City Treasurer, Stacy Paige, announced that the due date to pay taxes (Sept. 30 th) lands on a Sunday, so taxes
will be due on Monday, Oct. 1, 2018. Also, due to the temporary removal of the payment drop box which was in
front of city hall, citizens are encouraged to utilize the drop box at the entrance of city hall.

CITY OF ROMULUS INVITATION TO BID
ITB 18/19-16 2018-2019 SNOW REMOVAL/ICE MANAGEMENT SERVICES
FOR ROMULUS ATHLETIC CENTER/RINK MANAGEMENT
The City of Romulus on behalf of the facility's management firm, Rink Management is seeking bids
from qualified and experienced companies for snow removal and ice management services for the
2018/2019 snow season for the Romulus Athletic Center.
(1) Qualified individuals and firms wishing to submit a bid must use the forms provided by the
City. Official bid forms and specifications may be obtained from the MITN Purchasing Group
page of BidNet Direct (
/). Bids may be rejected unless made on the forms
included with the bidding documents. Copies of documents obtained from any other source are

(2) Clarifications, modifications, or amendments may be made to this solicitation at the discretion

A Wayne couple has been charged
with second-degree murder in the death
of a 2-year-old child lastMarch.
Matthew Luke and Jaimie Starr, both
34, were charged and arraigned in 34th
District Court Sept. 22 the murder
charges.
Matthew Starr was the father of the 2-
year-old victim, Devin Bisesi. The child
was in the care of the couple when
Wayne police and EMTs were called to a
home on the 2900 block of WayneRoad at
4:46 p.m. March 18. Once inside the
home, emergency responders observed
the lifeless body of the child who was
cold to the touch, according to police and
fire reports of the incident.
Prosecutors allege that his father and
stepmother caused the death of the vic-
tim by keeping him in a “pack and play”
type crib with a gate on top forming a
makeshift cage, according to reports
from the office of theWayne County pros-
ecutor. Investigators allege that the child
was left unattended and suffocated.
Prosecutors believe the suspects moved
the child from the crib, cleaned the room
and then called 911. The cause of death,
according to the office of the Wayne
County medical examiner was asphyxia-
tion.
The Michigan State Police assisted in
the investigation of the death.
The defendants are being held with-
out bond. A preliminary court examina-
tion on the charges is set forOct. 9.

A Westland police officer and
two paramedics are facing crimi-
nal charges in connection with
death of aman held in police cus-
tody last December.
On Monday, Wayne County
Prosecutor Kym Worthy filed
charges
of
involuntary
manslaughter against Police Sgt.
Ronald Buckley 54, and Westland
Paramedics Matt Dicosola, 50,
andLeahMaynard, 36.
According to the prosecutor,
William Marshall, 35, of Inkster
was arrested at about 6:28 a.m.
Dec. 10, 2017 when cocaine and
marijuana were found in his pos-
session during a traffic stop.
Police reports indicate that Mr.
Marshall denied he had ingested
drugs and claimed white powder
on his mouth was from a donut.
He walked and spoke normally at
the time of the arrest, according
to police. He was taken to the
Westland jail for booking where
the inside of his mouth was
swabbed for the presence of
drugs. Police reports indicate
that Marshall did not report any
medical issues and appeared to
be in goodhealth.
As approximately 7:51 a.m., Mr.
Marshall went into convulsions,
experienced muscle spasms and
was unable to walk, according to
police reports. Mr. Marshall and
other inmates in his cell asked
jail personnel for help and at that
time, Buckley, the watch com-
mander for the jail, called for
EMSpersonnel, reports stated.
Westland
Paramedics
Dicosola and Maynard were dis-
patched to the jail and arrived at
8:01 a.m. It is alleged that Buckley
and the paramedics observed Mr.
Marshall on the cell floor at 8:02
a.m. at which time they saw Mr.
Marshall convulsing, telling them
he was having a seizure, and ask-
ing for help. He was then
dragged from the cell into a hall-
way, according to a statement
from Worthy's office. It is alleged
that neither paramedic took vital
signs for Mr. Marshall, or per-
formed a medical assessment.
Neither paramedic intervened in
any manner as they watched Mr.
Marshall on the floor, in distress,
repeatedly requesting their help,
according to the charges.
At 8:07 a.m., Mr. Marshall was
placed back in the jail cell while
convulsing, and an inmate tried
to come to his aid. It is further
alleged that Dicosola looked at
Mr. Marshall and indicated that
he and Maynard could transport
him to the hospital in case he had
ingested something, but he con-
cluded that he was not having a
seizure. It is alleged that despite
observing Mr. Marshall in dis-
tress, Buckley determined that
Mr. Marshall should remain in
jail and dismissed the para-
medics at 8:10 a.m. At approxi-
mately 8:27 a.m., the report
claims that Buckley observed Mr.
Marshall continuing to have con-
vulsions. Buckley failed to seek
medical attention for Mr.
Marshall when he left the cell
area at approximately 8:30 a.m.,
according to the prosecutor's
office.
Mr. Marshall continued to con-
vulse after being placed back in
the cell, although the force and
frequency of the convulsions
diminished over time. At 9:17
a.m., Mr. Marshall was motion-
less. At 9:27 a.m., Buckley
observed Mr. Marshall not mov-
ing and he had another officer
check his pulse and drag him into
the hallway where they adminis-
tered CPR and used a defibrilla-
tor. At approximately 9:39 a.m.,
paramedics returned to the jail.
At 9:41 a.m., Mr. Marshall was
transported from the jail to a
local hospital where he was pro-
nounced dead. Mr. Marshall's
cause of deathwas determined to
be fromcocaine toxicity.
Buckley, Dicosola and
Maynardhave each been charged
with one count of involuntary
manslaughter - failure to perform
a legal duty, a felony with a 15-
year maximum penalty. They
have also been charged with mis-
conduct in office, a common law
felony with a 5-year maximum
penalty.
“The alleged conduct of the
defendants in this case shows an
inexcusable and criminal disre-
gard for human life from those
who have the duty to serve, pro-
tect, and render aid to those in
need,”Worthy said.
All three defendants are
expected to make arrangements
to turn themselves in to the
Michigan State Police for arrest
on the charges.
Westland Mayor William R.
Wild expressed his condolences
to the family of Mr. Marshall, as
did Westland Fire Chief Michael
Stradtner and Chief of Police Jeff
Jedrusik.
Stradtner said the department
has been cooperating with the
investigation and would continue
to do so. Dicolsola and Maynard
are no longer employed with the
WestlandFireDepartment.
Jedruski said that Buckley has
been suspended and that the
department will continue their
own investigation into thematter
“After the investigation, we
will take the necessary discipline
up to and including termination
of the officer,” Jedrusik said.
Both Stradtner and Jedruski
reiterated their sympathy for Mr.
Marshall's family and both noted
that there has been additional
training in both the fire and
police departments.
“We are fully committed to
ensure nothing like this ever hap-
pens again,”Wild said.
