OMULUS
Reorganization includes ‘Officers of Month’
Chief Bob Dickerson continued
the reorganization of the Romulus
Police Department recently,
appointing two long-time members
of the force to new positions that
will help better define the chain of
command.
Dickerson was hired about 10
weeks ago in thewake of an investi-
gation into the department that
caused the resignation of former
policeChiefMichael St. Andre.
Recently, he promoted John
Leacher and Darren Shelby to the
two captain positions that were
made possible through a recent
reorganization of the police union
contract.
"It's my good fortune to have two
exceptional choices in making
these appointments," said
Dickerson.
"They're both good selections,"
added Mayor Pro Tem Leroy
Burcroff.
Leacher is a 24-year member of
the Romulus Police Department,
according to Dickerson. He has
worked in every area of the depart-
ment, from investigations to patrol,
and is the longest-serving supervi-
sor in the department. A former
D.A.R.E. officer, he has worked
with the youth of the community, as
well.
"It was a very easy choice for
me," said Dickerson. "He's a do-er.
He gets things done. I'm proud to
make this appointment."
Shelby has 18 years experience
in law enforcements, 13 of that has
been withRomulus. He helped run
the department earlier this year
when St. Andre was on leave. He,
too, has experience in investiga-
tions and in the uniform section of
the department. Shelby was a
school resource officer in the past,
aswell.
"He's never wavered with his
responsibilities. He's one of my go-
to guys," said Dickerson. "It was
another easy choice forme."
Dickerson has also implement-
ed an Officer of theMonth program
in the department and introduced
the first two recipients of the
award, Corp. Michael Grant and
Corp. ChrisHines.
The two officers were dis-
patched to Hull Creek Elementary
school on Oct. 30 on a school alarm
and noticed a door propped open.
They went inside and saw some
juveniles, who fled the scene. They
gave chase, with Hines on foot.
Grant returned to his vehicle and
drove to a nearby subdivision to
head them off. Hines caught one of
the subjects as he tried to scale a
fence, but the other made it over
the fence and waded through the
creek to the subdivision.
A resident, alerted to the situa-
tion through Grant's P.A. system,
detained the subject until he could
get there andmake the arrest.
"It was a great example of com-
munity policing," said Dickerson.
"You had two experienced officers
that, instead of saying: 'oh, they left'
or 'they got away,' they chased the
individuals, got the neighbors
involved, and apprehended these
guys and they ended up spending
the night in jail instead of at some-
one else's house or at another
school doing something else stupid
that we'dhave to keeppreventing."
Councilman William Crova said
he liked the changes Dickerson
was making in the department,
including the reorganization of the
command structure and the new
recognitionprogram.
"We've had a number of prob-
lems in the police department
recently and you've inherited
them," he told Dickerson. "You're
doing a fine job in bringing our
police department back."
Dickerson said it was only a
reflection of the quality of the
department, as awhole.
"I think we've made a lot of posi-
tive influence, a lot of positive
changes there. We have an excep-
tional police department here," he
said.
Romulus City Clerk Ellen Craig-Bragg, new police Captain John Leacher, wife Betty Leacher, daughter
Samantha Leacher, Mayor Pro-Tem LeRoy Burcroff and Chief of Police Robert Dickerson were all smiles when
Leaher's promotion was announced last month.
Cpl. Mike Grant (left) and Cpl. Chris Hines are congratulated by Mayor Pro-Tem LeRoy Burcroff and Chief of
Police Robert Dickerson as Romulus Officers of the Month for their heroism.
