the number of proposals and elected
offices. There 27 elected offices, six
statewide proposals and five county
proposals,” she said. Voters can
obtain information and sample bal-

“One easy thing to remember is
all polling locations for the City of
Plymouth are located at the
Plymouth Cultural Center and Ice
Arena. That address is 525 Farmer.
There are a total of four precincts.
Be sure you know your precinct
before you arrive so that you go to
the proper place in the building to
vote,” she said.
Absentee ballots are available to
those who are registered and are 60
years old or older, unable to vote
without assistance at the polls,
expect to be out of town on Election
Day, in jail awaiting arraignment or
trial, unable to attend the polls due
to religious reasons or appointed to
work as an election inspector.
On the day of the election, the
polls open at 7 a.m. and close 8 p.m.
Anyone in line at 8 p.m. will be
allowed to vote. According to the
State ofMichigan voter law, all voters
must present picture identification
at the polls (i.e. driver's license) or
complete an affidavit stating they do
not have a photo I.D.

tered voters to be prepared on
ElectionDay.
“Due to the number of ballot pro-
posals, thePrecinct 1 -WayneCounty
ballot will consist of two ballots,” she
said. “While the Precinct 2 - Oakland
County ballot is only one ballot, it is
still lengthy. The number of contests
and ballot proposals can cause prob-
lems for unprepared voters and the
voters behind them in line. Voters
can help prevent Election Day
delays and frustration by being pre-
pared,” she added.
She said sample ballots are avail-
able at the City of Northville website
and suggested voters bring the sam-
ple ballot with them on Election Day
to assist in marking the real ballot at
the polls.
Langmasser urged voters to be
patient and allow plenty of time to
vote.
Typically the busiest times are
from 7 a.m. to 9 a.m., 11:30 a.m. to
1:30 p.m. and 5:30 p.m. to 8 p.m., she
said.

PROPOSAL 12-1
A REFERENDUM ON PUBLIC ACT 4 OF 2011 -
THE EMERGENCY MANAGER LAW
Public Act 4 of 2011 would:
Establish criteria to assess the financial condition of local government units, including
school districts.
Authorize Governor to appoint an emergency manager (EM) upon state finding of a finan-
cial emergency, and allow the EM to act in place of local government officials.
Require EM to develop financial and operating plans, which may include modification or
termination of contracts, reorganization of government, and determination of expenditures,
services, and use of assets until the emergency is resolved.
Alternatively, authorize state-appointed review team to enter into a local government
approved consent decree.

PROPOSAL 12-2
A PROPOSAL TO AMEND THE STATE CONSTITUTION
REGARDING COLLECTIVE BARGAINING
This proposal would:
Grant public and private employees the constitutional right to organize and bargain collec-
tively through labor unions.
Invalidate existing or future state or local laws that limit the ability to join unions and bar-
gain collectively, and to negotiate and enforce collective bargaining agreements, including
employees' financial support of their labor unions. Laws may be enacted to prohibit public
employees from striking.
Override state laws that regulate hours and conditions of employment to the extent that
those laws conflict with collective bargaining agreements.
Define "employer" as a person or entity employing one or more employees.

PROPOSAL 12-3
A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO ESTABLISH A STANDARD FOR RENEWABLE ENERGY
This proposal would:
Require electric utilities to provide at least 25% of their annual retail sales of electricity
from renewable energy sources, which are wind, solar, biomass, and hydropower, by 2025.
Limit to not more than 1% per year electric utility rate increases charged to consumers only
to achieve compliance with the renewable energy standard.
Allow annual extensions of the deadline to meet the 25% standard in order to prevent rate
increases over the 1% limit.
Require the legislature to enact additional laws to encourage the use of Michigan made
equipment and employment of Michigan residents.

PROPOSAL 12-4
A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO ESTABLISH THE MICHIGAN QUALITY HOME CARE COUNCIL
AND PROVIDE COLLECTIVE BARGAINING
FOR IN-HOME CARE WORKERS
This proposal would:
Allow in-home care workers to bargain collectively with the Michigan Quality Home Care
Council (MQHCC). Continue the current exclusive representative of in-home care workers
until modified in accordance with labor laws.
Require MQHCC to provide training for in-home care workers, create a registry of workers
who pass background checks, and provide financial services to patients to manage the cost
of in-home care.
Preserve patients' rights to hire in-home care workers who are not referred from the
MQHCC registry who are bargaining unit members.
Authorize the MQHCC to set minimum compensation standards and terms and conditions
of employment.

A PROPOSAL TO AMEND THE STATE CONSTITUTION
TO LIMIT THE ENACTMENT OF NEW
TAXES BY STATE GOVERNMENT
This proposal would:
Require a 2/3 majority vote of the State House and the State Senate, or a statewide vote of
the people at a November election, in order for the State of Michigan to impose new or
additional taxes on taxpayers or expand the base of taxation or increasing the rate of taxa-
tion.
This section shall in no way be construed to limit or modify tax limitations otherwise creat-
ed in the Constitution.

A PROPOSAL TO AMEND THE STATE CONSTITUTION
REGARDING CONSTRUCTION OF
INTERNATIONAL BRIDGES AND TUNNELS
This proposal would:
Require the approval of a majority of voters at a statewide election and in each municipali-
ty where "new international bridges or tunnels for motor vehicles" are to be located before
the State of Michigan may expend state funds or resources for acquiring land, designing,
soliciting bids for, constructing, financing, or promoting new international bridges or tun-
nels.
Create a definition of "new international bridges or tunnels for motor vehicles" that means,
"any bridge or tunnel which is not open to the public and serving traffic as of January 1,
2012."

FORM OF THE WAYNE COUNTY
BUDGET AND APPROPRIATION ORDINANCE
Shall the Wayne County Home Rule Charter be amended to add a new section 5.120 and to
amend existing section 5.134 to authorize the Wayne County Commission rather than the
Wayne County executive to establish the form (including but not limited to lump-sum and
line-(item) of the County budget and appropriation ordinance; and to require the County
Commission to establish the form of the budget and appropriation ordinance by December
7, 2012 and to adopt changes to the form at least ten months before the beginning of a fis-
cal year to be effective for that fiscal year; and to also amend section 5.121 to require the
county executive to prepare and submit the budget and appropriation ordinance in the form
established by the County Commission? Yes ___ No ___
INDEPENDENT EXTERNALAUDITOR
Shall Section 3.119(e) of the Wayne County Home Rule Charter be amended to remove the
restriction that prohibits an independent external auditor from providing audit services to
the County for more than eight (8) consecutive years; and further to require independent
external auditors be selected based on a competitive process in accordance with the
County's procurement ordinance? Yes___ No___
MEMBERSHIP ON THE WAYNE COUNTY
RETIREMENT COMMISSION
Shall Section 6.112 of the Wayne County Home Rule Charter be amended to expand the
Wayne County Retirement Commission's membership from 8 to 9, adding as a member the
Wayne County Treasurer or his or her designee; and also to authorize the chairperson of the
Wayne County Commission, who is also a member of the Wayne County Retirement
Commission, to appoint a person to serve as his or her designee on the Retirement
Commission; and to further allow employees and retirees of the Wayne County Airport
Authority to vote for and serve as members of the Wayne County Retirement Commission
(with no more than one member being an airport employee or retiree) until such time as the
Airport Authority establishes its own retirement system or pension plan?

MILLAGE PROPOSAL
Shall the limitation on the amount of taxes which may be imposed on taxable property in
the Wayne County Community College District be increased by one dollar per thousand
dollars (1 mill) of the taxable value of all taxable property in the College District for a peri-
od of ten (10) years, the tax years commencing July 1, 2013, to July 1, 2022, inclusive, as
new additional millage to provide funds for community college purposes authorized by
law? It is estimated that 1 mill would raise approximately $21,746,964 when first levied in
