Council adopts Wayne County Hazard plan

Notice is hereby given that the City of Romulus will hold a public hearing at
7:00 p.m. on
Wednesday, October 1, 2014
for the purpose of considering a sign variance request. The pub-
lic hearing will be held at the Romulus City Hall Council Chambers, 11111 Wayne Road,
Romulus MI 48174-1485.
The Board of Zoning Appeals has set the public hearing to consider the following variance:
1.
Sign Variance.
Variances to Section 48-7 of the Sign Ordinance is requested to allow a 159-
square foot pole sign with a total height of approximately twenty four (24) feet. The
Ordinance allows a total of 80 square feet and a height of fifteen (15) feet. Therefore, a vari-
ance for seventy nine (79) square feet and nine (9) feet in height is required.
The subject property is located at 36880 Ecorse Road. DP#82-018-99-0001-711. Copies of the
application are available for review at City Hall during regular business hours.
All interested parties are encouraged to attend and will be given an opportunity to comment on
said request. Written comments may be submitted until 12:00 noon, Wednesday, October 1,

Front Yard Setback Variance.
A variance to Section 8.04 to allow for a thirty (30) foot front
yard setback and expansion of a non-conforming use. The Ordinance requires a forty (40)
foot front yard setback therefore a ten (10) foot variance is required.

OMULUS
In a city hall powered by
portable generators in a commu-
nity where as many as 5,000 resi-
dents were still without electrici-
ty, the Romulus City Council
unanimously adopted a five-year
Wayne County Hazard Mitigation
Plan.
The plan, developed every five
years, is designed to identify
potential hazards within the com-
munity and create a process to
address them, should the need
arise. It is also necessary to adopt
the plan in order to receive fund-
ing to recover from natural disas-
ters through the Federal
Emergency Management Agency
(FEMA).
“Obviously within the past
week, we've seen some of these
issues in our community,” said
RomulusMayor LeroyBurcroff.
Businesses at the corner of
Wayne Road and Goddard were
still without electricity following
Friday night's storm, which
knocked out power to nearly
500,000 residents of southeastern
Michigan.
Prepared
by
Asti
Environmental, Inc. of Brighton,
the plan was completed with
assistance from the Wayne
County Department of Homeland
Security and Emergency
Management with input from the
42 communities within the coun-
ty. The goal of the plan, which
was first developed in 2005, is to
limit the loss of life and property
from hazards that occur in the
community, said Kevin Krause,
Romulus' deputy fire chief.
In Romulus, the areas of con-
cern included severe storms and
the associated flooding and
power outages associated with
them, as well as extreme temper-
atures in the summer and winter-
along with the lack of overnight
warming or cooling centers.
Metro Airport was listed as a pos-
sible target for terrorism and the
presence of industrial storage
facilities near the airport, rail-
roads and highways created the
potential for a hazardous materi-
al emergency, according to
Krause.
To help prepare for potential
emergencies, Krause said the city
was: encouraging family disaster
planning, updating GIS databas-
es, establishing regional reten-
tion/detention ponds and upgrad-
ing sewer mains to help prevent
flooding, expanding the early
warning system, inspecting and
maintaining a record of all haz-
ardous material facilities and
working
with
railway
owners/operators to improve
transportationplanning.
They are also developing traf-
fic control alternatives during
power outages, working on shel-
ter agreements with the school
district and have already provid-
ed generators and internet access
at all key municipal buildings-as
evidenced by the lights, cameras
and air conditioning that were all
working for the meeting Monday
night.
Mayor Leroy Burcroff said the
Books in the Park program
would continue, despite a minor
“hiccup.”
The program, modeled after
one in the City of Novi and other
communities, provided a place
for books in two of the recently
re-opened parks, in boxes con-
structed by the city Department
of Public Works. Working with
Library Director Patty Braden,
he said he brought the program
to Romulus so that when chil-
dren or their parents came to the
parks, they could use the books
while they were there and
return them afterward. The
books were not part of the
library regular circulation or
inventory, he added. They were
donated separately for the Books
in the Park program. The pro-
gram was initiated in Mary Ann
Banks Park andFernandez Park.
“It's a great concept,” said
Burcroff. “It's working well at
one of the parks. We did have a
little hiccup already inMary Ann
Banks Park. Unfortunately we
had someone who took some of
the books and destroyed them in
the restrooms and some of the
rest of the park.”
The city has seen similar inci-
dents of vandalism as other
parks were brought back on line,
and Burcroff said, like in those
other incidents, the community
would step up and alert officials
to what was going on so they
could stop it.
“I know it's a just a fewpeople
doing this that draws attention to
these things, but it was disheart-
ening to the library it was dis-
heartening to my staff,” said
Burcroff as he appealed to the
community last Monday. “As a
community let's take ownership
of these parks and make sure
that, when we make that invest-
ment and put the time into them
that the parks are there so that
everyone can enjoy them.
