PROPOSAL 12-1
A REFERENDUM ON PUBLIC ACT 4 OF 2011 –
THE EMERGENCY MANAGER LAW
Public Act 4 of 2011 would:
Establish criteria to assess the financial condition of local government units, including school districts.
Authorize Governor to appoint an emergency manager (EM) upon state finding of a financial emergency,
and allow the EM to act in place of local government officials.
Require EM to develop financial and operating plans, which may include modification or termination of
contracts, reorganization of government, and determination of expenditures, services, and use of assets
until the emergency is resolved.
Alternatively, authorize state-appointed review team to enter into a local government approved consent
decree.

PROPOSAL 12-2
A PROPOSAL TO AMEND THE STATE CONSTITUTION
REGARDING COLLECTIVE BARGAINING
This proposal would:
Grant public and private employees the constitutional right to organize and bargain collectively through
labor unions.
Invalidate existing or future state or local laws that limit the ability to join unions and bargain collectively,
and to negotiate and enforce collective bargaining agreements, including employees’ financial support of
their labor unions. Laws may be enacted to prohibit public employees from striking.
Override state laws that regulate hours and conditions of employment to the extent that those laws conflict
with collective bargaining agreements.
Define “employer” as a person or entity employing one or more employees.

PROPOSAL 12-3
A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO ESTABLISH A STANDARD FOR RENEWABLE ENERGY
This proposal would:
Require electric utilities to provide at least 25% of their annual retail sales of electricity from renewable
energy sources, which are wind, solar, biomass, and hydropower, by 2025.
Limit to not more than 1% per year electric utility rate increases charged to consumers only to achieve
compliance with the renewable energy standard.
Allow annual extensions of the deadline to meet the 25% standard in order to prevent rate increases over
the 1% limit.
Require the legislature to enact additional laws to encourage the use of Michigan made equipment and
employment of Michigan residents.

A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO ESTABLISH THE MICHIGAN QUALITY HOME CARE COUNCIL
AND PROVIDE COLLECTIVE BARGAINING
FOR IN-HOME CARE WORKERS
This proposal would:
Allow in-home care workers to bargain collectively with the Michigan Quality Home Care Council
(MQHCC). Continue the current exclusive representative of in-home care workers until modified in
accordance with labor laws.
Require MQHCC to provide training for in-home care workers, create a registry of workers who pass
background checks, and provide financial services to patients to manage the cost of in-home care.
Preserve patients’ rights to hire in-home care workers who are not referred from the MQHCC registry
who are bargaining unit members.
Authorize the MQHCC to set minimum compensation standards and terms and conditions of employment.

A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO LIMIT THE ENACTMENT OF NEW
TAXES BY STATE GOVERNMENT
This proposal would:
Require a 2/3 majority vote of the State House and the State Senate, or a statewide vote of the people at a
November election, in order for the State of Michigan to impose new or additional taxes on taxpayers or
expand the base of taxation or increasing the rate of taxation.
This section shall in no way be construed to limit or modify tax limitations otherwise created in the
Constitution.

A PROPOSAL TO AMEND THE STATE CONSTITUTION
REGARDING CONSTRUCTION OF
INTERNATIONAL BRIDGES AND TUNNELS
This proposal would:
Require the approval of a majority of voters at a statewide election and in each municipality where “new
international bridges or tunnels for motor vehicles” are to be located before the State of Michigan may
expend state funds or resources for acquiring land, designing, soliciting bids for, constructing, financing, or
promoting new international bridges or tunnels.
Create a definition of “new international bridges or tunnels for motor vehicles” that means, “any bridge or
tunnel which is not open to the public and serving traffic as of January 1, 2012.”

FORM OF THE WAYNE COUNTY
BUDGET AND APPROPRIATION ORDINANCE
Shall the Wayne County Home Rule Charter be amended to add a new section 5.120 and to amend existing
section 5.134 to authorize the Wayne County Commission rather than the Wayne County executive to
establish the form (including but not limited to lump-sum and line-(item) of the County budget and appro-
priation ordinance; and to require the County Commission to establish the form of the budget and appro-
priation ordinance by December 7, 2012 and to adopt changes to the form at least ten months before the
beginning of a fiscal year to be effective for that fiscal year; and to also amend section 5.121 to require the
county executive to prepare and submit the budget and appropriation ordinance in the form established by
the County Commission? Yes ___ No ___
INDEPENDENT EXTERNALAUDITOR
Shall Section 3.119(e) of the Wayne County Home Rule Charter be amended to remove the restriction that
prohibits an independent external auditor from providing audit services to the County for more than eight
(8) consecutive years; and further to require independent external auditors be selected based on a competi-
tive process in accordance with the County’s procurement ordinance? Yes___ No___
MEMBERSHIP ON THE WAYNE COUNTY
RETIREMENT COMMISSION
Shall Section 6.112 of the Wayne County Home Rule Charter be amended to expand the Wayne County
Retirement Commission’s membership from 8 to 9, adding as a member the Wayne County Treasurer or
his or her designee; and also to authorize the chairperson of the Wayne County Commission, who is also a
member of the Wayne County Retirement Commission, to appoint a person to serve as his or her designee
on the Retirement Commission; and to further allow employees and retirees of the Wayne County Airport
Authority to vote for and serve as members of the Wayne County Retirement Commission (with no more
than one member being an airport employee or retiree) until such time as the Airport Authority establishes
its own retirement system or pension plan?

MILLAGE PROPOSAL
Shall the limitation on the amount of taxes which may be imposed on taxable property in the Wayne
County Community College District be increased by one dollar per thousand dollars (1 mill) of the taxable
value of all taxable property in the College District for a period of ten (10) years, the tax years commenc-
ing July 1, 2013, to July 1, 2022, inclusive, as new additional millage to provide funds for community col-
lege purposes authorized by law? It is estimated that 1 mill would raise approximately $21,746,964 when

Marti Farrough of Westland, organizer of the Plymouth North Ridge Church quilting
group, holds up one of the 30 handmade quilts created for Arbor Hospice patients.
Farrough's mother received care from Arbor Hospice several years ago. Quilts have
connected Arbor Hospice to the people and communities it serves for many years.
The Plymouth North Ridge Church quilting group is one of many groups that have
donated quilts to comfort patients and add a homey touch to the walls of The
Residence of Arbor Hospice in Ann Arbor. Since 1984 Arbor Hospice has been com-
mitted to providing quality, compassionate care for those experiencing life-limiting ill-
nesses. Arbor Hospice, a not-for-profit 501(c)3 organization, is integrated into the com-
munity with the help of its experienced staff and caring volunteers through its certified
hospice services, inpatient hospice facility, grief support services and community edu-
cation programs. Arbor Hospice serves communities in Jackson, Lenawee, Livingston,

Chamber seeks donations
for annual holiday auction

The Inkster Dove Foundation, in collabo-
ration with the ladies of Zeta Phi Beta
Sorority, Inc., Zeta Nu Zeta Inkster Alumnae
Chapter, will host the second Annual Health
Expo beginning at 11 a.m. Nov. 3.
The Zeta Nu Zeta Inkster Alumnae
Chaptermembers are committed to assisting
the community make health conscious deci-
sions that will enhance their ability to be
productive citizens, according to a sorority
member Artan Hughes. This year the health
export will end at 2:30 p.m.
Those who attend will have access to a
room full of representatives from various
agencies such as Western Wayne Family
Health Center, workshops on topics such as
dementia and senior scams, fruit and juice
smoothie demonstrations, giveaways, prizes
and much more. The Health Expo will take
place at the Floyd B. Simmons Center, 29150
CarlysleSt. Inkster.
The event is open to the public and there
is no admission fee for the event.

The Wayne Chamber of Commerce is
requesting donations of items for a silent
auction/raffle for the annual Holiday
Luncheon planned for 11:30 a.m. until 2 p.m.
Dec. 6. This event is the most popular of the
year, said chamber President Scott
Cabautan.
Cabautan said the chamber was asking
local businesses andmerchants to helpmake
the event festive by donating an itemor prize
for the auction/raffle portion of the program.
“Our Wish List includes: gift certificates, gift
baskets, and other fun interesting items that
wouldmake great prizes,” he said.
The Wayne Chamber of Commerce is a
tax-exempt non-profit organization (tax
id#35-2254375). All proceeds will benefit
efforts to create improve the business cli-
mate for Wayne and the surrounding areas,
he said.
