Residents of Harbour Pointe in
Belleville will soon receive a letter detail-
ing plans for $2 million in street repairs in
their subdivision, if they are willing to pay
for it.
Members of the Belleville City Council
approved funding for the letters to the 94
homeowners in the neighborhood and
also scheduled two public information
sessions to discuss a proposed Special
Assessment District (SAD) to pay for street
repairs in the subdivision. Financial and
engineering professionals will be on hand
to answer questions and detail the propos-
al during a meeting planned for 6:30 p.m.
Tuesday, April 25 and Thursday, April 27
at BellevilleHighSchool cafeteria.
The letters were suggested by Mayor
Kerreen Conley who said she felt the resi-
dents needed to understand the proce-
dures necessary to establish a Special
Assessment District to fund the planned
repairs. She said that residents needed to
understand that this required the
approval of residents and felt that they
should also be informed of the exact road-
work proposed.
Mike Renaud, a resident of Harbour
Pointe, and a member of the city planning
commission, said that the subdivision is
the second highest taxed area in the city
and asked if a less expensive repair plan
could be implemented or negotiated.
Conley responded that the use of asphalt
rather than concrete on the roads had
been considered and rejected due to the
maintenance issueswithasphalt.
Rick Rutherford, director of the
Belleville Department of Public Works,
agreed with Conley and commented that
asphalt is actually amore expensivemate-
rial due to the necessary patching and
maintenance costs.
Conley reminded Renaud and others
that nothing would be done without the
signatures of 51 percent of the homeown-
ers.
“Either we do nothing or we do some-
thing,” she said. “We have to educate the
property owners.”
Renaud said the 10-year assessment
would be 10 percent of the value of his
property. Conley said that the city was
looking at the possibility of a 20-year
assessment, lowering the monthly pay-
ment amounts.
“This won't be an easymeeting,” Conley
said.

at 1150 Canton Center S., Canton, Michigan. Supervisor Williams called the meeting to order at 5:30 p.m. Motion by Anthony,
supported by Sneideman to move from open session to closed session at 5:30 p.m., under section 8(e) of the Open Meetings Act

the appeal of Mr. Xu Liu, regarding denial of a Massage Establishment License for Mulan Massage CTR LLC at 45470 Ford
Road, Canton, MI 48187. Motion carried unanimously. Supervisor Williams reviewed the Appeal Hearing process. Trustee Foster
agreed to time the proceedings. Motion by Siegrist, supported by Anthony to close the appeals hearing at 6:26 p.m.to hear the

TOPIC 2: Water Distribution Asset Management Plan – Level of Service. (MSD)
Director Faas explained to the board,
MDEQ is requiring of communities serving more than 1000 people have a Water Distribution Asset Management Plan.
Requirements of this plan include: 1. An Inventory of the townships inventory 2. A method for assessing the criticality of these
assets 3. Statement of the levels of service provided by the community 4. A capital improvement plan is required. They are ask-
ing for a 20 year plan. 5. A funding structure and rate methodology Canton is in good shape with these requirements. In compli-
ance with item #3 - The Township has stated these Levels of Service goals: To operate in accordance with State law Provide the
desired volumes of water at a minimum pressure of 35psi to all members of the community To respond to water main breaks
within 3 hours Following are some additions to these levels they would like the board approve: Adopt the minimum target cash
reserve policy – guarantees fiscal stability in setting rates Limit the non-revenue water to a certain percentage per year – our cur-
rent percentages under 5% are at an excellent level, well under the “exceptional level” of 10%.

MENT:
Dan McCausland, resident and business owner, 2011 Lotz Road, commented regarding development taking place in the
outlot of Home Depot at Ford and Lotz. McCausland stated the Planning Commission approved the development and did not
bring it to the Township Board. He wanted the board to be made aware of what has transpired and would like a response to his
concerns. Mr. McCausland stated he lives on Haggerty Road with over 300 feet of sidewalk, installed by the township, not the
homeowner. This sidewalk is constantly being driven over by utility contractors. They are damaging the sidewalk with their
trucks, horizontal drilling mechanisms, and heavy cable reels. He would like to have an exemption from the responsibility of
maintaining this sidewalk, as he has not ability to prohibit the abuse of it.

Renowned photographer Monte Nagler
will be the guest speaker at the next Three
Cities Art Club meeting set for 7-9 p.m.
April 3 at CantonTownshipHall.
Nagler will reveal some of his secrets
for creating award-winning photos and
show examples of his work during the free
meetingwhich is open to the public.
Nagler is a noted writer, lecturer and
teacher of photography. He has conducted
many classes and seminars throughout the
world. He is also the author of six highly-
successful photography books. Frequently,
he is called upon to judge competitions
and to speak on photography topics on
local radio and television stations.
His photographs, which have won
numerous worldwide recognition, are
found in many private, public and art
museum collections. Galleries, art dealers,
interior designers, and publishing compa-
nies throughout the United States and
Canada represent his photography.
Upon completing undergraduate and
master's degrees from the University of
Michigan, Nagler became a car designer
and product planner in the automotive
industry. Eventually, he turned his creative
energy to photography. His passion and
drive for photography were greatly
enhanced after an intensive workshop
with Ansel Adams in Yosemite National
Park. “It was during that period of concen-
trated work that I realized that making
photographs is a way to experience beauty
instead of just looking at it,” Nagler said.
“Through their photographs, a photogra-
pher should be saying: ‘This is what I saw
and felt and I'd like to share that,’” he
added.
The meeting will take place in the
lower level meeting room of Canton
Township Hall, 1150 South Canton Center
Road, just north of the Canton Public

‘Egg-citement’ set
The annual Canton Easter
Eggstravaganza is planned from 11:30
until 1:30 p.m. April 1 at Heritage
Park and theSummit on thePark.
On-site registration will be avail-
able for $3 per child for Canton resi-
dents and $4 per child for non-resi-
dents. Continuous egg hunts will take
place for children up to 11 years of
age in an effort to help keep the "hunt-
ing" fair for even the littlest partici-
pants.
