CITY OF ROMULUS INVITATION TO BID
ITB 17/18-30 Two Year Contractual Services Contract
- Weed Cutting - Ordinance Department
The City of Romulus, Michigan is seeking bids from qualified and experienced companies to enter
into a two (2) year contractual services agreement with a qualified company for the purpose of weed
cutting. No bid will be considered from any bidder unless known to be skilled and regularly engaged
in work of a character similar to the covered by the invitation to bid documents. The contract price
shall remain in effect for a period of two (2) years to commence the first cutting in May 2018 through
the last cut of the 2020 weed cutting season.
(1) Qualified individuals and firms wishing to submit a bid must use the forms provided by the
City. Official bid forms and specifications may be obtained from the MITN Purchasing Group
page of BidNet Direct (
/). Bids may be rejected unless made on the forms
included with the bidding documents. Copies of documents obtained from any other source are
not considered official copies.
(2) Clarifications, modifications, or amendments may be made to this solicitation at the discretion
of the City. Any and all addenda issued by the City will be posted on the MITN Purchasing
Group page of BidNet Direct. All interested parties are instructed to view the MITN website reg-
ularly for any issued addenda. It is the responsibility of the bidder to obtain all issued addenda
and acknowledge receipt of said addenda by including a printed copy of each addendum as part

The former Quo Vadis movie theater
site in Westland, at Wayne and Warren
roads, has a newoccupant.
The Community Financial Credit
Union opened a Westland branch on the
site Feb. 1. Headquartered in Plymouth,
membership in CFCU is open to anyone
who lives, works, worships, or attends
school in 23Michigan counties.
“We're doing really well for being just a
month open,” said branch manager
Shawn Campion. “They (customers) were
very ready for us to open.”
Brookellen Swope, CEO of the
Westland Chamber of Commerce, said, “As
the chamber, we're always excited when
new business comes to Westland. We are
very excited to see a long-standing busi-
ness as the credit union has come to fill
one of those holes. They've turned an
empty parking lot into a beautiful build-
ing.”
The Westland branch has a five-person
staff, including three tellers, plus invest-
ment advisors and mortgage pros who
come in from the home office. Campion,
withCFCUalmost 11 years, noted its focus
on “relationship-based lending” and histo-
ry of community involvement.
“We strive to help those we can main-
tain a strong relationshipwith,” he said.
“We aim to be heavily involved,”
Campion said. That includes, starting with
upper elementary students, a student-run
credit union to teach financial literacy.
Efforts include students opening
accounts, processing deposits, “kind of get
an idea of what it's like to work in that
environment,” Campion said. Teaching on
finance continues with secondary stu-
dents.
“We're only just getting started,” he
said.”We get really involved typically in
the community and the school districts as
well. That's kind of what we're all about.”
Natalie McLaughlin of the CFCU staff
has begun to work with Envoy Jim Hulett
and others at the Wayne-Westland
Salvation Army on financial literacy train-
ing for the public.
More than 2,000 Michigan Assembly
and Stamping Plant workers will be laid
off fromMay untilmid-October.
The Michigan Avenue plant in Wayne
will be retooled to allow for the produc-
tion of the 2019 Ford Ranger and 2020
Ford Bronco during the layoffs. The
retooling of the plant is expected to see an
investment of $850 million by Ford Motor
Co. An initial $700 million was negotiated
during a 2015 United Auto Workers con-
tract for the expected retooling and last
year, Ford Motor Co. announced the
investment of an additional $150million at
the plant onMichiganAvenue inWayne.
According to Ford Motor Co., the tem-
porary closure and retooling will not
result in the loss of any jobs at the plant.
The layoffs and renovations are expected
to begin May 7 and continue until Oct. 22,
according to the corporation.
In a prepared statement, a company
spokesperson said that the closure is tem-
porary and that during the re-tooling
employees with a year of seniority will
continue to receive about 75 percent of
their take-home pay. She did indicate that
there is a possibility that workers could be
moved to jobs at "anotherFord facility."
The Focus and C-Maxmodels currently
built in Wayne will be moved or aban-
doned. The Focus is expected to bemoved
to a China manufacturing plant and
exported back to the U.S. for sales. The
manufacturer made no announcement
regarding theC-Max.
The site plan for a new$350,000 build-
ing on the site of the former William
Franks Furniture store in Wayne has
been approved and development is mov-
ing forward.
The former furniture store on Wayne
Road was destroyed in an explosion and
fire that killed two employees and seri-
ously injured the store owner more than
two years ago. The explosion was caused
by a gas leak at the building.
Plans for a 4,300 square-foot office
building to be developed by Saints, Inc.
have been approved for the site. The
company provides administrative servic-
es for group homes and will house about
30 employees in the proposed facility.
Training sessions for employees will also
take place in the building, officials said.
The estimated construction date has
the building completed and occupied by
mid-August.
In addition to the Wayne Road office
building, Planet Fitness is expected to
open on Michigan Avenue next to St.
Mary Church, in the former Sav-A-Lot
building. The building is undergoing a $1
million interior and exterior remodeling
and should be open sometime this sum-
mer, according to city officials.
Renovations will include landscaping,
the new façade under construction now,
a new parking lot and other improve-
ments.
The gymnasium/exercise facility will
be corporate owned rather than a fran-
chise operation. The exterior of the
building, which has been closed for
seven years, is being renovated by the
building owner while the interior build-
out will be completedby Planet Fitness.
In addition, the $3 million self-storage
facility announced last year has received
approval of a brownfield remediation
plan for the site on East Michigan
Avenue. The 2.3 acre parcel, located east
of the Wayne Police headquarters, was
sold to Metro Storage for $1 in 2016. It
will be a 95,000 square-foot building with
rental space of about 70,000 square feet.
The remediation plan, a first in the
City of Wayne, was necessary due to con-
tamination from a former radiator shop
on the site. Approval of the plan will pro-
vide financial aid in the clean-up of the
parcel.
