George Miller, 1946 Briarfield, had questions concerning ditch maintenance; the
Munn Dump, dog ordinance update, and report on the lead clean up at the gun range. Mr. Miller thanked the Board for having the owner
clean up the woodchips on Morton Taylor.
Payment of Bills
Motion by McLaughlin, supported by Williams to approve payment of the
bills as presented. Motion carried unanimously.
RECOGNITION: Item 1. RESOLUTION IN RECOGNITION OF GREG
DEMOPOULOS FOR SERVICE TO THE BOARD OF TRUSTEES.
Motion by Bennett, supported by McLaughlin to adopt the res-

APPROVING THE RESOLUTIONS FOR THREE ANNUAL PERMITS AND AUTHORIZING THE TOWNSHIP CLERK’S
SIGNATURE FOR WORKWITHIN THE WAYNE COUNTY RIGHT-OF-WAY DURING 2013. (MSD)
Motion by Bennett, sup-
ported by McLaughlin to approve Resolution 1: Permit A-13038 allowing for routine maintenance of sanitary sewer and water main
inspection and repair, along with dust palliative, calcium and salt applications, sidewalk repair and replacement, and street sweeping and
to authorize the Township Clerk as the designated officer to sign the 2013 Annual Permit for Wayne County Department of Public
Services. Motion carried unanimously. Motion by Bennett, supported by McLaughlin to approve Resolution 2: Permit A-13093 allow-
ing the township to occupy the right-of-way for pavement repair and restoration in 2013, and authorize the Township Clerk as the des-
ignated officer to sign the 2013 Annual Permit for Wayne County Department of Public Services. Motion carried unanimously. Motion
by Bennett, supported by McLaughlin to approve Resolution 3: Permit A-13081 allowing the township to perform Special Events which
temporarily occupy the Wayne County Road right-of-way in 2013, and authorize the Township Clerk as the designated officer to sign
the 2013 Annual Permit for Wayne County Department of Public Services. Motion carried unanimously.

Motion by Bennett, supported by McLaughlin to authorize the payment of
the Township’s bills on December 28, 2012, as normally scheduled, subject to prior review by the Clerk and Treasurer. Motion carried
unanimously.
GENERAL CALENDAR: Item 1. CONSIDER APPROVAL OF PAYMENTS TO WAYNE COUNTY AND SITE
DEVELOPMENT INC. FOR THE SHARED COSTS OF THE 2010 CANTON CENTER ROAD WIDENING PROJECT.

County in the amount of $138,016.11 for the Reconstruction of Canton Center Road from Palmer to Cherry Hill. Motion carried unan-
imously. Motion by Bennett, supported by Williams to approve a payment to Site Development, Inc. in the amount of $7,060.72 for addi-
tional work during the Reconstruction of Canton Center Road. Motion carried unanimously.
Item 2. CONSIDER SALE OF MICHI-
GAN AVENUE PROPERTY. (SUPERVISOR)
Motion by Bennett, supported by Williams that Canton accept Gerdom Realty’s Letter
of Intent and authorize Supervisor LaJoy to sign the formal Purchase Agreement for the 2.28 acres of land at Michigan and Sheldon.
Motion carried unanimously.
Item 3. CONSIDER APPROVAL OF A COLLECTIVE BARGAININGAGREEMENT WITH THE
TECHNICAL, PROFESSIONALAND OFFICE WORKERS ASSOCIATION OFMICHIGAN FORATERM COMMENCING

Resolution for Changing MERS Benefits for the Full Time Elected Officials Defined Benefits Pension Plan, to reduce the benefit reduc-

Supervisor LaJoy stated the
study session scheduled for December 18, 2012 is cancelled. The next Board Meeting will be January 8, 2013 at 7:00 p.m. in the
Administration Building, First Floor, Board Room, 1150 Canton Center S., Canton, Michigan. Supervisor LaJoy stated Canton Waste
Recycling will be delayed two days due to Christmas Eve and Christmas Day and then again on New Years Eve and New Years Day.

WHEREAS, pursuant to the provisions of Act 188 of the Public Acts of 1954, this Board has initiated proceedings relating
to the Wethersfield Condominium as described in herein, and to accomplish this improvement and secure funds therefore by creating
said premises into a special assessment district against which there shall be levied special assessments; and
WHEREAS, this Board having tentatively declared its intention to make such improvements and designated the above
described premises as a special assessment district against which the cost of said improvement is to be assessed over a period of 10
years; and
WHEREAS, the Township Board intends to direct staff to prepare plans showing the public improvements, the location
thereof, and an estimate of the cost thereof, which is to be filed with the Township Clerk, Canton Township, Michigan, for public exam-
ination.
Take further notice that the property owner's included in the special assessment district have the right to appeal the special assessment
levy to the Michigan Tax Tribunal. In order to protest the levy an appearance by the property owner, by mail, or by an agent of the
property owner must be made at the public hearing held January 8, 2012.

Former 22nd District Court
Judge Sylvia James has been
ordered to pay an additional
$16,000 to the Judicial Tenure
Commission which investigated
andbrought charges against her.
Those charges, which included
misappropriation of funds and judi-
cial misconduct, resulted in James'
suspension from the court for the
remainder of her six-year term,
which would have expired in
January. She had served as the only
judge at the court, one of the
busiest in the state, for about 20
years.
Gov. Rick Snyder appointed for-
mer Assistant Wayne County
Prosecutor Sabrina Johnson to fill
the position on an interim basis in
September. The position pays
$138,272 annually.
James campaigned for re-elec-
tion to her former position and was
the top vote getter in the primary
balloting. She lost to challenger
Johnson inNovember by a nearly 2-
1margin.
James appealed the decision to
theMichigan Supreme Court which
affirmed the findings of the Judicial
Tenure Commission and said
James had misused public funds.
The charges against her cited her
use of the court Community Service
Account for contributions to many
local charities, civic groups and
event sponsors, including a dona-
tion to the high school to aid in the
purchase of cheerleading uniforms
among many others. The prolonged
hearing before a special master
appointed to hear the charges took
place in Dearborn Heights. The
decision included assertions that
James also knowingly hired an
unqualified magistrate at the court
andwillfully violated the court anti-
nepotismpolicy by hiring her niece.
She was also cited for instituting
and enforcing an improper busi-
ness-attire policy at the court,
which, the justices said, effectively
may have denied some people
access to justice.
James was also criticized for
“numerous misrepresentations of
fact under oath during the investi-
gation andhearing on thismatter.”
These fees, announced two
weeks ago, are in addition to an
order for James to pay more than
$80,000 in restitution and costs pre-
viously assessed against her as part
of the verdict.
Higher learning
High schools offer college credit
Resident elected to board
There are 100 new “college” students in
the Wayne-Westland schools, thanks to an
agreement negotiated with Wayne County
CommunityCollegeDistrict.
The students, seniors at Wayne Memorial
and John Glenn high schools, are earning
college credit while still taking their regular
high school courses. This dual-enrollment
agreement, which has the high school stu-
dents also on the enrollment roster at the
community college, was offered to students
in the Wayne Westland Community Schools
last fall. So far, both college and school offi-
cials agree that it isworkingwell.
Currently, students can take speech class-
es at Wayne Memorial and introduction to
philosophy and introduction to visual arts at
John Glenn. The students do have to meet
special qualification in order to take the
classes, a college official noted.
Paul Sallah, deputy superintendent for
instruction at Wayne County Community
College District, said that the response from
Wayne Westland is considered “phenome-
nal.”
The classes can be transferred for college
credits, Sallah said.
He added that the college is very happy
with the program and excited to work with
Wayne-Westland school officials. He particu-
larly credited Superintendent of Schools Dr.
GregBaracy for negotiating the agreement.
Joleen Immerfall of Wayne has been
re-elected for a third consecutive term to
the Blue Cross Complete of Michigan
Board of Directors to represent Blue
Cross Complete members. Blue Cross
Complete servesMedicaidmembers.
Immerfall, a Blue Cross Complete
member, has served as a board member
since 2007. Her third three-year term
begins on Jan.1, 2013.
"Serving as a board member gives me
the opportunity to learn about the benefits
Blue Cross Complete offers its member-
ship, and address member concerns with
my peers," said Immerfall. She said she
looks forward to continuing to be the
members' voice.
Adevoted grandmother, wife andmoth-
er, Immerfall has been a licensed practi-
cal nurse and also served as past presi-
dent of the Council of Catholic Women in
WashtenawCounty.
