A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, October 11, 2016 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance
to the Flag.
Roll Call
Members Present: Anthony, Bennett, LaJoy, McLaughlin, Sneideman, Williams, Yack Members Absent:

Adoption of Agenda
Motion by Yack, supported by Anthony to approve the agenda as presented. Members carried unanimous-
ly.
Approval of Minutes
Motion by Bennett, supported by Sneideman to approve the Board Minutes of September 27, 2016 as
presented. Members carried unanimously.
RECOGNITION: R-1 Public Safety Promotions to the Rank of Police Sergeant
John Wallace & Michael Andes
Clerk Bennett performed the swearing in for both sergeants. Supervisor LaJoy presented the
Sergeants with their badges. Motion by Bennett, supported by Williams to enter the promotions into the public record. Motion
carried unanimously.
Citizen’s Non-Agenda Item Comments:
Dan Devey, 43640 Antietam, commented as to the quality of the
repairs to Sheldon Road due to the cuts made for utility connections for the new subdivision. Director Faas explained Wayne
County permitted this work and they will be inspecting it. The Township will stay on top of this to be sure it is taken care of
before the county returns the bonds for this permit. Maury Klein, 2412 Berwick, stated Forestbrook Subdivision was drawn first
in the lottery for road repairs. They were told repairs would take place in the order drawn. This has not been the case. They were
told the project would start August 22. This has not happened and to date they have not been notified as to exactly when the proj-
ect will start. Recently they were informed the project would be started by October 10, 2016. They have been told that the
Township has no control over the exact start dates. Mr. Klein is very concerned there will be damage to new paving due to cold
weather. Director Faas explained Florence Cement is behind in the project and are committed to complete the work before the
cold weather. Three projects are still outstanding in the township and the township will indeed follow up. Supervisor LaJoy prom-
ised to follow up on October 12, 2016 and get back to Mr. Klein. Treasurer McLaughlin asked when concrete can and cannot be
poured. Director Faas explained it is reliant upon the weather. The contract has a penalty clause in it. A copy of the contract is
available through the Engineering Department of the Township. George Miller, 1946 Briarfield, presented the township with a
petition signed by over 40 residents of Forestbrook Subdivision. He also commented on the condition of Sheldon Road north of
Bentley Elementary. Wendy Lukianoff, 2430 Brookfield, stated she would like to know why the contract did not include a list of
the subdivisions with the order they would be completed. She feels the township should know the completion at the meeting. She
feels the township should have been following up on all these projects all along. Mr. LaJoy feels this project has been beneficial
for the community. Mr. LaJoy did not remember an exact order, however, he committed to get back to the residents the next day
with a completion date and as well as dates for work to commence.

Motion by Bennett, supported by Anthony to open the Public
Hearing at 7:38 p.m. for comment on the Canton Leisure Services Five Year Master Plan for 2017-2021. Members carried unan-
imously. There were no public comments Motion by Bennett, supported by Williams close the Public Hearing at 7:40 p.m. for
comment on the Canton Leisure Services Five Year Master Plan for 2017-2021.Members carried unanimously. Motion by

PART IV. Repealer.
All other Ordinances or part of Ordinances
in conflict herewith are hereby repealed only to the extent to give this Ordinance full force and effect.
PART V. Publication.
The
Clerk for the Charter Township of Canton shall cause the ordinance to be published in the manner required by law.
Part VI.
Effective Date.
A public hearing having been held hereon pursuant to the provisions of Section 103 of Act 110 of the Public Acts
of 2006, as amended, the provisions of this Ordinance shall be published within fifteen (15) days of its adoption of publications
of a notice in a newspaper circulated in Canton Township stating the date of enactment and effective date, a brief statement as to
its regulatory effect and that a complete copy of the Ordinance is available for public purchase, use and inspection at the office
of the Township Clerk during the hours of 8:30 AM to 4:30 PM, Local Time. The provision of this Ordinance shall become effec-
tive seven (7) days after its publication.
CERTIFICATION
The foregoing Ordinance was duly adopted by the Township Board
of Trustees of the Charter Township of Canton at its regular meeting called and held on the 11th day of October, 2016, and was

by McLaughlin to approve the terms of the letter of agreement with Ypsilanti Township for the disposal of yard waste and fur-
ther authorize the Municipal Services Director to sign the letter on behalf of Canton Township. Members carried unanimously.
Item G-4. Consider sale of Canton property and authorize Supervisor LaJoy to sign all documents necessary to close on
the sale. (Supv.)
Motion by Bennett, supported by Sneideman that Canton accept the Letter of Intent from Gumesindo Pineda
and authorize Supervisor LaJoy to sign the formal Purchase Agreement and any other documents necessary to complete the sale
of the .05 acres of land. Members carried unanimously.
Item G-5. Consider Amendment to User Agreement for
Rehabilitation Institute of Michigan. (CLS)
Motion by Bennett, supported by McLaughlin to approve the Second Amendment
to the User Agreement for Rehabilitation Institute of Michigan, 261 Mack Blvd., Detroit MI 48201-2417, for a 60 month period
commencing November 1, 2016 thru October 31, 2021, with the option of two additional 24 month extensions. Members carried
unanimously.
Item G-6. Consider the Purchase of 11 Security Cameras for the Public Safety Building (PSD)
Motion by
Bennett, supported by Williams to approve the purchase of 11 security system cameras as quoted by Interstate Security, Inc., in
the amount of $51,120, utilizing funds from the 2016 Police, Fire and Fleet Services Capital Outlay Computer & Equipment
accounts. Members carried unanimously. Trustee Anthony asked if this was put out for bid. Director Meier replied no, there was
a concern that different equipment would not be compatible with existing cameras and software.

The Charter Township of Canton will provide necessary, reasonable auxiliary aids and services to individuals with disabilities at
the meeting/hearing upon notice to the Charter Township of Canton.

The Wayne Commission on Aging and
the Senior Services Office have chosen
Beverly Campbell as the winner of the
2016Diamond of theCommunityAward.
Recipients of the annual award must
be at least 70 years old, live and volunteer
in theCity ofWayne.
Campbell and her husband, Jim,
moved from Westland to Wayne in 1962.
She has volunteered her time with the
Wayne Goodfellows (No Child Without A
Christmas), Wayne Civitans (Special
Olympics), Main Street (Promotions
Committee), and First Congregational
Church where she helps with dinners and
the bazaar.
Campbell also received the 2001 James
Poplin Award from the Wayne Parks and
Recreation Advisory Board for her contri-
butions to that group.
She was formally recognized at a din-
ner in her honor last Tuesday at the
HYPE Recreation Center. After dinner,
Mayor Susan Rowe presented Campbell
with a resolution at the 8 p.m. city council
meeting.

Returns to Maybury Farm from
noon until 5 p.m. this Sunday, Oct.
22.
The third annual Great
Pumpkin Festival is themost pop-
ular event of the fall season at
Maybury Farm, noted Jessica
Striegle, executive director of the
Northville Foundation which
operates the farm. The festival
will feature a wide variety of
activities including pumpkin-
themed games for kids, pumpkin
painting, live music by the High
Street Band, beeswax candle
making, pinecone and corn husk
crafting andmuchmore, she said.
In addition to the corn maze
and wagon ride, guests can enjoy
visiting the farm animals, cooking
S'mores around the community
bonfire, a variety of concessions
including cider and donuts, a kid's
costume contest at 1:30 p.m. and
Story Time with author Donna
Rubin at 3 p.m. Maybury Farm
has also partnered with the
Plymouth Home Depot to offer a
building workshop for the first
100 children, and with Tuileries
Shop and Healing Feather

for parents.
