Tracey Emmanuel got to know the
residents at Allen Terrace very well dur-
ing the recent cold spell when no one
wanted to venture outside.
Emmanuel is the new housing direc-
tor for the City of Northville and now
manages Allen Terrace senior apart-
ment complex onHighStreet.
She said the residents were welcom-
ing and glad to see her. She said it is
obvious that the residents enjoy living at
the facility.
Emmanuel started the job in
December and one of her first tasks was
preparing an annual budget and attend-
ing to several property maintenance
issues.
She said her plans include seeking
more grant money to keep up with the
continuous improvements needed at the
building.
Currently, revenue is generated pri-
marily through tenant rents. The build-
ing also has a capital fund that earns
interest.
Emmanuel meets monthly with the
Residents' Council, a week before meet-
ing with the Housing Commission, so
she can share concerns with the com-
mission that oversees the budget needs,
maintenance and capital improvements
at AllenTerrace.
Emmanuel also plans to explore the
assisted living centers and long-term
care facilities in and around the
Northville community to enable resi-
dentswho canno longer live in an apart-
ment independently tomove to a facility
that offers assistance with personal care
andhealthmatters.
“I have a lot to learn about seniors
and their needs. Everybody wants to age
in place, but you can't necessarily do
that in an apartment community
designed for independent living,” said
Emmanuel, who plans to become certi-
fied in senior housing.
“Because Northville is a compact
community with a lot of walkable streets
and businesses, the residents can get
around pretty easily,” she said. “It helps
that there is a Kroger's on Center
Street.”
Prior to coming to Northville,
Emmanuel was a property manager of
single-family housing for the City of
Livonia.
She served in the U.S. Army for four
years in the mid 1980s. She also has a
bachelors degree in business adminis-
tration from Eastern Michigan
University.
Emmanuel replaced former director
SherryNecelis, who retired.
Mother's Food Pantry in
Inkster, part of The Emergency
Food Assistance Program, is now
open for registered clients on
Thursdays.
The facility, located at 27717
Carlysle St. is under the direction
of Velma Jean Overman of
Operation Refuge. The facility is
a client-choice pantry, allowing
families to shop at the store-like
facility at no cost. Families and
individuals take only what they
want and can use. Mother's
Pantry is a distribution site for
The Emergency Food Assistance
Program which is a federal food
commodities program.
Intake at Mother's Pantry
takes place from 10-11 a.m. only
on Thursdays and applicants
must bring proof of income and
identification. Clients must have
proof of residency for everyone
in the home. Proof of income
accepted includes check stubs, a
DHA statement, a Social Security
Income statement or other proof
of either income or no income.
Clients who have completed
the intake process can shop at
the pantry on the days assigned
by their last name. Those whose
last names beginwith the letter A
through M can shop from 10 a.m.
until 12:30 p.m. the first and third
Wednesday of each moth. Those
clients with last names beginning
with the letter N through Z can
shop from 10 a.m. until 12:30 p.m.
on the second and fourth
Wednesday of each month.
Registered clients can shop on
the fifthWednesday of the month
but only select items will be
available.
To use Mother's Pantry, resi-
dents must have completed the
intake process and will then be
allowed to shop only on their
assigned day. Clients should
bring their own bags or boxes to
transport the food.
Clients are also asked to be
respectful of the volunteers who
work at the pantry and not use
profanity, gossip or make sugges-
tive conversation.

APWA Region V Director Rich Berning pre-
sented the Municipal Services Department Accreditation Award to the Township Board. Canton is now one of the 135 commu-
nities nationwide, since 1997, which have received this award and only the second one in the State of Michigan.

term to expire December 31, 2020. Motion carried unanimously. Motion by Siegrist, supported by Sneideman that the Board of
Trustees approve the re-appointment of Samar Sakakini to the Commission for Culture, Arts & Heritage for a three-year term to
expire December 31, 2020. Motion carried unanimously.
Item C-3. Consider Approval of the Performance Resolution
&Application for the 2018 Annual MDOT Maintenance Permit. (MSD)
Motion by Siegrist, supported by Sneideman to
approve the annual performance resolution for the 2018 Annual Permit application for Underground Utility Operations within
the Michigan Department of Transportation right-of way; and, further authorize the Engineering Services staff to make applica-
tion for the permit on-line. Motion carried unanimously.
Item C-4. ConsiderApproval of the Resolutions for Three (3) Annual
Permits and Authorizing the Township Clerk’s Signature for Work within the Wayne County Right-of-Way During 2018.

Motion by Siegrist, supported by Sneideman to approve Resolution 1; Permit A-18038 allowing for routine maintenance
of sanitary sewers and water mains including inspection and repair, along with dust palliative applications, sidewalk repair and
replacement, to authorize the Township Clerk as the designated officer to sign the 2018 Annual Permit for Wayne County
Department of Public Services. Motion carried unanimously. Motion by Siegrist, supported by Sneideman to approve Resolution
2; Permit A -18093 allowing the Township to occupy the right-of-way for pavement repair and restoration in 2018, and author-
ize the Township Clerk as the designated officer to sign the 2018 Annual Permit for Wayne County Department of Public
Services. Motion carried unanimously. Motion by Siegrist, supported by Sneideman to approve resolution 3; Permit A-18081
allowing the Township to perform Special Events which temporarily occupy the Wayne County Road right-of-way in 2018, and

RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON
Site Plan for Valvoline Quick Oil Change WHEREAS,
the Project Sponsor, Mr. Ziad el Baba, has requested site plan approval
for Valvoline Quick Oil Change to be located on Michigan Avenue between Canton Center and Beck Roads, identified as tax
EDP #131-99-0013-701; and,
WHEREAS,
the Planning Commission reviewed the site plan and made a recommendation to
approve the request to grant site plan approval, with conditions as summarized in the attached written analysis and recommen-
dation.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does
hereby approve the request of the petitioner, Mr. Ziad el Baba, to approve the site plan for the proposed Valvoline Quick Oil
Change subject to any and all state and local development regulations and further subject to any conditions recommended by the
Planning Commission and staff, as described in the analysis and recommendation attached hereto and made part hereof.

to introduce and hold the first reading of the amendment to Chapter 78 of the Canton Code of Ordinances, Article VIII, entitled
“Residential Registration and Inspections,” Section 78-279. Motion carried unanimously. Trustee Foster asked how many coop-
erative housing facilities exist in the township. Director Faas replied one. Director Faas noted for the public record, on January
8, 2018 the township received 117 signed petitions from the residents of the one facility asking to be removed from the Rental
Registration Program. Motion by Siegrist, supported by Sneideman to table for consideration and hold a second reading on
January 23, 2018 of the proposed amendment to Chapter 78 of the Canton Code of Ordinances, Article VIII, entitled “Residential
Registration and Inspections,” Section 78-279. . Motion carried unanimously. Motion by Siegrist, supported by Slavens to enter
the petition along with a sample of the form letter submitted to the board by the residents of Canterbury Mews into the public
record. Motion carried unanimously.
Item G-12. Consider First Reading of an Ordinance to Amend Chapter 98 of the
Canton Code of Ordinances to Bring the Ordinance into Compliance with State Law and to Increase the Size of the
Planning Commission to Nine Members. (MSD)
Motion by Siegrist, supported by Slavens to introduce and hold the first read-
ing of the proposed amendment to Chapter 98 of the Charter Township of Canton Code of Ordinances to repeal the entire chap-
ter. Motion carried unanimously. Motion by Siegrist, supported by Slavens to table for consideration and hold a second reading
on January 23, 2018 of the proposed amendment to Chapter 98 of the Charter Township of Canton Code of Ordinances to repeal
the entire chapter. Motion carried unanimously.
