by and tolerate politics as usual,”Goci said.

franchised and working persons of
Michigan,” Goci said. “Are we in better
shape now than before?What has happened
to the American Dream? The fact is that the
familiar faces inMichigan politics got us into
our current financial, educational, and polit-
ical crisis and simply cannot be trusted to get
us out of it. I come from the people and it is
for the good of the people, and not special
interest groups, Iwill steadfastly fight.”

Sec. 2-436. Department of Ordinance Enforcement.
The Department of Ordinance Enforcement shall be responsible for the enforcement, and is authorized to issue
and serve appearance tickets and complaints, for all violations of the Code of Ordinances of the City of
Romulus, which constitute civil infractions and / or misdemeanor offenses, except those contained in Chapter
35, Article II (Michigan Vehicle Code and Uniform Traffic Code, adopted by reference) and Chapter 20, which
shall be issued and served by the Romulus Police Department.
In addition to its other responsibilities set forth in subsection (a) above, the Department of Ordinance
Enforcement shall have immediate supervision and authority over the Romulus Animal Shelter.
The Department of Ordinance Enforcement shall be under the auspices of the Romulus Police Department.
Notwithstanding subsection (a) above, the City of Romulus Director of Building and Safety and any inspectors
or other personnel of the Building Department authorized by the Director of Building and Safety, are authorized
to issue and serve appearance tickets upon any persons reasonably suspected to have committed a violation of
Chapter 5 and/or any state, national, or international Code adopted by the City of Romulus under Chapter 5 of
the Romulus Code of Ordinances.

ARTICLE XI. ENFORCEMENT
Sec. 5-182. Persons authorized to enforce terms of this Chapter.
In addition to officers of the City of Romulus Ordinance Department and City of Romulus Police Department
and any other official otherwise authorized by law or Ordinance, the City of Romulus Director of Building and
Safety and any inspectors or other personnel of the Building Department authorized by the Building Director,
are authorized to issue and serve appearance tickets upon any persons reasonably suspected to have committed
a violation of this Chapter 5 and/or any state, national, or international Code adopted by the City of Romulus
under this Chapter.
Such authority shall be with respect to misdemeanor, civil infraction, and municipal civil infraction offenses.
The authorizations of this Article shall be deemed valid and shall supersede any contrary provisions of any
other Romulus Ordinance or state, national, or international Code adopted by the City of Romulus.

THE CODE OF ORDINANCES OF THE CITY OF ROMULUS, MICHIGAN, CHAPTER 5, BUILD-
INGS AND BUILDING REGULATIONS, SECTION 5-17, “ENFORCEMENT AND PENALTY” IS
HEREBY AMENDED AS FOLLOWS:
Section 5-17. Enforcement and Penalty.
The chief legal officer (corporate counsel and/or its designees(s)) of the City may authorize a complaint and
obtain a warrant for violations
of the Act or the Michigan Building Code and prosecute the violation
with the same power and authority in prosecuting all other ordinance
violations. Violation of the Act or
Michigan Building Code, as adopted by the Romulus Code of Ordinances, is a municipal civil infraction and
the City may issue a citation for a municipal civil infraction for such violation pursuant to MCLA 600.8701 to
600.8735. Each day a
violation continues shall be deemed a separate violation. The enforcing agency
for the City shall be the Director of Building and Safety or
his designee, the Romulus Police Department,
and/or the Romulus Ordinance Department.

PROPERTY MAINTENANCE CODE, AS REFERENCED IN THE MICHIGAN BUILDING CODE,
FROM THE 2000 VERSION OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE TO
THE 2009 VERSION OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE, REVISING
SECTIONS WITHIN THE SAME, AND SPECIFYING PENALTIES FOR VIOLATION OF THE
SAME.
THE CITY OF ROMULUS, WAYNE COUNTY, MICHIGAN, HEREBY ORDAINS:
THE CODE OF ORDINANCES OF THE CITY OF ROMULUS, MICHIGAN, CHAPTER 5, BUILD-
INGS AND BUILDING REGULATIONS, SECTIONS 5-171 and 5-172 IS HEREBY AMENDED AS
FOLLOWS:
ARTICLE IX . PROPERTY MAINTENANCE.
Sec. 5-171. Code adopted.
(a) The International Property Maintenance Code of 2009, as published by the International Code Council, Inc.,
is hereby adopted by reference and made a part hereof as if fully set out in this section, with additions, inser-
tions, deletions, and changes, if any, prescribed in Section 5-172 of this article. A copy of that International
Property Maintenance Code of 2009 shall be filed with the office of the City Clerk.
Sec. 5-172. References in code.
As used in the International Property Maintenance Code of 2009, the term or reference in that code to
the “name of jurisdiction” shall mean or refer to the City of Romulus, Wayne County, Michigan; the reference
therein to the “date of adoption of this code” shall mean or refer to the date of adoption of this section; there
reference therein to the word “state” shall mean or refer to the State of Michigan; the reference therein to the
words “municipal charter” shall mean or refer to the Charter of the City of Romulus, and the reference therein
to “local ordinances” shall mean or refer to the applicable provisions of the City of Romulus Code of
Ordinances and/or any state or international Codes adopted thereby, as applicable. Additionally, the following
sections of the International Property Maintenance Code of 2009 are revised as follows:
Section 101.1.
Insert: “the City of Romulus”
Section 103.5.
Insert: “A schedule of fees as may be adopted by the Romulus City Council from time to time.”
Section 112.4.
Insert: (for minimum): “$200”
(for maximum): “500 and/or other penalties described in Section 1-13 of the Romulus Code of Ordinances”
Section 302.4.
Insert: “eight inches (8”)”
Section 304.14.
Insert: “April 1” and “November 15”
Section 602.3.
Insert: “January 1” and “December 31”
Section 602.4.
Insert: “January 1” and “December 31”
Additionally, a violation of the International Property Maintenance Code, as adopted pursuant to this
Chapter, as described in Section 106.3, shall be deemed a misdemeanor, punishable consistent with the penalties
described in section 1-13 of the Romulus Code of Ordinances and with Section 106 and otherwise consistent
with the provisions of the International Property Maintenance Code of 2009.
Exemption
: The City of Romulus, Wayne County, Michigan, pursuant to the provisions of the City Charter,
hereby elects to assume responsibility for administration and enforcement of the International Property
Maintenance Code of 2009 (“Code”).
Savings Clause
: Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding
pending in any court or administrative body, or any rights acquired, or liability incurred, or any cause or causes
of action acquired or existing, under any Act or Ordinance hereby repealed by this Ordinance; nor shall any just
or legal right or remedy of any character be lost, impaired, or affected by this Ordinance.
Severability
: Should any word, sentence, phrase, or any portion of this Ordinance be held in a manner invalid
by any court of competent jurisdiction or by an state agency having authority to do so for any reason whatsoev-
er, such holdings shall be construed and limited to such word, sentence, phrase or any portion of the Ordinance
held to be so invalid and shall not be construed as affecting the validity of any of the remaining words, sen-
tences, phrases, or portions of this Ordinance.
Conflicting Ordinances
: All prior existing ordinances adopted by the City of Romulus inconsistent or in con-
flict with the provisions of this Ordinance are, to the extent of such conflict or inconsistency, hereby expressly
repealed.
Readings
: This Ordinance shall be given a first reading on February 6, 2012, shall be enacted on February 14,
2012 and shall be published on or before March 8, 2012 and shall be effective March 8, 2012.

Within forty-five (45) days after the publication of any ordinance duly passed by the Council, a petition may be
presented to the Council protesting against such ordinance continuing in effect. Said petition shall contain the text
of such ordinance and shall be signed by not less than six (6%) of the registered electors registered at the last pre-
ceding election at which a Mayor of the City was elected. Said ordinance shall thereupon and thereby by sus-
pended from operation and the Council shall immediately reconsider such ordinance.

NOXIOUS WEED NOTICE TO THE
PROPERTY OWNERS IN THE
CITY OF ROMULUS
In accordance with P.A. 359 of 1941, as amended and Chapter 19, Article 3, of the Romulus Code of Ordinances
it shall be the duty of all owners of lands on which noxious weeds are found growing, to destroy the same before
they reach a seed bearing stage and to prevent such weeds from becoming a detriment to public health.
If any such owner, agent or occupant of such land shall refuse to destroy such noxious weeds or cause them to be
destroyed, it shall be the duty of the Noxious Weed Commissioner to enter upon such land and destroy such nox-
ious weeds.
Nothing in this notice shall apply to weeds in fields devoted to growing any small grain crop such as wheat, oats,
barley or rye.
All weeds not cut by May 1, 2012 will be cut by the City and the owner of the property will be charged with the
cost. Subsequent violations will result in additional cuttings and will be done as often as necessary when vegeta-
tion reaches eight (8) inches in height and/or seed bearing stage.
Any expense incurred in such destruction shall be paid by the owner or owners of such land, and the city shall
have a lien against such land for such expense. Any owner who shall refuse to destroy such noxious weeds shall
also be subject to a fine of not more than $100.00 per cutting in the discretion of the court.
All refuse and debris on the given owners property will be removed by the City at the owners' expense.

for the purpose of reviewing the assessment roll. Please come prepared, as an eight
(8) minute time limit before the Board will be strictly adhered to.
