When members of Geneva
Presbyterian Church hosted a world-
wide referendum on the Venezuelan
constitution July 16, organizer Cecilia
Escobar of Canton Township didn't hesi-
tate to express her sincere gratitude for
the effort.
“You guys are making history,”
Escobar told Mike and Julie Gaubatz of
Canton Township, who were among the
Canton church members who helped
organize the opportunity.
A member of the Plymouth-Canton
Interfaith Community Outreach,
Escobar is also a church member and
suggested the opportunity.
Unrest has rocked the northern South
American country since April, with
reports of at least 100 Venezuelans killed
and some 1,500 injured.
Escobar said Venezuelan President
Nicolas Maduro, “wants to take power of
pretty much everything. He has commit-
ted a lot of crimes against humanity. My
own family has been attacked in their
ownhome.”
Escobarwas themain organizer at the
Canton referendum site, with others in
Grand Rapids, Bloomfield Hills and the
Grosse Pointe area. She noted the elect-
edNational Assembly, similar to the U.S.
Congress, was
elected by the
people.

Congress is
trying
to
uphold the
constitution,”
Escobar said.
“It's the last
resort
we
have
to
uphold the
constitution
and stop the
human rights
violations,”
she added of theworldwide vote.
Heddy Morillo of Lambertville, near
the Ohio state line, drove an hour and a
half to Geneva. “You never forget your
country,” said Morillo, who has been in
the U.S. 42 years and is a U.S. citizen. “I
know they are having a really hard
time.”
Morillo noted resources like oil, min-
erals and jewels have been depleted in
Venezuela. “Now it's the poorest (coun-
try) in South America because of the
communists,” she said. “No democracy
looks like that, ever.”
“I want to help. I want my voice
spread,” she said. She said she appreci-
ates the Canton church help and her
hometown, “and people are very friend-
ly.”
Laura Gonzalez, 27, of Ann Arbor vol-
unteered and voted. “I think it's a
demonstration of the change we want to
see in our country,” she said. She's been
here 13 years and studied at the
University ofMichigan.
“It is our right and also our duty as
Venezuelans,” said Gonzalez. She favors
use of “all democratic venues we have to
find a resolution to the problems that
Venezuela is facing right now. It was real-
ly important to me to volunteer and be a
part. I'm really happy to see so many
Venezuelans.”
Voting began 11 a.m. with voters arriv-
ing two hours early. One such man told
Escobar, “I've been waiting 18 years. I
canwait another hour.”
Escobar first came to the U.S. for her
master's degree in Chicago, and has
been inCanton 12 years. Her family, with
the exception of one brother, remains in
Venezuela.
“They have thousands in jail. They
are being persecuted in military courts.
It's a dictatorship, that's what it is,”
Escobar said. “We are so grateful to
Geneva Presbyterian Church. It goes
beyond just giving you chairs and
tables.” The process was orderly, and
worship took place nearby uninterrupt-
ed.
A 2014 student massacre in Caracas,
Venezuela, prompted her and others to
visit Washington, D.C., to talk to U.S. sen-
ators and Congress members. To vote in
the referendum, no affiliation with a
Venezuelanpolitical partywas needed.

Charles Ten Broeck of Canton is a
Geneva deacon. “We expect to have
these rights,” Ten Broeck said of voting.
He and his wife visited Cuba this past
May on an educational trip; he noted
Cubandoctors are paid $27 amonth.
“They have to drive cabs to support
their living,” he said.
Ten Broeck added, “Human rights
violations against women in the world
are unbelievable. That's half the world,
more thanhalf.”

A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, July 25, 2017 at 1150 Canton
Center S., Canton, Michigan. Supervisor Williams called the meeting to order at 7:01 p.m. and led the Pledge of Allegiance to
the Flag.

from the Consent Calendar and placing it on the General Calendar as Item G-11. Also, to move Items G-9 Approval of
Establishment of Canton Township Roads Advisory Task Force and Item G-10 Reconsider Approval of a Letter of Intent from
Wayne County for the paving & drainage improvements on Ridge Road from Hanford Road to Warren Road on the General
Calendar to the beginning and renumbering them as Items G-1A and G-1B respectively. Motion carried unanimously.

and one commercial property along Ford Road, commented on concerns regarding erosion of Fellows Creek in their area. Dr.
Kominars, 41900 South Drive, commented on noise concerns coming from the Southeast corner of Michigan Avenue and Lilley
Road. He requesting the township take new readings at this location. Kim Choi, 50039 Pelham Ct, requested board assistance in
creating a plan to aid her in collecting the old recycling bins.

to approve payment of the bills as presented. Motion carried unanimously.

TOWNSHIP OF CANTON Whereas,
the Michigan Townships Association encourages every township board to deliberate on
and adopt Principles of Governance and member communities throughout the state have enthusiastically embraced these
Principles as their own code of conduct; and
Whereas,
boards can be much more efficient and effective when a high degree of
trust among board members, and between the board and those whom they are elected to serve, exists; and
Whereas,
boards earn
trust by demonstrating commitment to solving problems and conducting business in a manner consistent with a community’s
expectations and values-and then faithfully delivering on those commitments; and
Whereas,
the Principles of Governance
embody core values, and help guide board members toward consistent action and deeds, which reflect well on the township and
themselves; and
Whereas,
the individual members of the Board of Trustees of the Charter Township of Canton reviewed and

Consent Judgment in the matter of Charter Development Company, LLC v Canton Township. The Township Attorney is author-
ized to execute the Amendment to Consent Judgment on behalf of Canton Township. Motion carried unanimously.

Consider Increase to the 2017-2018 Discover Brochure Printing Contract. (CLS)

to increase the Woodward Printing Services awarded contract by $884 for a total of $46,960 for printing of four editions of the

Item C-4. Consider Approving Fire Department Participation in CLEMIS.

Motion by Siegrist, supported by Anthony to approve the Canton Fire Department joining Oakland County CLEMIS Fire
Records Management System as a participating agency, with a 2017 annual fee of $8,089.20. Motion carried unanimously.

Item G-1B. Reconsider Approval of a Letter of Intent from Wayne County for the Paving & Drainage
Improvements on Ridge Road from Hanford Road to Warren Road. (MSD)
Motion by Siegrist, supported by Foster to
reconsider the vote on the Approval of a Letter of Intent from Wayne County for the Paving & Drainage Improvements on Ridge
Road from Hanford Road to Warren Road. Siegrist stated he voted against the motion in accordance with the prevailing side.
Motion carried by 4 to 3 vote. Motion by Siegrist, supported by Anthony to approve the February 28, 2017 letter of intent from
the Wayne County Executive’s Office for the paving and drainage improvements along Ridge Road from Hanford Road to
Warren Road. Motion carried by 5 to 2 vote. At 8:40 p.m. Supervisor Williams called for a short recess. Meeting reconvened at
8:49 p.m.
Item G-1. Consider Approval of Special Land Use Request for an Auto Service Establishment. (MSD)

BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Special Use for Valvoline Quick Oil Change WHERE-
AS,
the Project Sponsor, Mr. Ziad El Baba, has requested special use approval for an auto service establishment to be located on
Michigan Avenue between Canton Center and Beck Roads on parcel identified as EDP#131-99-0013-701; and,
WHEREAS,
the
Planning Commission found the proposed special use to be consistent with the development objectives of the Township and rec-
ommended approval based upon the findings listed in the analysis; and,
WHEREAS,
the Board has reviewed the proposed spe-
cial use and determines the proposal to be consistent with the Zoning Ordinance regulations and development objectives of the
Township subject to any conditions described in the analysis and recommendation form attached hereto and made a part hereof.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does hereby
approve the request of the Project Sponsor, Mr. Ziad El Baba, to conduct the special use for the proposed Valvoline Quick Oil
Change subject to compliance with any conditions contained herein and all other regulations of the Township.

Consider Approval of a Recycling Infrastructure Grant Agreement with the Michigan Department of Environmental

Motion by Siegrist, supported by Slavens to approve the Recycling Infrastructure Grant Agreement
with the Michigan Department of Environmental Quality (MDEQ); and, further authorize the Township Supervisor to sign the
agreement on behalf of the Township. Motion carried unanimously.
Item G-3. Consider Approval of Request to Reduce
Certain Fees for Special Land Use and Site Plan Review of the Proposed Eagle Scout Project at Life Church. (MSD)
Motion by Siegrist, supported by Slavens to approve the request by David Garvey to reduce the fees for special land use and site
plan review expenses for the proposed Eagle Scout project at Life Church to $500. Motion carried unanimously.

Consider Discussion on Proposal to Preserve 27 Acres of Existing Green Space Property as Future Parkland Along

Downspouts to the Cady-Boyer Barn. (CLS)
Motion by Siegrist, supported by Sneideman to award the bid for the Sheet Metal
Gutters and Downspouts at the Cady-Boyer Barn to Butcher and Butcher Construction Co., 3885 Industrial Dr., Rochester Hills,
MI 48309 in the amount of $10,950 to be paid from Account # 101-803.970_0020, Capital Outlay Buildings and Improvements.
Motion carried unanimously.
Item G-6. Consider approval of Actuarial Valuation of the Charter Township of Canton
Retiree Health Care Plan. (FBD)
Motion by Siegrist, supported by Sneideman to approve the proposal from CBIZ Retirement
Plan Services to provide an Actuarial Valuation of the Retiree Health Care benefits for a not-to-exceed fee of $17,500 and to
authorize the Finance Director to sign the Acceptance of Letter of Engagement. Motion carried unanimously.

nation of Federal Help America Vote Act and State-appropriated funds; and

Sailors of all sizes can now register for
one of themost anticipated aquatic events
in the area.
The 4th Annual Cardboard Boat Race
is scheduled to take place beginning at 10
a.m. Saturday, Aug. 5, at the Summit on
theParkAquaticCenter.
Participants are encouraged to use cre-
ative teamwork to build a boat entirely
out of cardboard, duct tape, and paint
prior to the event. Boat dimension
requirements are that the boat should be
no larger than 5.5 feet wide by 10 feet
long. Cardboard boats must be built at
home and then transported to the Summit
to compete. Paddles will be provided for
participants and boats can be raced by a
youth crew comprised of one or two indi-
viduals. Each boat will be timed individu-
ally. Awards will be given out for Most
Creative and Fastest Boat, as well as the
TitanicAward.
“We're looking forward to another
exciting competition at this year's
Cardboard Boat Race,” said Brad
Chiasson, aquatic specialist. “It's great to
see families working together and the
competition takes it to a whole other level
of fun. Plus, the unique engineering and
creative designs make it a great event to
just watch as a spectator.”
Entry fees for this event are $10 for
Summit members, $15 for Canton resi-
dents, and $20 for non-residents. The
Summit Boat Dock will open at 9:30 a.m.,
with races scheduled to begin at 10 a.m.
