there. The two general fund transfers that
were discussed in a study session at the end
of the November were necessary to bring
the facility back into compliance with the
plan
“We have to meet those guidelines or the
state can come in and take over,” saidAbdo.
“Recreation has always been subsidized
by the city,” added City Councilwoman
SylviaMakwoski.
She said she voted for the transfer
because of the thousands of people who use
the center and because the city stood to lose
more than $2 million in state shared rev-
enue if the RAC fell out of compliance with
the plan.
“To me it was a simple math problem,”
she said. “Pay $350,000 and get $2.2 million
back. To me, that made it very clear what I
needed to do.”
She also pointed out that even with the
two transfers, the city had more than 10 per-
cent of its annual revenue in its general fund
balance.
Councilman William Wadsworth pointed
out that therewas a timewhen the city had a
recreation budget of nearly $1 million and
employed a recreation director and deputy
director, both full-time employees with full
benefits. He said the programs offered
through the RAC are largely the same, but
they don't cost the city nearly asmuch.
Mayor Leroy Burcroff said getting the
RAC out of a deficit situation was a priority.
He said the city would meet with the man-
agement there on a weekly basis on day-to-
day issues.
“The way you avoid large surprises is by
having indicators that pop up sooner,” he
said. “We're going to be watching it. If some-
thing is off-track, the sooner we know about
it the better.
“The important thing is, what are we
going to do differently moving forward,” he
added. “We're trying to brainstorm things we
can do to turn it around. It's a great facility
and memberships are up, but we need to do
some things to improve that plan. My com-
mitment to you is to do the best I can to get it
turned around.”

kind of response I received.”

only wanted to get an opinion of where
board members stood on their participation
andwas surprised at the aggressive response
she received fromthe supervisor.
Trustee Bob Doroshewitz said he wasn't
sure if Reaume's objection was to maintain
order or an attempt to drown out what
Reaume considered to be a disorderly com-
ment byMadonna.
“Is the new rule now that if a member of
the public asks a question of the board, the
member is not allowed to answer that ques-
tion,”Doroshewitz asked.”
Don Soenen from the PARC group
expressed his dismay regarding Reaume's
vacillating position regarding the Central
property.
Soenen told the boardmembers and audi-
ence that Reaume offered to have two town-
ship individuals participate in the PARC fea-
sibility study, only to rescind that permission
a fewdays later.
The two Reaume selected to represent
the township, William Pratt and Keith
Postell, are members of the Plymouth
TownshipPlanningCommittee.
“There must be a misunderstanding,”
Reaume told Soenen in an email message
soon after the threemet.
“I met with the guys for two and one half
hours, and I think they thought they were
there to participate. Now, he (Reaume) said
they were only to report back to him, and to
the board,” Soenen said.
Soenen went on to say one of the two
township designees was so upset that he
wanted to resignhis position.
Soenen told the board and audience he
was only seeking township cooperation to
allow voters to decide on the PARC proposal,
which would require a dedicated millage to
fund the nearly $25millionplan.
Soenen compared the PARC project with
a recently unveiled plan by Treasurer Ron
Edwards for a recreation center, located
within the borders of the township.
“Our project is different---we already have
all the athletic fields in place and we don't
think we can just support a recreation facili-
ty…we need to have the sports and the
arts…we need a broad base and included
will be the school board.
“It would be irresponsible for the city to
take this on alone, just as it would be irre-
sponsible for the township,” Soenen said.
The same evening, members of the
Plymouth Canton Community Schools Board
of Education voted unanimously to support
the PARC plan. The building and adjacent
18-acres of land are currently owned by the
school district.
Reaume said the board will meet again
on Jan. 7 for a study session, and the PARC
project will be on the agenda.

winners were honored on Tuesday, December 10, with a small ceremony held at Canton’s Administration Building. A regular meeting
of the Board of Trustees of the Charter Township of Canton was held Tuesday, December 10, 2013 at 1150 Canton Center S., Canton,
Michigan. Supervisor LaJoy called the meeting to order at 7:03 p.m. and led the Pledge of Allegiance to the Flag.

Act 110 of the Public Acts of 2006, as amended, the provisions of this Ordinance shall be published within fifteen (15) days of its adop-
tion of publications of a notice in a newspaper circulated in Canton Township stating the date of enactment and effective date, a brief
statement as to its regulatory effect and that a complete copy of the Ordinance is available for public purchase, use and inspection at the
office of the Township Clerk during the hours of 8:30 AM to 4:30 PM, Local Time. The provision of this Ordinance shall become effec-
tive seven (7) days after its publication.
