unexpired term which will expire June
20, 2019.
• Gary Chappell, a 27-year Westland resi-
dent brings a background that includes
themanagement and supervision of more
than 100 employees in a previous private
sector career. Chappell will be filling an
unexpired term which will expire June
20, 2018.

expertise that Jim Pletz and the Library
Network was able to provide, as we had
14 very good candidates” commented
Wild. “I am confident that this new board
will bring a fresh perspective from a mul-
titude of backgrounds, but will all share
the common goal of supporting and
improving theWestlandPublicLibrary.”
The library board meets the second
Wednesday of each month at 7 p.m. in the
William P. Faust Library Community
Meeting Room, located at 6123 Central
City Parkway.
