Plymouth and Canton students will have
the opportunity to celebrate the heritage of
Dr. Martin Luther King, Jr. with an art and
essay contest.
The Canton Commission for Culture Arts
andHeritage is sponsoring the contest for stu-
dent in kindergarten through 12th grade.
Students are asked to submit original art-
work including paintings, drawings, photogra-
phy, sculpture and/or essays that demonstrate
their knowledge of the life and times of Dr.
King, as well as his dream. Participants are
encouraged to creatively express the impact
Dr. King has had on his/her life, community,
country, and the world as a whole through
their artwork and/orwithwrittenwords.
One art winner and one essay winner will
be selected in each age category, including:
elementary, junior high and high school lev-
els.
High school winners will receive a $100
scholarship; middle school winners will
receive a $50 award and elementary school
winnerswill receive a $25 award. Sixwinners
will be recognized during Canton Celebrates
Dr. Martin Luther King, Jr. planned for Jan. 20
at The Village Theater at Cherry Hill, located
at 50400 Cherry Hill Road. In addition to the
winners, other selected submissions will be
displayed at The Village Theater during the
event.
All entries become the property of Canton
Township andwill not be returned.
Art workmust bemounted on poster board
and be no larger than 11 by 17 inches and no
smaller than 8½ by 11 inches. Three dimen-
sional work should be limited to 50 pounds
and 3 feet indiameter and/or height.
Both artwork and essays must be submit-
ted by 4 p.m. Friday, Dec. 20. All submissions
(both art and essays) must include the name of
the artist, address, phone number, email,
school and grade.

AN ORDINANCE TO AMEND CHAPTER 5, SECTION 5-186 OF THE CITY OF
ROMULUS CODE OF ORDINANCES IN ORDER TO PROVIDE FOR THE UPDAT-
ED FLOOD INSURANCE RATE MAPS PROMULGATED BY THE FEDERAL
EMERGENCY MANAGEMENT AGENCY WITH RESPECT TO FLOOD HAZARD
AREAS WITHIN THE CITY OF ROMULUS.
THE CITY OF ROMULUS, WAYNE COUNTY, MICHIGAN, HEREBY ORDAINS THAT
THE CODE OF ORDINANCES OF THE CITY OF ROMULUS, MICHIGAN, CHAPTER 5,
SECTION 5-186 IS HEREBY AMENDED AS FOLLOWS:
ARTICLE XII. FLOODPLAIN MANAGEMENT
Sec. 5-186. Designation of Regulated Flood Prone Hazard Areas.
The Federal Emergency
Management Agency (FEMA) Flood Insurance Study (FIS) Entitled “Wayne County, Michigan (All
Jurisdiction)” and dated 12/3/2013 and the Flood Insurance Rate Map(s) (FIRMS) panel number(s)
of 26163C; 0218E, 0356E, 0358E, 0383E, and 0391E dated 2/2/2012 and panel numbers 26163C;
0220F,0240F, 0243F, 0357F, 0359F, 0370F, 0376F, 0377F, 0378F, 0379F, 0381F, and 0390F dated
12/3/2013 are adopted by reference for the purposes of administration of the Michigan Construction
Code, and declared to be a part of Section 1612.3 of the Michigan Building Code, and to provide the
content of the “Flood Hazards” section of Table R301.2(1) of the Michigan Residential Code. The
FIS and FIRMS adopted previously by ordinance of the City of Romulus shall remain in full force
and effect until the effective date of the FIS and FIRMS adopted hereunder, that being 12/3/2013, or
such earlier date established by FEMA.
Savings Clause
: Nothing in this Ordinance hereby adopted shall be construed to affect any suit or
proceeding pending in any court or administrative body, or any rights acquired, or liability incurred,
or any cause or causes of action acquired or existing, under any Act or Ordinance hereby repealed by
this Ordinance; nor shall any just or legal right or remedy of any character be lost, impaired, or affect-
ed by this Ordinance.
Severability
: Should any word, sentence, phrase, or any portion of this Ordinance be held in a man-
ner invalid by any court of competent jurisdiction or by an state agency having authority to do so for
any reason whatsoever, such holdings shall be construed and limited to such word, sentence, phrase
or any portion of the Ordinance held to be so invalid and shall not be construed as affecting the valid-
ity of any of the remaining words, sentences, phrases, or portions of this Ordinance.
Conflicting Ordinances
: All prior existing ordinances adopted by the City of Romulus inconsistent
or in conflict with the provisions of this Ordinance are, to the extent of such conflict or inconsisten-
cy, hereby expressly repealed.
Readings
: This Ordinance shall be given a first reading on Nov. 4, 2013, shall be enacted on Nov.
12, 2013 and shall be published on or before Dec. 5, 2013 and shall be effective Dec. 5, 2013.

Smart meters to be topic of Saturday meeting
Student essay contest to honor Dr. Martin Luther King
That new electric meter that
DTE is installing may not be such a
bright idea, after all.
Michigan Stop Smart Meters, a
statewide group opposed to the new
meters that electric, gas and water
providers are installing in homes
has expressed concerns about the
impact of the new meters on per-
sonal privacy, health andbudgets.
The group is hosting a free show-
ing of a newmovie, Take Back Your
Power, at 11 a.m. Dec. 7 at the
Plymouth District Library, 223
South Main St. in Plymouth. The
meeting is free and open to the pub-
lic.
The film dramatizes the efforts
of corporate utilities and govern-
ments around the world to replace
electricity, gas and water meters
with new-generation smart meters
that include surveillance capabili-
ties, using billions in taxpayer
funds. The film looks at the cost to
human rights, finances, security
and health of the meters and
includes insights from government
representatives, whistle-blowers,
lawyers, doctors and environmen-
talists.
Following the filmtherewill be a
discussion and a question and
answer period. The film will focus
on the electric grid and smart elec-
tric gas and water meters being
installed in two million southeast-
ernMichiganhomes.
Leading the discussion will be
David Sheldon, founder of
Michigan Stop Smart Meters and
Linda Kurtz, found of the Ann
Arbor based Smart Meter
Education Network. Sheldon
earned his bachelors degree in
physics and economics from
Western Michigan University and
his MBA from the University of
Chicago. His group has sponsored a
number of public educational meet-
ings on the topic.
Kurtz participated in the opt-out
hearings of the Michigan Public
Service Commission and is current-
ly an appellant in that case.
Both Kurtz and Sheldon bring
knowledge of the legal battles and
how the climate of opinionhas radi-
cally changed during the past two
years.
Themeeting is scheduled to con-
tinue until 2 p.m.

Police seek hit and run driver
Dicken’s Christmas Tea set
Northville police are seeking the driver of
a vehicle involved in an injury accident on
Friday, Nov. 22, in the area of Six Mile Road
east of SheldonRoad.
According to police reports, the vehicle, a
white or silver sedan similar to a Chrysler
200 or a Vokswagen Passat, struck a pedestri-
an while traveling eastbound on Six Mile
Road at about 5:50 p.m.
The victim, a 52-year-old man from
Detroit, was working in the area and assist-
ing another employee who was backing a
vehicle and trailer out of a driveway toward
Six Mile Road, police said. The victim was
in the roadway when he was struck by the
eastbound vehicle. The vehicle failed to stop
after the accident and fled the scene, accord-
ing to police reports.
The victim sustained non-life threatening
injuries and was transported to a nearby
hospital.
