The 22nd District Court in Inkster has
launched an amnesty program for unpaid
civil infraction tickets. Individuals have from
now until April 30 to settle their old debts
with the court, according to Judge Sabrina
Johnson.
Amnesty applies only to those individuals
who present themselves at 22nd District
Court, 27331 South River Park Dr., weekdays
between 8:30 a.m. and 4:30 p.m.
Debts that will be accepted include all
payable traffic civil infraction tickets and
adjudicatedmisdemeanors issuedwithin the
City of Inkster by the Inkster Police
Department, Michigan State Police and
Wayne County Sheriff's Department, Johnson
said.
Also, individuals for whom arrest war-
rants have been issued for failure to appear
in court for their civil infractions will have
their arrest warrant lifted. Theymay come to
court without fear of being arrested for their
voluntary appearance, she added.
For some with suspended licenses,
Johnson has authorized the court to reduce
the ticket fine to the original amount and a
$45 clearance fee if applicable. Upon full
payment, the court will notify the Secretary
of State to lift the suspension.
No payment plans for debts will be
accepted, and all payments must be cash,
certified check or credit card, Johnson said.

The Board of Zoning Appeals has set the public hearing to consider variances from the City of
Romulus Zoning Ordinance as follows:

Lot Coverage Variance
(Section 8.04(a)) to allow total impervious lot coverage of 88%. The
ordinance allows up to 75% total impervious lot coverage.
2.
Front Setback Variance
(Section 20.07(a) and Section 8.04(a)) to allow the expansion of a non-
conforming building into the required front yard. A thirty (30) foot front setback is required
while a twenty (20) foot front setback is proposed; therefore a ten (10) foot variance is requested.

Wayne-Westland courts seek shared services
Inkster District Court amnesty program now under way
A plan to have the Wayne and
Westland District courts share
jurisdiction and some services was
approved by members of the
WayneCityCouncil recently.
The plan will be considered by
members of the Westland City
Council this month and if approved
then go to the State Court
Administration Office for approval
before the “concurrent jurisdic-
tion” plan can go into effect.
“We are not merging the courts,”
explained Wayne 29th District
Court Magistrate Linda Gable.
“This is a plan to share jurisdiction
and some services, it is not a merg-
er.”
The shared jurisdiction will
solve the heavy caseload in the 18th
district Court in Westland where
the number of cases heard would
require 2.83 judges, rather than the
current two, according to a state
study. In Wayne, Judge Laura Mack
sees about .64 of the caseload sug-
gestedby the same state study.
According to Gable, this concur-
rent jurisdiction would allow Mack
to hear small claims cases from
Westland in the Wayne court, light-
ening the caseload of current
Judges Mark McConnell and
SandraCicirelli.
“We will each maintain our
courts separately, but share some
services,” Gable said, “and this will
also allow us to cross assign magis-
trates. If the caseload is heavy in
Westland, I could be sent there or
one of their magistrates could be
sent here.”
Currently, the work program is
still effective in Wayne, although it
is administered in the Westland
court. The 18th District Court pro-
vides a van for the program and
defendants do work in both com-
munities, Gable said.
“People have said we don't have
the work program here any longer
which is clearly not true,” Gable
said.
Gable said the plan presented
multiple efficiencies and cost sav-
ings for both communities although
the exact amounts could not be
quantified as the plan is too new. In
fact, Gable said, she believes this is
the first district to district concur-
rent jurisdiction plan in the state.
Other courts have merged or had
jurisdictional parity approved, but
not when both were at the district
level, she explained.
The plan, if approved by the
Westland council members, will
then be sent to the state for
approval but there is no projected
date for a decision. McConnell said
that the new concurrent jurisdic-
tion plan has received tentative
approval at the state level during a
presentation to the Wayne council
members.
The concurrent jurisdiction
plan is a variation of a court reorga-
nization law that would eliminate
the 29th District Court in Wayne
and merge it with Westland. This
plan would avoid that merger
while accomplishing the same goal,
easing the caseload in theWestland
court by adding cases to the Wayne
docket, Gable said.
The two courts operate a joint
probation program which began in
October and judges from both
courts have said that it is working
well. Rather than hiring a proba-
tion officer at the Wayne court, the
operation was transferred to
Westland.
“This will help, too, when judges
or magistrates are on vacation or
unavailable and some immediate
action like an arraignment or a
search warrant is needed,” Gable
said.
