cers at the scene, there had still been no
response from theNorthville city on-call staff
or thePlymouth city ambulance, according to
the taped recordings of the incident.
At 1:54 a.m., the Plymouth Township dis-
patcher, at the urgent request of the police
officers witnessing the desperate efforts to
save the woman's life, paged the fire depart-
ment for the second time. Seconds later,
reverberant radio inquiries from the police
officers prompted the Plymouth Township
dispatcher to call Northville Township
directly to attempt to determine when criti-
cal help might arrive, according to the
recordings obtained under the Freedom of
InformationAct.
Those radio reports indicate that the first
tone signal and the radio broadcast weren't
heard because Northville Township public
safety staff were most likely on their radios
with their own emergency. Northville
Township shares the frequency with the City
of Northville department. The dispatcher,
suspecting there could be an equipment
problem, requested that Northville send out
the alarmtone for a second time.
Sevenminutes later, following that second
alarm, City of Northville responders arrived
in the Plymouth ambulance at the scene at
2:01 a.m., 25 minutes after the initial 911 call,
to find that thewomanhad expired.
Northville Fire Chief James Allen said he
believes the reason the fire department
response was delayed was due to a malfunc-
tion in the radio equipment.
“We weren't notified,” Allen said. “When
they toned it out, no tones went out to the fire
department.” Allen said he believes that
when the early morning call for EMS in
Plymouth came into the City of Northville,
the on-call firefighters could not hear the
page.
“There was a malfunction in the radio
equipment,”Allen said.
Northville Township handles the dispatch
operation for police and fire for both the city
and township of Northville and allows the
City of Plymouth to utilize their antenna to
tone andbroadcast for emergency help.
Public safety officials speculate that the
decision by the City of Plymouth to use a tele-
phone line rather than a microwave antenna
between the dispatch center in Plymouth
Township and Northville could be a flaw in
the system. City of Plymouth dispatch com-
munication capability is now shared with
both the city and township of Northville. If
Northville Township has any ongoing event,
and is using radio communication, the emer-
gency tone or alarm from Plymouth is not
heard. Plymouth city officials opted to share
radio tower access with Northville Township
rather than construct a dedicated municipal
tower despite that condition.
The cost for the dedicated microwave
communication equipment was estimated at
about $25,000.

RFP 13/14-10 REQUEST FOR QUALIFICATIONS FROM CONSULTING FIRMS
FOR CONSTRUCTION ENGINEERING SERVICES
The City of Romulus will receive written qualifications for providing Consulting Engineering and
Testing services for the reconstruction of Goddard Road from Romaine to Wayne Road, including
the Wayne and Goddard Road intersection, 500' in each direction.
• The project will consist of the removal and reconstruction of 6,000 feet of major roadway, util-
ity structure adjustments, sidewalk construction, streetscape components, signal moderniza-
tions at two intersections, pavement marking installation, and restoration.
• The construction engineering for this project will include all surveying, staking, field inspec-
tion, construction administration and quality control testing in accordance with MDOT
requirements, specifications and guidelines.
• Consultants considered for these services must hold an approved status on MDOT's pre-qual-
ification list for Road Construction Engineering. All firms must also have working experience
with Field Manager software and the MERL Program.

Emergency food distribution set for December
Spotlight on Youth readies holiday production
The next distribution of emer-
gency food by Plymouth Community
United Way is scheduled Thursday,
Dec. 19. The Emergency Food
Assistance Program provides low-
income Plymouth and Northville
residents with canned, non-perish-
able andperishable items.
All recipients must pre-register
at Plymouth Community United
Way, 960W. Ann Arbor Trail, Suite 2,
Plymouth.
This is a supplemental food pro-
gram that may be used in addition
to other assistance programs.
Bridge Card holders automatically
qualify, but need to pre-register.
Recipients not currently on govern-
mental assistance (food stamps,
ADC and general) must provide doc-
umentation including proof of
income and residency before
receiving food ondistributiondays.
Distributions continue the third
Thursday of each month from 9:30
a.m. to 11 a.m. at St. Kenneth

The whole family can get into the
holiday spirit with the Spotlight on
Youth production A Wonderful
Worldful of Christmas, Dec. 12-15, in
the Biltmore Studio at the Village
Theater at Cherry Hill in Canton.
This show is approximately an hour
in length, plus an intermission.
Santa Claus himself will be there
to take requests from children and
for a photo opportunity. Spotlight on
Youth is asking for a suggested dona-
tion of $5 for the photo with Santa,
whichwill go to the scholarship fund.
Spotlight on Youth comprises
actors 5 and older. The audience will
hear familiar Christmas songs with
new words that help tell the story.
The audience will also hear tradi-
tional songs and even get a chance to
sing along.
The cast includes Plymouth resi-
dents Angela Belanger, Micah
Belanger, Chase Hayes, Marissa
Radtke and Megan Olson. Mary
Benton, Rachel Carravallah, Jaya
Dhande, Megan Johnson, Emma
Mastny, Madison McCann, Zaven
Rutman and Joseph Kosman from
Canton Township will appear in the
production. Dearborn Heights resi-
dent Jacob Elliet is in the cast along
with Southfield residents Derrick
and Mariah Gallagher. Gale
Shrewsbury of Westland and Allison
White of Farmington Hills round out
the cast.
Shows are slated for 7 p.m. Dec. 12
