PROPOSED AMENDMENT TO THE ZONING ORDINANCE OF THE CHARTER TOWNSHIP OF CANTON, WAYNE COUNTY,
MICHIGAN.
NOTICE IS HEREBY GIVEN pursuant to Michigan Public Act 110 of 2006, of the State of Michigan, as amended, and pursuant to the
Zoning Ordinance of the Charter Township of Canton that the Planning Commission of the Charter Township of Canton will hold a
Public Hearing on Monday, December 3, 2012, in the
First Floor Meeting Room of the Canton Township Administration Building,
1150 S. Canton Center Road at 7:00 p.m.
on the following proposed amendment to the Zoning Ordinance:
CIENA SKILLED NURSING FACILITY PDD AMENDMENT
- CONSIDER REQUEST TO AMEND THE PDD AS PERMIT-
TED IN SECTION 27.04 OF THE ZONING ORDINANCE INCLUSIVE OF PARCEL NO(S). 112 99 4014 701 (45900 GEDDES)
AND 112 99 0015 701. Property is located north of Geddes between Canton Center and Beck Roads.
Written comments addressed to the Planning Commission should be received at the Canton Township Administration Building, 1150
Canton Center S. prior to Thursday, November 29, 2012 in order to be included in the materials submitted for review.

Motion by Dobrowolski, seconded by Hawley and unanimously
carried, it was resolved to adopt Ordinance #2012-07 an ordinance to amend to City of
Wayne Codified Ordinance Chapter 830.03; Pawnbrokers.

CITY OF WAYNE
SECTION 1
Pawnbrokers
830.03 LICENSE REQUIRED
(a) No person shall engage in the business of a pawnbroker, within the corporate limits
of the City, without having first obtained a license therefore.
(b) This license shall be for the period of one year from the date of issuance, unless
sooner revoked for cause, and shall not be transferable.
(c) This license shall designate the following:
(1)
The particular place in the City where such person shall carry on the
pawnbroker business.
(2)
The name of the primary business established and operated by the
person.
(3)
The one category of goods to be accepted for pawn,
except in cases where
the provisions of this Chapter regarding "primary," "ancillary," and "category"
shall not be necessary and are inapplicable. The provisions of this Chapter
regarding "primary", "ancillary", and "category" are not necessary and are inappli
cable if the applicant's existing business: (1) was established with an approved site
plan pursuant to Chapter 1276 Site Plan Approval; (2) is otherwise in compliance
with State law governing pawnbrokers; and (3) is also in compliance with Section
1234.12(d) Regulated Uses.
(d) No such license shall be granted without the approval of the City Council nor until
the applicant has complied with such of the following requirements of this chapter
as are applicable to him.
SECTION 2
That this Ordinance shall be published as required by law.
SECTION 3
That this Ordinance shall become effective ten days after enactment and upon publication
thereof.

At the Meeting of November 5, 2013, the Planning Commission of the Charter Township of Canton adopted the following meeting
schedule for 2013:

The meetings will be held at 7:00 p.m. in the First Floor Meeting Room of the Administration Building, 1150 S. Canton Center Road.

April near the scene of a larceny of jewelry
froman antique store there.
Wiercioch was involved in a retail fraud
case at a consignment shop on Seven Mile
Road in Northville Township last April,
according to Northville Township Det. Jon
Huerta.
At the time of that arrest, Wiercioch was
also chargedwith a narcotics offense, Huerta
said. He was released, without bond, and
given a court date. When he failed to appear,
a bench warrant for his arrest was issued
from the 35th District Court and was listed
on the LEIN (Law Enforcement Information
Network).
Columbia Township Police Chief David
Elwell contacted Huerta who then forward-
ed fingerprints, mug shots and prepared a
photo line up for Columbia officers to show
to the proprietor of the Brooklyn antique
store. Police said the owner identified
Wiercioch. Huerta arrested Wiercioch on
Nov. 2 in Ypsilanti and impounded his vehi-
cle. Recovered fromWiercioch at the time of
his arrest was a satchel containing jewelry
and other items as well as additional items
and jewelry from his vehicle. After being
arraigned on the warrant from Northville
Township, Wiercioch was transported to the
Jackson County Jail by Columbia Township
Police.
In processing the evidence, police said,
four items were recovered and identified as
having been stolen from Pinetree Centre
Antiques.
Wiercioch was transported to the Jackson
County Jail by Columbia Township Police
after arrest on the Northville Township war-
rant, where police said he remains in cus-
tody.
He is facing charges of suspicion of larce-
ny from a person, a 10-year felony and first-
degree retail fraud, a 5-year felony in the
Brooklyn incident.

“This is not an indictment of the entire
Romulus PoliceDepartment that has honest,
hard-working officers who put their lives on
the line to protect us eachday,”Worthy said.
The former chief directed a team from
the Romulus Police Department's Special
Investigation Unit which was supposed to be
investigating liquor license violations, nar-
cotics trafficking and prostitution at the
Landing Strip Bar in Romulus and Subi's
Place in Southgate from January 2010 until
January 2011, according toWorthy.
The investigation was hidden from the
supervisor of the special investigation unit,
Worthy said. St. Andre had direct knowledge
of the activities of detectives Balzer, Landry,
Hopkins, Channells andDroege.
The police officers used drug forfeiture
money to pay for prostitutes, marijuana, and
alcohol, spending $40,000 in one year, Worthy
said.
The detectives involved face up to 20
years in prison except for Channells and
Droege, who each face up to five years on
“misconduct in office” charges.
St. Andre took a leave of absence from the
department following the seizure of docu-
ments by the State Police and FBI. He was
arrested and charged prior to his announced
retirement date.
He had worked in the Romulus Police
Department for 28 years, prior tohis arrest.
Community Service Fund for “travel, dona-
tions to local groups and other expenses
that the fund was not intended for.” The
account is self-funded by court fees and
fines and is intended for nonviolent offend-
er programs.
Mattson also ruled that James failed to
diligently discharge her administrative
responsibilities and that she ignored the
advice of trained financial professionals.
James was also found guilty of non-compli-
ance with generally accepted judicial
accounting principles and violating the
clearly applicable anti-nepotism policy
when she re-hired her niece to work at the
court. Mattson also ruled that James failed
to establish policies requiring documenta-
tion of expenditures of all publicmoney.
James has never been accused of or
chargedwithany criminal activity.
The investigation into the court finances
came after James refused to allow the
Inkster city administration access to or
signing privileges on the court checking
accounts. When the city failed to pay the
court bills in a timely manner nearly three
years ago, James finally paid the bills per-
sonally and then reimbursed herself for
the expenses. At that time, city officials
said the delay inpayment was prompted by
a new computer accounting system. When
the city demanded access to the court
checking accounts, something highly
unusual in district courts, James refused
and moved the accounts to a different
bank, which was also a source of conflict
with the city administration, which has the
authority to approve a portion of the court
budget.
James had earlier disagreed with a plan
of Mayor Hilliard Hampton regarding pro-
posed changes to the city charter which
would have instituted a strong mayor form
of government for the city.
